We are currently seeking qualified candidates for The Procurement and Operations Coordinator and Laboratory Technician (Two positions) based in Phnom Penh, Cambodia as following (The candidate needs to be legally authorized to work in the country).

Procurement and Operations Coordinator

Position Summary

The Procurement and Operations Coordinator will support the procurement of materials, supplies, and equipment in accordance with organizational and donor policies and approved procedures. Prepares and processes purchase orders, coordinates purchasing activities with relevant departments, and maintains inventory at planned levels. Monitors procurement costs, schedules, lead times, and transaction status to support timely approvals, payments, deliveries, and completion of purchasing activities. Provides day-to-day operations, procurement, travel, and logistical support under the supervision of the Finance and Operations Associate Director, helping ensure that project activities are implemented smoothly and on schedule and that supporting documentation is complete and compliant with FHI 360 and donor requirements. The assignment is based in Phnom Penh, requires provincial travel as needed, and may have supervisory responsibilities.

The expected hiring salary range for this role is USD 17,000 - 25,000 for annual basic salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.   For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.

Duties & Responsibilities:
  • Manage procurement requests, requisitions, bid specifications, quotations, approvals, purchase orders, vendor coordination, and complete supporting documentation in accordance with FHI 360, donor, and government requirements.
  • Monitor procurement costs, budgets, lead times, deliveries, invoices, and receipts; resolve delays or shortages and maintain accurate procurement and inventory records.
  • Coordinate import permits, duty waivers, shipment arrangements, customs clearance, and delivery to designated warehouses.
  • Provide routine project operations support, including office coordination, facilities and supplies, service contracts, assets, filing systems, operational reports, trackers, and meeting or training logistics.
  • Support domestic and international travel arrangements, including flights, accommodation, visas, schedules, and expense documentation.
  • Perform other duties as assigned.

Languages:
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Administration, Management, Business Administration, or a related field.
Work History:
  • Procurement and operational support for 5 years as a minimum

Laboratory Technician

Position Summary

The Laboratory Technician will provide technical and operational support to staff and projects and government counterparts, mainly on diagnosis, quality assurance and laboratory related work. Implement and monitor strategic and technical initiatives and planned activities. Provide technical support around the issues, challenges, and strategies for improving access to quality affecting the project. Contribute knowledge products through the creation and management of reports, technical materials, and conflict-sensitive solutions. Working closely with project and/or Headquarter (HQ) teams, support projects by evaluating programmatic effectiveness, overseeing technical aspects, and providing technical assessment reports.

Duties & Responsibilities:
  • Technical Requirements:
  • Provides technical direction and guidance to project staff ensuring alignment with the project expected outcomes with an emphasis on laboratory system and network strengthening.
  • Supports technical aspects of projects including staff and partner capacity strengthening.
  • Monitors and maintains project protocols, instruments, data sets, manuals, training materials and prepares reports related to technical area of expertise as needed.
  • Works closely with the team to ensure project implementation remains technically sound and adheres to organization’s strategy and standard operating procedures (SOP’s).
  • Develops technical briefs, reports, or other necessary materials to inform research, best practices, policies, and procedures.
  • Conduct analysis of project implementation to identify areas related to laboratory diagnosis, quality assurance (QA), and network/system for improvement and propose appropriate technical strategies and guidelines.
  • Assists with the implementation of research studies by providing technical support and overall management to ensure coordination and field-level implementation. Collaborates with the research and evaluation team to interpret data sets and assessment findings.
  • Provides mentorship and fosters team collaboration at task and activity levels.
  • Coordinates and leads technical project activities and sub activities and assists with project implementation through work plan development, revision, and regular monitoring and supervision.
  • Provides technical support in the development and dissemination of tools, materials, reports, papers, best intervention practices for successful projects and programs.
  • May create technical portion of the project plan, within the given resources and financial constraints.
  • Assists team in development, revision and monitoring of technical work plans and budgets.
  • Participate in client / funder meetings and draft reports presentations.
  • Project Design Implementation:
  • Develops strategies and tools for the design and implementation of laboratory specific technical components.
  • Monitors project deliverables and reports progress to supervisors.
  • Leads technical project activities and sub activities and assists with project implementation.
  • May implement components of the technical portions of the project plan.
  • Identifies and discuss issues with team members, including senior technical and management, when relevant.
  • Oversee compliance with technical, administrative and financial requirements for project deliverables and consultant management.
  • Operations Management (Finance, HR, etc.):
  • Ensure project activities are on track with work plans, with technical expertise informing project implementation.
  • Oversees project timelines and budgets. Assists in the development of donor reports and presentations.
  • Tracks technical project expenditures and Statement of Work (SOW) and budget tracking systems; provides reports to supervisors.
  • Collects financial and technical tracking data; prepares reports.
  • Coordinate with suppliers for procurements.
  • Project/Program Reporting:
  • Prepares technical reports, presentations and papers summarizing project results and analyzing data sets and technical assessment findings.
  • Maintains well documentation of technical activities budget and deliverables.

  • Master's Degree in public health, Medical Laboratory, or other health related fields. Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field
Work History:
  • Experience managing data collection and technical assistance experience, preferably in malaria diagnostic and laboratory systems and networks for 6 years as a minimum
Skills & Knowledge:

  • Project Management (PM) Certification preferred.
  • Ensures appropriate and timely technical support for field projects.
  • Ensures the quality of implemented technical activities and systems at all levels. Conducts routine coordination with employees and consultants, on-site and in the field.

  • Proficient writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Ability to manage their own work to job and performance standards.
  • Must be able to read, write, and speak fluent English and Khmer.
  • Typically requires 6+ years of relevant experience managing data collection and technical assistance experience, preferably in malaria diagnostic and laboratory systems and networks.
  • Practical experience in malaria microscopy is strongly preferred.
  • Experience working with government, provincial, or health-facility laboratories is an advantage.
  • Experience with laboratory quality assurance and quality control systems is highly desirable.
  • Experience supporting laboratory training, mentor, or supportive supervision is preferred.
  • Experience with RDTs and/or molecular diagnostic procedures is an advantage.
  • Experience with laboratory commodities, inventory management and equipment monitoring is desirable.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
