Purpose of the position
The purpose of this role is to ensure effective management, quality, accountability, and continuous development of Damnok Toek’s programmes in the areas of child protection, education, and safe migration. The position is responsible for maintaining high standards of programme implementation, donor reporting and compliance, strengthening monitoring and evaluation systems, supporting fundraising and donor relations, and building strategic partnerships. Through close collaboration with the Executive Director, Branch Directors, and programme teams, the role contributes to achieving programme results, safeguarding beneficiaries, strengthening staff capacity, and positioning Damnok Toek as a key actor in its sectors of intervention.
This position requires travel regularly to Poipet and Neak Loeung to develop reports for donors and liaising with M&E team and project teams to ensure that all necessary information is obtained in due time.
Damnok Toek is a child-safe organisation with zero tolerance to any form of abuse or exploitation, including sexual exploitation and abuse. The Programme Specialist will fully comply with Damnok Toek’s Safeguarding Policy and Procedures, including the Prevention of Sexual Exploitation and Abuse.
- Responsible
- Produce and ensure timely and high-quality reporting and stewardship for donors within the programmes;
- Identify and monitor trends in contemporary development of programming on DT’s areas of intervention with special focus on child protection, education and safe migration, including research on best practices to inform programming.
- Review projects and activities to ensure alignment with international standards/best practices as well as programme priorities, strategies and plans;
- Ensure full compliance with Damnok Toek’s Safeguarding, PSEA and other internal policies.
- Support
- Support Branch Director & programe teams in delivering of all expected results, outcomes outputs and activities of the programme;
- Support Branch Director & programme teams in executing all planned activities on a timely manner within the allocated budget;
- Support Branch Director & programme team in producing high quality annual workplan, quarterly workplan with budget of the programme based on the proposals and agreements with donors. Support project teams to strengthen the implementation of safeguarding policies and protocols across the programme;
- Support the development of programme ideas into quality grant proposal through participatory approach with fundraising specialist;
- Support the Executive Director in developing and managing the relationship with the donors and key stakeholders supporting the child protection, education and safe migration programmes.
- Work with Branch Directors and Executive Director to explore opportunities for capacity development for project staff on project management, monitoring, data collection, outcome harvesting and reporting
- In collaboration with ED and other colleagues
- Work closely with the M&E and programme teams in ensuring that the programme’s activities are properly monitored and all data (qualitative and quantitative) of the beneficiaries is securely managed, accurately updated and maintained in the M&E System,
- Develop strategies to monitor programme performance and evaluate results and impacts and apply this data to design improvement of programme interventions.

- Bachelor's Degree in or equivalence in a relevant field of study
- Proven experience in project management; previous experience on child protection, informal education or migration is desirable.
- Motivation to work for a grassroots organization and work with vulnerable communities
- Strong sense of initiative and ability to work independently
- Ability and willingness to travel very often to provinces
- Experience working in Cambodia and/or Southeast Asia
- Proficient use of English
