The Cambodian Disabled People’s Organisation (CDPO) was established in 1994 as a movement of Cambodians with disability. CDPO is a membership based, non-government organisation, representing persons with disabilities in Cambodia. We are working towards becoming “The voice of persons with disabilities in Cambodia”. CDPO is now looking for qualified person for fulfils a position below:

Program Coordinator (1 Position)

Position Summary

Base in: Phnom Penh and province

Contract duration: From now on to December 2023 (Possible Renewal)

Expectations - Duties, Responsibilities
  • Planning:
  • Coordinate to prepare the annual plan for OPD development program.
  • Oversee the development of annual budgets for the OPD development program of the organization’s strategic and operational plan.
  • Monitor and report regularly on expenditure in accordance with the operational plan and related budgets.
  • Membership development:
  • Maintaining and updating membership database
  • Coordinating and facilitating network meetings with OPD members
  • Mapping provincial and district providers/agencies and OPD.
  • Contribute to effective communication between the OPD, program staff of OPD development program, partner organizations, donor agencies, other stakeholders, and government, in the implementation of activities in accordance with the CDPO’s vision and mission.
  • Participate in regular reviews of OPD development program for CDPO strategic and operational plans, ensuring consistency of activities with the CDPO mission, and responsiveness to the needs of OPD.
  • Contribute to organizational processes including General Staff Meetings, Program Coordination Meetings, strategic and operational planning, and the identification of priority activities for OPD development program.
  • OPDs/WWDFs capacity development:
  • Development and implementation of OPD development program guideline and procedures which ensure the highest standards of transparency, accountability to both OPD and externally, and which reflect the values of the organization as expressed in its mission statement.
  • Provide strategic guidance and support to OPD in the development and implementation of program activities, and promote collaboration and coordination between OPD on issues of shared concern.
  • Reporting:
  • Ensure that reports on program activities are prepared as required by the organization, donors, or other stakeholders.
  • Ensure individual OPD development program staffs' monthly reports are collected and submitted on time.
  • Performance Management for team:
  • Set Performance Agreement/Annual Plan with Subordinates
  • Set Coach Plan for Subordinates
  • Review on Subordinates' Monthly Reports
  • Conduct Performance Review in every 3 months with Subordinates
  • Conduct Performance Appraisal with Subordinates
  • Others duties:
Requirements - Skills, Qualifications, Experience
  • Person Specifications:
  • Essential:
  • Master degree in management or development studies or other relevant advanced degree;
  • At least five years professional experience in the development/NGO sector in Cambodia, with increasing responsibilities,
  • At least three years’ experience working with community development or self-help group in the remote area
  • Experience working with Commune Council, local authorities, rural NGOs, public service providers, Pagodas,
  • Sound knowledge of the rights based approach to development
  • Commitment to and sound knowledge of disability rights and issues in Cambodia
  • Proven experience of managing projects and programs, including monitoring and evaluation
  • Excellent facilitation, training and coaching skills
  • Experience supervising staff in a NGO setting;
  • Knowledge of developed guidelines and procedures
  • Excellent communication and writing skills, including fluency in English and Khmer and professional proficiency
  • Proven fundraising experience
  • Proven networking skills
  • Must be able to work independently while being a strong team player
  • Ability to work well under administrative and programmatic pressures; must demonstrate flexibility to adapt to changing requirements; and
  • Mobile, able to regularly travel within Cambodia by herself
