The World Bank and the Global Environment Facility (GEF) are supporting the Royal Government of Cambodia (RGC) on IDA-financed and GEF-additional financed project entitled “Cambodia Sustainable Landscape and Ecotourism Project”. The project commenced on October 17, 2019, with an expected closing date on December 31, 2025. In 2023, the project underwent the Mid-Term Review (MTR) from which the closing date has been extended to 31 December 2027. The project is now seeking for three (3) positions as the followings:

Announcement Positions

National Consultant to Support CEMIS/ISDS (1 Position)

Expectations - Duties, Responsibilities
  • This position will be full-time. The National Consultant to Support CEMIS/ISDS will take full responsibilities to ensure the following key tasks are effectively and efficiently performed for successful achievement of the objectives:
  • Effective and efficient management and coordination of the operational support of the programme and project.
  • Preparation of various reports, training/capacity need assessment report, meeting minutes, and official letters.
  • Active engagement and communication with various stakeholders and development partners related to the development of the CEMIS/ISDS.
  • Various capacity building events were organized.
Requirements - Skills, Qualifications, Experience
  • Minimum Bachelor degree in Natural Resource Management, Geography or other relevant fields in Environmental Science
  • At least 5 years of experience in coordination, conducting desk and field research, and publication,
  • Knowledge and experience in GIS, Remote Sensing, Geospatial and Database Management;
  • Extensive experiences of organizing and coordinating workshops, meetings, and consultations with government institutions, local and international NGOs, communities and all stakeholders;
  • Broad experience and insight knowledge in environment and especially MoE’s mandates;
  • Previous experience in working with government agencies/institutions developing guidelines, management policies, regulatory frameworks, and others.
 
 

National Consultant for Environmental and Social Safeguards (1 Position)

Position Summary

This position will be full-time. Under the overall supervision of the Project Manager, the National Consultant for Environmental and Social Safeguard will work in close collaboration with the Environmental and Social Safeguard focal points, relevant consultants, the Project Implementation Unit (PIU), Government officials and focal points at both national and subnational levels, the World Bank, private sector stakeholders, and non-governmental organizations (NGOs). The consultant’s primary responsibility is to ensure that the project’s design and implementation comply with environmental and social safeguard requirements. Key responsibilities will include: (i) conducting and documenting effective stakeholder consultations; (ii) addressing issues related to involuntary reallocation and resettlement ensure fair and transparent processes; (iii) mitigating impacts on livelihood and restricted access to Non-Timber Forest Products (NTFP); and (iv) mitigating impacts on the rights, culture and welfare of indigenous peoples and other vulnerable groups and ensure their inclusion and protection.

Requirements - Skills, Qualifications, Experience
  • PhD or Master’s Degree in Environmental Impact Assessment, Natural Resource Management, Social Policies, Anthropology, Community Development, Development Studies or other related fields.
  • At least 7 years of professional experience in Environmental Impact Assessment, social sustainability issues in development projects, including indigenous peoples / ethnic groups, gender sensitivity, the inclusion of vulnerable groups, stakeholder consultation, citizen engagement, and grievance redress;
  • Understanding of Cambodian Environmental Impact Assessment regulations, World Bank Safeguards, and experience in the application of safeguards policies of International Financial Institutions, gender mainstreaming and cultural heritage;
  • At least 5 years of relevant experience working with Indigenous Peoples, managing involuntary resettlement and livelihood restoration plans.
  • At least 5 years of experience in facilitating community/stakeholder engagement and the application of grievance mechanisms.
  • Strong background on social safeguards especially experience in conducting social assessment, prepare Indigenous People Plan, operate GRM, and manage resettlement and livelihood restoration plans.
  • Have strong understanding on technical process relevant to natural resource management, PA zoning and management plan, community protected area, land use and landscape management
 
 

National Knowledge Management and Communication Consultant (1 Position)

Expectations - Duties, Responsibilities
  • The National Knowledge Management and Communication Consultant will have overall responsibility for knowledge management and communications for the overall project. This includes the following general tasks:
  • Communication strategy and plans - Develop and implement communication strategies and plans to promote internal communication within the project, enhance visibility of the project and promote inclusive participation of all key stakeholders
  • Information management - Ensure information related to project implementation, results and outcomes at national and subnational levels are well captured, curated, documented, and made available to key stakeholders
  • Webpage and database Management– Liaise with IT firm to develop website and database and continue managing content management and database arrangement and ensure on time information updated
  • Knowledge products - Develop and support production of knowledge materials to raise stakeholders and public awareness
Requirements - Skills, Qualifications, Experience
  • At least Bachelor Degree in Communications, Mass media communication or related fields
  • At least 7 years of relevant experience in knowledge management and communications in the field of development projects, forest or natural resource management,
  • Proven capacity to develop quality knowledge products/analysis on natural resources management, ecotourism, community development, or environmental issues both in Khmer and English,
  • Experience in developing and managing website/webpage to optimize user friendliness, and ability to manage social media in promoting/raising visibility of the project,
  • Proven ability in innovation and creativeness in producing knowledge and communication products,
  • Demonstrate to use media tools such as camera to take photo and videos

The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out the World Bank Procurement Regulation for Investment Project Financing (IPF) Borrowers, dated July 1, 2012, revised November 2017 and August 2018, and provisions stipulated in the financing agreement in consistency with the RGC’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed finance project/programs (PM) , promulgated through Sub-decree 181, dated December 2019.
