The Indigenous Community Support Organization (ICSO) is a local Cambodian not-for-profit, non-governmental, non-partisan organization established to serve the public benefit. ICSO registered with Ministry of Interior of Cambodia on July 13, 2006 with registration number 840សជណ. ICSO is implementing projects to support, strengthen, empower, and improve the capacity of indigenous community organizations and ingenious groups to participate in the promotion and protection of the indigenous rights to land, natural, cultural and traditional resources for enhancement their livelihood and welfare in the northeast provinces of Cambodia, Ratanakiri and Mondulkiri.

Program Coordinator

Position Summary

This position report to Executive Director (ED)

Job Summary

Program Coordinator (PC) will be responsible for guiding, managing and supporting ICSO programs to ensure the programs/projects are efficiently and effectively planned, implemented, monitored, evaluated and reported.

Expectations - Duties, Responsibilities
  • Guidance and Support
  • Guide and support the ICSO program coordinator to ensure that principles, guidelines, concepts, systems, approaches and procedures of the ICSO programs and projects are effectively and efficiently implemented and reported at all levels.
  • Guide and support the national and provincial management team members to be fully functioning and in place with a clear structure, roles and responsibilities.
  • Ongoing capacity building through coaching and mentoring the management team members.
  • Ensure that all ICSO’s by-laws, policies, guidelines and other procedures are in place and fully functioning with accuracy, efficiency, transparency and accountability for all management decisions.
  • Coordination and Management
  • Coordinate and build capacity through training, coaching and mentoring of the program/project team members. This includes financial and administrative systems, project preparation, project appraisal, baseline survey, project identification, project and designs.
  • Ensure relevant capacity development sessions are provided to ICSO program/project team members and mainstream on gender issues, youth issues, natural resource issues, indigenous people's rights and other laws related to indigenous people.
  • Coordinate and follow up with ICSO programs to ensure that staff provides appropriate and relevant capacity building through coaching and mentoring. Indicators for success in this would be the ability of those key staff to fulfill their roles.
  • Coordinate and facilitate any internal and external capacity building meetings, general body meetings, workshops, forums, seminars, and conferences for ICSO program and organizational development.
  • Planning and Implementing
  • Coordinate and build the capacity for ICSO programs and projects in order to prepare the annual project proposal. This includes project approach, methodology, action plans, budget plans and expected output and outcomes.
  • Coordinate and build the capacity of management team members and other key staff, to develop and finalize ICSO’s strategic plan.
  • The PC will also have to coordinate the programs/projects annual work plan and budget plan including, but not limited to, quarterly and monthly plans.
  • Discuss and document the program and/or project issues (amendments, new project and end of project reports), on a monthly and quarterly basis.
  • The mid-year program review, annual program review, program strategies, monitoring meetings and field visits of ICSO program/project sites is to provide feedback for management team members.
  • Monitoring and Evaluation and Reporting
  • Coordinate with ICSO programs to develop and update the monitoring and evaluation tools and reports to ensure it’s been well applied.
  • Assist management team members on follow ups, monitoring and evaluation the implementation of the annual, semester, quarterly and monthly work and budget plan.
  • Participate in regular program field monitoring and program monitoring meetings with line management responsibility of documenting any constructive feedback. In addition, prepare any reports needed.
  • Coordinate and assist the ICSO programs to prepare for the ICSO quarterly, semester and annual narrative reports. In addition, prepare other project documents for funding partners and/or development partners as required by the ED.
  • Coordinate technical support for the ICSO programs to conduct the internal evaluation and assist the ED to prepare any documents required for external evaluator teams. Assist project staff with informing external evaluators and stakeholders on the monitoring and evaluation plan.
  • Fundraising and Liaison with Partners/Donor
  • Assist ED with coordinating the ICSO programs to develop the existing and/or new proposal for ICSO funding raising.
  • Assist ED and ICSO management team members to coordinate and communicate with new and existing funding partners and/or development partners about the fundraising processes.
  • Networking and Advocacy Liaison
  • Coordinate with outside agencies, including NGO Networks and coalitions and the provincial and national governments. The PC is expected to make useful contributions to the lobby initiatives of relevant networks at all levels of platforms.
  • Coordinate with ICSO programs and represent ICSO to the UN, IOs, NGOs, government officials, and other institutions. In addition to acting as a liaison to provincial and national governments and international institutions related to indigenous peoples development.
  • Other
  • Acting-Director’s roles when the ED absents.
  • Translate any ICSO documents as required.
  • Perform any other duties as requested by ED.
Requirements - Skills, Qualifications, Experience
  • Bachelor or higher degree(s) in Rural Development, General Management, or related fields.
  • At least 10 years work experiences on program/project management, leadership and management and capacity development.
  • Possess knowledge, skills and experience with program development/project planning, management and staff supervision.
  • Experience with fundraising and proposal writing is highly preferred.
  • Experience with cross-cultural situations especially working with indigenous peoples.
  • Experience as a social worker, especially with the poor and uneducated or marginalized people and community.
  • Knowledge of administrative, accounting and finance.
  • Effective negotiation and communication skills.
  • Demonstrates strong lobby and advocacy skills.
  • Possess management and leadership skills.
  • Good organizational development, analytical skills and multi-tasks.
  • Team player who is result-oriented, versatile, self-motivated and possess good inter-personal skills.
  • Can work independently or in team, takes initiative and thinks analytically.
  • Fluency in both spoken and written English is required.
