Procurement Officer
Project Name: USAID Cambodia Malaria Elimination Project
Reports to: Administration and Finance Manager
Project Overview:
USAID Cambodia Malaria Elimination Project (henceforth, CMEP) has been supporting the national goal of reducing malaria morbidity and mortality and controlling artemisinin-resistant malaria while developing a scalable, evidence-based elimination model and support its dissemination for malaria elimination in Cambodia. CMEP will strengthen the capacity of local partners, from national to peripheral level, to lead, manage, and implement interventions while simultaneously strengthen the malaria surveillance system to better inform and target control strategies and to monitor progress. CMEP will also engage communities and promote the involvement of the private sector, testing new tools and approaches as control measures are scaled.
- The Procurement Officer will be responsible for the following tasks:
- Keep and maintain all procurements contracts and agreements in both soft and hard documents;
- Work closely with head of administration, admin/logistics Officer, and technical staff of the CMEP project in order to prepare procurement plan and implementation;Manage contract of service such as office lease, phone, vehicle maintenance, vehicle fuel, and staff / vehicles insurance
- Prepare, arrange and follow up CMEP project procurement;
- Facilitate the procurement committee in the selection of appropriate suppliers and contractors, to promote good procurement practice in regard to sustainability, ethical purchasing standards, and whole life costing;
- Develop list of contract and agreement and update regularly on every quarter. Recommend for renewal of contract as necessary;
- Undertake the tendering, evaluation, placement and monitoring of a portfolio of the contracts of the CMEP project purchasing process;
- Ensure quality standards are met through administration of purchasing complaints and resolutions provided by the using fields;
- Assis AFM to ensure that personnel staff records are properly maintained in a secured environment and update individual staff personnel files
- Assis AFM on prepare staff contracts and contract extensions in line with human resource policies;
- Ensure that personnel staff records are properly maintained in a secured environment.
- Assist in selection and recruitment process of local staff and consultants;
- Liaise with employees on their holiday entitlements including sick leave and administrative leave;
- Supervise office assistant and drivers, including driver timetable, authorization and monthly log sheet;Review monthly project staff timesheets and leave request forms;
- Conduct other duties as required by the project.
- Bachelor Degree in Administrative/Accounting qualification;
- Minimum 3 years Administrative/Procurement
- Preferably, experience in working with NGOs/INGOs;
- Fluency in written and spoken English and Khmer;
- Computer literacy (Microsoft Word, Excel and Access);
- Demonstrate willingness to work with others in an interactive team setting;
- Good interpersonal, organizational and team building skills;
- Honest, proactive, hard- working, and patient;
- Able to work under tight deadlines in a high stress environment.
