Job purpose: The new initiative “Citizen-Led Local Inclusive Planning & Services” (CLIPS) project, which is subject to be funded from the Swiss Agency for Development and Cooperation (SDC), is working to promote fiscal decentralization, including promoting civic engagement in local public financial management from sub-national development/investment plan development to monitoring, analysis and advocacy. The project will work with sub-national authorities, local communities, schools, and related national institutions, focusing on building the capacity of right holders and sub-national authorities in local public financial management, and advocating for greater fiscal decentralization.
Oxfam seeks an experienced Program Coordinator to lead project implementation. The Program Coordinator will ensure the delivery of high-quality outcomes, compliance with donor and Oxfam’s requirement, and build trusted partnerships with government, civil society, and related stakeholders. The role requires proven leadership in SDC-funded programmes, donor compliance, inclusive and conflict-sensitive approaches, and the ability to drive policy influence and sustainable systemic change.
The Program Coordinator will work directly under the supervision of the V4C program manager. She/he will work with and coordinate with several local V4C partners to deliver the project outcomes and results. She/he will work with and receive support from the Oxfam cross-functional team members.
- Project Management
- Manage project planning, delivery, monitoring, and evaluation and ensure the project achievement meets SDC’s standards and requirements.
- Implement the activities of the projects.
- Stay abreast of and provide strategic analyses of new issues and trends related to civil society space, public financial management, fiscal policy, to influence external stakeholders.
- Provide high-quality narrative reports in a timely manner.
- Proactively identify opportunities for collaboration and funding expansion with SDC and other donors.
- Financial & Risk Management
- Coordinate budget tracking, financial documentation, and compliance with donor regulations.
- Ensure effective and efficient budget planning and monitoring in accordance with Oxfam’s policy and donor regulations and procedures.
- Prepare, control, and adapt budgets and working plans, including with partners.
- Oversee program budget, ensuring financial accountability, compliance with donor regulations (including SDC), and value-for-money.
- Identify and flag potential risks to the Program Manager, contributing to adaptive responses.
- Partner Coordination
- Coordinate and work with strategic partners and key partners to ensure the project implementation is aligned with Oxfam and V4C program strategy, the project documents, and the donor’s compliance.
- Ensure the follow-up of the contractual agreements with all different parties involved (partners).
- Facilitate and build the capacity of project partners and target groups for effective project implementation.
- Serve as the primary focal point for Oxfam with partners and maintain strong partner relationships built on trust, transparency, and accountability.
- Policy Dialogue. Partnership & Stakeholder Engagement
- Lead structured policy dialogues with national/sub-national authorities; ensure evidence-informed proposals and reforms.
- Build and strengthen partnerships with CSOs, national/sub-national governments.
- Strengthen strategic partnership and collaboration with key relevant stakeholders.
- Create synergies with other ongoing V4C programs, ensuring networking, collaboration, and effective dialogue for policy change.
- Participate in thematic meetings with key national and subnational stakeholders, development partners, etc.
- Gender Equality & Social Inclusion (GESI)
- Mainstream gender equality, disability inclusion, and social justice in all aspects of project implementation.
- Ensure women, youth, Indigenous Peoples, and other marginalised groups have a voice and agency in land governance processes.
- Learning, Accountability & Knowledge Management
- Coordinate with programme staff and partners to facilitate learning and collaboration.
- Document and disseminate best practices, lessons learned, and policy insights.
- Coordinate monitoring, evaluation, and learning (MEL) activities, ensuring data collection and reporting are timely and accurate and in compliance with SDC’s requirements.
- Gender Equality & Social Inclusion (GESI)
- Coordinate mainstreaming of gender equality, disability inclusion, and social justice in program activities.
- Ensure that women, youth, Indigenous Peoples, and other marginalised groups are actively engaged in project processes.

- Bachelor's Degree in development, public policy, law, public financial management or related field is preferred
- At least of experience in programs/projects development (including design, capacity building, partnership management, report writing, MEAL, knowledge management, advocacy, inter-agency networking and coordination, etc.) for 3 years
- Knowledge of fiscal policies, social protection, civic space and development programs in the country, and demonstrates a good understanding of gender, ability to use a gender lens in project development
- Experience in the implementation of projects or activities related to fiscal decentralisation, sub-national public financial management.
- Substantial experience in managing SDC-funded programs, with strong knowledge of SDC’s compliance requirements, adaptive management approaches, and partnership modalities.
- Strong managerial and financial oversight knowledge.
- In-depth understanding of the national reform programs, especially the public administration, public financial management reform, and fiscal decentralisation.
- Good communications, presentation and facilitation skills, reporting skills, proposal writing skills with a high level of written and spoken English and Khmer.
- Good computer skills (Microsoft Office and spreadsheet programs).
- High level of competency in written and spoken English, with the ability to communicate complex ideas clearly and adapt messaging for diverse audiences, including partners, policymakers, and communities.
- Experience with Oxfam or other international/foreign NGOs.
- Strong analytical and policy influencing skills.
- Ability to influence and liaise effectively with key stakeholders and representation in high-profile environments
- Willingness to travel regularly to provinces and other project areas in Cambodia.
