Conservation International-Cambodia Program (CI) has worked in Cambodia since 2002. CI has multiple conservation projects in the Central Cardamom Mountains National Park (CCMNP), Tonle Sap Great Lake, Prey Lang Wildlife Sanctuary, and in the Veun Sai-Siem Pang National Park. CI works in partnership with the Ministry of Environment, Ministry of Agriculture, Forestry, and Fisheries, other international conservation and development organizations, local non-governmental organizations and the private sector.

Prey Lang Landscape Program Manager (1 Position)

Position Summary

This position is tasked with overseeing the implementation of CI’s Landscape Conservation Program focused on Prey Lang Wildlife Sanctuary (PLWS) and Veun Sai Siem Pang National Park (VSSPNP). The Manager will address the goals and objectives of Cl's Landscape program in these landscapes. To achieve this, the Landscape Program Manager will implement projects and programs as per agreed work plans, strategies, and donor expectations, establish and maintain collaborative working relationships with the Ministry of Environment, Department of Environment in Stung Treng, Preah Vihear, Kapong Thom, Ratanakiri and Kratie, other relevant government entities, the private sector and local/ international organizations as directed. The position will build strong relationships with target communities, develop regular reports, oversee key scientific, research, livelihood and law enforcement innovations and execute a rigorous monitoring and evaluation effort. The Prey Lang Landscape Program Manager reports to Landscape Program Senior Manager.

Expectations - Duties, Responsibilities
  • Duties:
  • Manage the Prey Lang Landscape and Northeastern Landscape team and oversee the implementation of relevant grants/projects for the landscape- and other projects when where relevant.
  • Work with MoE to ensure the project implementation is going as planed including monthly meeting, quarterly meeting, and annual meeting.
  • Work with MoE and other stakeholders (provincial governors, local authorities, and communities) to conduct regular stakeholder workshops.
  • Oversee the overall project implementation including village consultation, FPIC, Grievance Redress Mechanism, community development, biodiversity research, law enforcement, and other activities.
  • Work with CI, USAID GPL, and other relevant partners and institutions to support the development and delivery of the JCM REDD+ project in PLWS
  • Based on direction from the Landscape Program Senior Manager and Technical Director, strengthen scientific and research processes across the landscape, and provide technical training on biodiversity research and data analysis to DoE office, rangers, local researchers, and CI staff.
  • Deepen community engagement activities, strengthening relationships between Cl and communities as well as building the capacity of community institutions.
  • Ensure regular reporting and monitoring of the project as per agreed guidelines and timelines for government and donors.
  • Contribute to the broader landscape management strategy
  • Undertake regular field site visits and provide feedback to the team, stakeholders, and partners as needed
  • Lead the development of annual workplans and budget plans with MoE and CI.
  • Attend regular meetings with government, civil society and private sector where relevant
  • In close collaboration with the USAID project teams and CI Landscape team, lead the relationships with PLWS Provincial government officials, attending meetings, supporting development of work plans and undertaking other tasks as required and requested by Management.
  • Provide support other to landscapes as requested by Manager
  • Work to build/ improve the relationship between the MoE/government and communities
  • Lead training needs assessment and ensuing training interventions as part of agreed landscape strategies
  • Identify opportunities to strengthen the role of the private sector in constructive relationships with target communities.
  • Other tasks as directed by line manager

  • Northeastern Landscape Team (temporarily)

Requirements - Skills, Qualifications, Experience
  • Qualifications Requirement:
  • At least ten years' previous experience in conservation, development, protected area management Work
  • At least three years of overseeing and managing teams
  • Experience working with the Cambodian government
  • Experience working with rural communities, including with indigenous groups
  • A Master's degree or above in a field relevant to conservation
  • Demonstrated fluency in spoken and written English
  • Experience helping to write reports and proposals
  • Good communication skill and teamwork abilities
  • Computer proficiency such as MS Word, MS Excel
  • Willingness to travel and spend time in rural and forested areas
  • Preferred:
  • Experience in conservation work in Prey Lang and/or Northeastern Cambodia region
  • Experience working with the Cambodian Ministry of Environment and Provincial Department of Environment
  • Experience helping with contract and grant development
  • Experience working in NGOs
