Work Information
- Work Location: Korea Eximbank EDCF Phnom Penh Representative Office
- Standard Working Hours: 8 hours, between 8:00 to 17:00 (lunch break is from 12:00 to 13:00), from Monday to Friday, excluding Cambodian public holidays
General Considerations
- The annual salary including all the bonuses, benefits and severance pay will be decided based on qualification and experience of the selected candidate.
- Applicants who can start working for the office as soon as possible (from July 2025, tentatively) would be preferred.
- Facilitate timely and close communication among procurement specialists of Korea Eximbank Headquarters, Executive Agencies (EAs) and the Ministry of Economy and Finance (MEF) on procurement-related matters
- Support EAs in drafting (or updating, if necessary) procurement plans in accordance with EDCF procurement guidelines
- Provide guidance to EAs in terms of preparation of procurement documents, including Terms of Reference (TORs), Expressions of Interest (EOIs), Requests for Proposals (RFPs) and Bidding Documents (consulting services, goods and works) using EDCF standard templates
- Assist EAs in conducting procurements and hiring consultants in compliance with EDCF regulations and guidelines
- Provide capacity-building support to enhance EAs’ understanding of EDCF procurement policy and guidelines (goods, works, and consulting services) (if necessary)
- Advise EAs throughout the whole process of procurement, including consultant and contractor selection, procurement documents, evaluation, contract negotiation, and contract award in compliance with EDCF regulations and guidelines
- Monitor procurement activities of EAs and project progress
- Provide support during monitoring missions or meetings between Korea Eximbank and EAs to assess procurement progress, highlight any non-compliance, and recommend improvements to procurement processes
- Review and assess contract variations (e.g., design changes, extensions of time) ensuring EAs to follow relevant procedures
- Participate in relevant meetings with consultant, contractors, and project stakeholders to provide guidance and prepare summary reports
- Coordinate meetings or field missions to review procurement-related issues
- Conduct independent research and report on best practices and lesson learned in procurement sector
- Perform other related duties as may be assigned
- Native in Khmer with a Bachelor’s degree (in any field)
- Minimum 2 years of work experience in ODA-related procurement required
- Academic degree in engineering preferred
- Experience in bilateral or multilateral development cooperation agencies (excluding NGOs) or relevant Cambodian government ministries/agencies would be of an advantage
- Excellent English communication skills (spoken and written); certified English test scores (TOEIC, TOFEL, IELTS, GRE, OPIC) would be of an advantage
Environmental and Social Safeguard Specialist (1 Position)

General Considerations

- Applicants who can start working for the office as soon as possible (in February 2025, tentatively) will be preferred.
- Facilitate timely communication and coordinate among safeguard specialists of Korea Eximbank Headquarters, EAs and relevant stakeholders on all safeguard-related matters
- Coordinate with relevant stakeholders in Cambodia when there is a gap between Standard Operating Procedure (SOP) and EDCF Safeguard Policy to come up with gap-filling measures
- Guide EAs, General Department of Resettlement (GDR), Ministry of Environment (MOE) and relevant stakeholders to ensure that they comply with the procedures and requirement for EDCF Safeguard Policy from project identification stage to project completion
- Provide guidance to EAs in the safeguard documents including ESIA (Environmental and Social Impact Assessment), RP (Resettlement Plan), IPP (Indigenous Peoples Plan), ESMP (Environmental and Social Management Plan), ESMP Monitoring Report and other reporting requirements as per EDCF Safeguard Policy and regulations
- Provide inputs to project concept paper and project appraisal to identify potential environmental and social risk from the early stage of the project
- Monitor EA’s safeguard measures and any safeguard issues raised during the implementation and work in close cooperation with General Department of Resettlement (GDR), Ministry of Environment (MOE) and relevant stakeholders of environmental and social issues of EDCF-financed projects
- Provide EAs and relevant stakeholders with capacity building on EDCF Safeguard Policy, if necessary.
- Guide EAs in undertaking safeguard requirements in compliance with EDCF regulations and guidelines
- Provide support during monitoring missions or meetings between Korea Eximbank and EAs to assess the implementation of safeguards measures, progress, highlight any non-compliance, and recommend improvements in consultation with Korea Eximbank Headquarters
- Review and assess safeguards issues regarding contract variations (e.g., design changes)
- Participate in relevant meetings with consulting firms, contractors, and project stakeholders to provide guidance and prepare summary reports
- Organize and coordinate meetings or missions to review safeguard-related issues
- Perform independent research and report on best practices and lesson learned in safeguard sector
- Perform other duties as may be assigned
- Native in Khmer with Bachelor’s degree (in field)
- Work experience of 2 years in related fields is required
- Academic degree in engineering and environment-related majors would be preferred
- Prior related experience in bilateral or multilateral development cooperation agencies and relevant Cambodian government ministries/agencies would be of an advantage
- Excellent oral and written communication skills in English; certified English test scores would be of an advantage
