Consultant for Baseline Survey for the Improved Community Resilience Project
Duties, Responsibilities
Expectations - - Collect and review key project documents (narrative and logframe) and critically review the indicators, suggesting any changes considered necessary for the indicators so that they accurately measure the intended changes, and against which data can be collected and reported upon in a cost-effective manner;
- Review all relevant documents which could provide contextual information and other statistical data relevant to the indicators stated above and in the project document;
- Consider other, existing secondary sources of data that can provide relevant baseline data or which could provide comparative statistics (as a form of proxy ‘control’ groups);
- Design quantitative and qualitative assessment tools as appropriate (such as key informants interviews, and focused group discussion) to gather qualitative data;
- Submit an inception report detailing the above to DPA and CEPA for approval a proposal for this baseline survey;
- Train the baseline team members/enumerators on questionnaire administration and data collection techniques;
- Carry out data collection, analysis and reporting;
- Prepare and submit a draft baseline survey report, and provide a debriefing session on the main findings, to DPA and CEPA; and
- Compile a final Baseline survey report that incorporates all comments on the draft report.
- Qualifications in relevant fields, such as environment, climate change, DRR, eco-ecological agriculture, food security and integrated community development
- Qualifications and experience in designing and carrying out quantitative and qualitative research
- Minimum five-years’ experience in carrying out similar work, including baseline surveys
- Have a good understanding of the Cambodian context
- Fluent in speaking, reading and writing English and Khmer
