The NGO Forum on Cambodia (NGOF) is a prominent civil society platform that has been advocating for sustainable development and social equity since the 1980s. Initially established to address the aid embargo on Cambodia, NGOF has evolved into a Cambodian-led organization coordinating over 200 local and international NGOs. Its mission is to facilitate policy dialogue, debate, and advocacy, ensuring that the voices of poor and vulnerable communities are heard and considered in national development processes. NGOF actively engages with government bodies, development partners, and civil society to influence policies that promote human rights, environmental sustainability, and inclusive economic growth.

In 2024, NGOF launched its new strategic plan for 2024–2030, titled METRI—Multi-stakeholder Engagement for Transformative, Resilient, and Inclusive Society. This plan envisions a peaceful, inclusive, prosperous, and sustainable society and planet for all. METRI is structured around three strategic priorities:

  1. Inclusive and Green Growth for All: Focusing on cross-cutting development issues, transparent and accountable public financial management, fair and green finance, food sovereignty, agri-business, and free trade.
  2. Climate Change Resilience and Natural Resource Governance: Addressing climate change mitigation and adaptation, climate finance, biodiversity protection and restoration, land governance, water governance, forest governance, fishery management, aquaculture management, just energy transition, and mining.
  3. Vibrant, Resilient, Innovative, and Impactful Civil Society: Aiming to strengthen the internal governance and sustainability of NGOF and its members, enhance civic space, and promote NGOF membership.

The METRI framework also includes cross-cutting initiatives such as Policies and Laws Influence (PALI), Solidarity Actions for Community Harmonization and Sustainability (SACHAS), and Strengthening Resilient, Innovative, and Transformative Institutions (RITI).

Project Coordinator

Position Summary

One of the key staff to coordinate and implement this project is Project Coordinator. The Project Coordinator is a full-time staff member of the NGO Forum on Cambodia (NGOF) working under direct supervision of NGOF’s PALI Program Manager. S/he will oversee and coordinate key activities of the EU funded project “Strengthening Civic Engagement and Oversight in Public Financial Management (SCOPE-PFM). S/he will be working closely with the Program Manager and CSO Budget Working members for engaging and influencing national and sub-national laws and policies and practices effecting the poor, indigenous, marginalized, and vulnerable groups and people.

