OIC Cambodiais working to grow speech therapy services in Cambodia and helping those with communication and swallowing difficulties.

We launched in 2013 to start bringing speech therapy to Cambodia for the estimated more than 600,000 people with communication and swallowing difficulties.

Our end goal is to have 100 university qualified Cambodian Speech Therapists employed in Cambodia by 2030, after which OIC will exit Cambodia.

To achieve this, we will:

  • Raise awareness amongst all levels of the community, as speech therapy is a very new concept in Cambodia.
  • Continue to build capacity of those supporting children with communication difficulties across the education, health and disability capacity sectors.
  • Build a library of Cambodia-focused speech therapy resources.
  • Facilitate strong university partnerships and assist with curriculum development which is academically rigorous and relevant to Cambodia.
  • Continue to advocate within Government and civil society for speech therapy to be funded as a universally accessible, locally led service.
  • Facilitate the development of a speech therapy profession within Cambodia.

The position is for Family care First Project focus

Location: Phnom Penh, with regularly travel to target provinces (Kompong speu, Kompong Chhang, Kompot)

Time commitment: 12 month

Reporting to: Program Manager

Salary Range: Level4, Tier1 (570)

Position Purpose:

The primary purpose of this position is to coordinate specific core project focus areas and activities under OIC-FCF-USAID sub-grant project, as directed by the program manager. This includes development of detailed activity plans, budget and activity monitoring and reporting and some supervision of project officers within relevant project activities.

OIC Program Plan:

OIC has core project areas as follows

  • Integration of speech therapy into Cambodian systems: referral systems, job creation, capacity building of professionals within education, health and rehabilitation sectors
  • Partnerships and training through providing direct speech therapy services
  • Advocacy and awareness of speech therapy and communication disability
  • University course and profession development (research projects, training course development)
Duties
  • Project Coordination and Management tasks
  • Design specific project action plans as identified in the OIC project plan and proposals, including projected budgets/costing
  • Embed monitoring and evaluation into every project plan and implement
  • Actively coordinate project activity implementation including prioritization, delegation, progress tracking etc as directed by program manager
  • Synthesize and critically analyse specific project data to enable the program team to make decisions to be informed of progress and adjustments needed
  • Critically analyse the progress of projects, and identifying issues of timing, resourcing, partnerships or specific strengths that can be replicated (M & E monitoring and evaluation strategies)
  • Provide accurate project information to support the development of donor reports
  • Team building tasks
  • Work closely with relevant Project Officer/s in putting into their monthly work plan review. quarterly performance reviews (led by Program manager)
  • Provide supportive and teaching relationships for all OIC staff within the projects you are leading. Take active steps to address any internal and external conflict relevant to project team or project partners.
  • Contribute to ongoing team learning by leading periodic profession development sessions, within the OIC schedule of professional development
  • External Partnership tasks
  • Identify strategic partnerships with various government and non-government stakeholders that serve the aims of OIC’s strategic plan and feedback to University coordinator and program team
  • Develop ongoing communication channels with key stakeholders, maintaining productive partnerships
  • As is appropriate, develop partnership plans with specific stakeholders
  • Communications and representation
  • Provide frequent written and in person with program manager
  • Coordinate the communications methods, modes and documentation required for each project
  • Work with OIC Communications team to regularly promote the project work being carried out by the Project Team, ensuring photos and information are passed on in timely manner
  • Represent OIC at relevant forums that are related to the key projects of OIC, putting forward OIC’s key platforms, synthesizing information received and reporting this back to the project team
  • Ensure all project documentation is completed accurately, timely and comprehensively
  • Promote the work of OIC with factually accurate, comprehensive information
  • Team Culture
  • Uphold and promote the vision, mission and values of OIC through your communication, actions and participation, both internally and externally
  • Facilitate communication style and practice which promotes positive communication between people of all culture and language abilities.
  • Use an open communication style, actively seeking help and feedback from all levels in our team.
Requirements
  • Essential qualifications, experience, skills, and personal attributes:
  • Proficient Khmer speaker
  • Project and people management experience
  • Excellent written and verbal communication skills
  • Ability to critically analyse and synthesise information, using problem solving and lateral thinking
  • Excellent time management and organizational skills
  • Desirable qualifications, experience, skills, and personal attributes:
  • Excellent English skills
  • Experience in development project monitoring and evaluation
  • Experience working in provinces
  • Experience working in partnership with government and non-government agencies
  • Experiencce working in projects supported by US AID or other multilateral donors.
