Program Development and Quality Director

Position Summary

Location: National Office, Phnom Penh

Job Purpose:

The Program Development and Quality (PDQ) Director supervises 3 direct reports; i) Senior Strategy, Evidence and Impact Manager; ii) Associate Director for Resources Development; and iii) Associate Director for Program Quality.

Overall, PDQ Director leads a 40+ team members at National Office and Field Office covering portfolios from strategy, design/monitoring/evaluation, knowledge management and accountability; resources development from various sources including grants and in-country donations efforts; and technical leads and technical specialists, field DME and technical specialists.

PDQ Director reports to National Director (ND) and is a member of WVI-C Senior Leadership Team (SLT). This role works closely with its peer SLT in particular with Operations Director to fast track programs integration and accelerate resources acquisitions; with Senior External Engagement and Communications Manager to support technical leads and advocacy managers to lead technical engagement and child-focused policy support coordination with national government and key donors; with Finance and Support Service Director to ensure efficient and effective resources allocation and value for money; and with People and Culture Director to equip PDQ team to deliver results and to mobilize internal coordination and external partnership meeting department’s goal and contributions to overall WVI-C strategy implementation.

PDQ Director will also take representation role in internal and external meetings with relevance to PDQ Department portfolio and in coordination with ND and other SLT members.

Expectations - Duties, Responsibilities
  • Strategy Implementation and Portfolio Impact Measures
  • Lead efforts to measure progress of mid-term review implementation plan – in alignment with broader WVI Big Rocks (Strategic Initiatives).
  • Lead preparation for next strategy cycle.
  • Ensure WVI-C’s strategic and operational alignment with broader WVI’s Our Promise priorities in particular on Children Impact Measures and New Sponsorship Foundational Package.
  • Facilitate the development and measurement of Annual Business Plan.
  • Provide strategic advice to ND and SLT re progress of sector programs impact relevant to WVI-C’s MTR alignment recommendations, key government and donor’s priorities and WVI’s Our Promise.
  • Technical Quality & Support
  • Provide strategic and technical oversight to the incorporation of relevant technical measures in new projects design as well as existing projects implementation – in close alignment with Government, donors and WVI’s sector/technical requirements.
  • Ensure technical programs analytics are available to internal stakeholders, in particular field operations team, support function managers and Support Offices Portfolio Managers.
  • Ensure appropriate external representation of sector leads or technical specialists in strategic coordination fora, in line with external engagement priorities including donors, partners, government, and academia;
  • Ensure the capacity of WVI-C is expressed through technical briefs and capacity statements for use with external engagement and donor positioning.
  • Responsible that program quality meets at least minimum standards across WVIC, including Gender Equality and Social Inclusion (GESI), Child and Adult Safeguarding Policy.
  • Grow and Diversify funding
  • Lead overall WVI-C funding growth and diversification through the development and execution of annual and quarterly donor engagement plans i.e intelligence gathering, cultivating relationships.
  • Facilitate pro-active efforts to position WVI-C with donors and potential partners to pursue appropriate funding opportunities.
  • Ensure clear, simple, effective and efficient coordination mechanism within PDQ and between PDQ with all functions in concept paper or proposals development process.
  • Provide strategic support to Associate Director for Resources Acquisition in ensuring strategic and regular coordination with Support Offices Grant teams to actively maintain strong donor relationships at global, regional and country level, developing engagement strategies for each donor or a group of donors.
  • Ensure the development of rigorous capture plans, allowing for 12-month planning and preparation, and provide guidance to all relevant actors including: Support Office teams, technical teams, finance, Operations, P&C, National Director, and others as appropriate.
  • Assure effective management of all capture plans and take responsibility for leading and/or playing substantive role in management of high priority opportunities.
  • Lead technical external engagement in collaboration with the RD unit, advocacy and external and communications dept.
  • Representation and Networking
  • Identify key relationships to strengthen national office positioning and elevate its profile with stakeholders that include government, multilateral and private sector donors (in coordination with ND and Senior External Engagement and Communications Manager).
  • Establish, maintain, and improve active and regular working relationships with partner agencies including humanitarian and development donors, and local and international NGOs.
  • Engage with UN agencies on a sectoral or cross-sector basis regarding working group/cluster architecture to manage WVIC commitments and effective performance in hosting Co-Leads.
  • Maintain a network across World Vision International to secure technical and financial resources to support strategy realization.
  • Cultivate and nurture relationships with all existing and potential donors and partners.
  • Support advocacy and media campaigns by defining technical messaging, and the development and review of external research and advocacy reports.
  • Team Management
  • Lead by examples, the realization of WVIC’s core values in team’s communications and work relationships, internally and in collaboration with other departments.
  • Ensure departments under the PDQ department are coordinated, integrated and support each other to optimize programs and projects and ensuring a shared vision, teamwork, effective communication, and active engagement in decision making processes.
  • Monitor the recruitment, training and promotion of PDQ dept staff to ensure core functions are filled, with focus on nationalization of positions where feasible.
  • Manage the performance of direct reports using WVIC’s performance management policies and procedures as well as through appropriate coaching, mentoring, training and development.
  • Cultivate an atmosphere of staff empowerment and motivation leading to active participation in organization initiatives.
  • Effectively manage the performance of direct reports ensuring partnering for performance tools are used and staff are regularly authentically engaged.
Requirements - Skills, Qualifications, Experience
  • MSc/MA in Development Studies, Business Administration, Management, Technical Field (e.g. Environment, Public Health, Education) or related field
  • At least 12 years’ experience in development and humanitarian sectors (NGOs, donors, UN agencies), including experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the WVIC priority sectors.
  • Minimum 8 years of professional experience in program quality, grant acquisition and or field operations, in senior leadership position.  
  • Minimum of 5 years’ demonstrable, hands-on experience in grant acquisition, including experience developing and managing capture plans and applications/bids managing capture plans; managing bids for opportunities targeting major bilateral and multilateral institutional donors.
  • Minimum 5 years of experience in a leadership position.
  • Minimum 5 years of experience working in a developing country.
  • Ability to prepare high quality project and program design documents, consultancy terms of reference, bid submissions/tender responses, and project reporting.
  • Excellent knowledge of relief, development, advocacy
  • Ability to work cross-culturally/complex external environment
  • Understanding of World Vision’s Design, Monitoring and Evaluation framework
  • Knowledge of humanitarian industry, program development, resource acquisition, and donor relations
  • Knowledge of donor requirements and funding sources (e.g. bilateral and multilateral donors)
  • Ability to manage multi-sectoral, multi-tracked tasks simultaneously
  • Ability to compose quality project design and proposals
  • Demonstrate the World Vision’s Core Values.
  • Based at the National Office with some level of travelling (domestic as well as international) expected – approximately 20 percent.
  • Proficiency in both Khmer and English is required