Expectations - Duties, Responsibilities
  • Key Responsibilities
  • Under supervision and support from the program manager, S/he is responsible to:
  • Facilitate evidence-based fact-finding reports and research finding reports through collaboration with research institutions and academia.
  • Coordinate consultations with the CSO community, the members of the NGOF, and private sectors for the position papers on the policies/laws.
  • Coordinate and facilitate an online portal for public consultations/inputs on certain policies/legal frameworks.
  • Ensure the program action plans and budget plans are implemented timely, effectively and efficiently.
  • Perform other tasks requested by program manager.
  • Project Activities Coordination and Implementation:
  • Facilitate collaboration and connection among CSOs, networks, and working groups through joint meetings and advocacy efforts. Coordinate Budget Working Group (BWG)’s monthly members meetings, quarterly Steering Committee & Advisory Group meetings, mid-year and annual members meeting.
  • Organize training workshop for BWG members organization and other WGs on budget credibility framework and advocacy strategy, human rights analysis among other key sectors of the national budget.
  • Support initiatives like the Woman and Youth Empowerment and Action Program, including a METRI Young Research Fellowship Program and Youth-Led Initiatives.
  • METRI Youth is created and plays critical roles in doing awareness raising and promoting transparency, accountability, public participation and oversight in PFM and to support coaching and mentoring to Youth and contest the youth initiatives with some rewards.
  • Establish/initiate CSO-NA (National Assembly), CSO-Senate, CSO-NAA (National Audit Authority) focal points/working group to have regular small group meetings (e.g. Quarterly basis) to inform and discuss our recommendations.
  • Initiate applications for citizens to engage with their representatives (commune councilors, district councilors, and provincial parliament office).
  • Network with existing and new regional and global partnerships on budget and fiscal justice through platforms like International Budget Partnership (IBP).
  • Organize exchange learning in neighboring countries in the region on Open Budget Survey (OBS)
  • Assess the research needs of BWG, Anti-corruption Working Group (ACWG), Access to Information (A2I), Women for All (W4All), Social Protection for All (SP4All), Implementation of Social Accountability Framework (I-SAF), CSOs and establish a METRI Youth Research Fellowship on PFM.
  • Conduct joint and individual research based on the identified needs​such as green PFM, tax equity/justice, investment climate and public procurement for large-scale infrastructure projects to promote transparency.
  • Deliver capacity building program to CSO members of the BWG, ACWG, A2I, W4All, the SP4All and I-SAF CSO Working Groups based on the identified needs.
  • Provide capacity building to third parties and CBOs, based on the results of capacity need assessments.
  • The NGOF as secretariat of BWG coordinates members do annual national budget analysis based on key identified sectoral based and consultation on the macro-economic for budget law)
  • Support CSOs to engage in existing national and sub-national authority mechanisms related to local budgeting processes.
  • Conduct Annual Budget Law Analyses based on key identified sectoral based and consultation on the macro-economic for budget law, Gender-Responsive Budgeting Analyses, Citizen Budget Handbook and biennial Open Budget Surveys (OBS).
  • Produce citizen climate budget booklets for 2026, 2027 and 2028 respectively.
  • Review new law on Public Finance System’s related decree/sub decree, green PFM, fiscal space, and doing case studies for evidence-based advocacy.] (policy monitoring/influencing)
  • Publicize budget documents, legal frameworks, media articles on budget issues, through digital campaigns, investigative stories and talk shows. BWG’s Cambodia National Budget websites will be updated/upgraded to equipe with dashboard so that public can easily access to nation budget info/data. The NGOF as a data center will coordinate the production of citizen budget documents, media articles on budget issues, through digital campaigns, investigative stories and talk shows on key emerging issues arising during the project period.
  • Co-organize series of capacity building including regional study visits to the Budget Office in both the National Assembly and the Senate.
  • Monitor public procurement processes, including bid monitoring, e-procurement, and enforcement related to anti-corruption, whistleblower protection, and access to information laws
  • Prep meetings for participating in Public Financial Management Reform Program Technical Working Groups (PFMRP-TWG) quarterly, semester and annual ones plus public forum on budget law and in other TWGs quarterly, semester and annual ones on budget allocation. Engage strategically with relevant ministries through the PFMRP-TWG, NCDDS, I-SAF TWG, and TWG on Gender.
  • Organize public forums and dialogues with key stakeholders. Jointly organize public awareness campaigns to educate citizens about their rights and the importance of transparency and accountability. As secretariat of BWG conduct annual national public forum/dialogue on PFM related issues with key stakeholders, including the Ministry of Economy and Finance (MEF), National Assembly (NA), and National Audit Authority (NAA), to advocate for budget transparency and accountability.
  • Facilitate dialogue between grassroots NGOs/CSOs and local/national authorities to share best practices related to national and sub-national budgeting processes. Jointly conducts with BWG’s members dialogues between grassroots NGOs/CSOs and local/national authorities to share best practices related to national and sub-national budgeting processes.
  • Advocate for greater transparency in budget documents by engaging in dialogues with key stakeholders. Organize closed door meetings every quarter with key stakeholders including officials from MEF, NA, NAA and other relevant line ministries.
  • Project Monitoring and Evaluation
  • Produce event reports, monthly progress reports, outcome harvesting reports, and others as required.
  • Continuously monitor network activities based on log-frame and budget plan and adjust/review it based on the monitoring results.
  • Project Financial Management
  • Responsible for implementing program activities based on the approved program’s budget.
  • Expenditure: prepare and submit requests for advance, disburse, and justify to management
  • following the policy and procedure.
  • Oversight of the program budget monitoring and budget review.

  • Any other related duties assigned by the supervisor.

Requirements - Skills, Qualifications, Experience
  • Education
  • Bachelor’s degree in development study law, Social Policy or relevant field
  • Qualification and in-depth knowledge of Public Financial Management. Experience in Natural Resource Governance, Water Governance, Agricultural policies and climate change are desirable.
  • Experiences
  • Minimum three years of professional work experience with NGOs and Donors Partners in the selected field
  • Demonstrate experience in project cycle management.
  • Demonstrate experience in dialogue, debate, and advocacy for pro-poor policy development and monitoring of implementation.
  • Demonstrate experience in facilitating and coordinating members and CSOs in consultation with government officials and development partners.
  • Experience working in a team.
  • Skill
  • Proven ability to lead, manage, delegate, communicate, advocate and transfer skills and knowledge to colleagues.
  • Strong experience in the usage of computers and office software packages.
  • Excellent oral and written communication skills in both Khmer and English.
