Role Purpose / Summary

The MEAL Officer role at UWS Cambodia offers a valuable opportunity for recent graduates to gain hands-on experience in an international NGO environment. The postholder should possess strong data management and analytical skills, with proficiency in Microsoft Excel and other data analysis tools. This role involves supporting the Cambodian MEAL Coordinator in enhancing the quality of MEAL operations, ensuring accurate and timely data collection, promoting evidence-based decision-making, and strengthening the capacity of Education Officers (EOs) and program staff in MEAL processes.

Under the supervision of the MEAL Coordinator, the MEAL Officer will play a key role in monitoring project progress, ensuring compliance with the MEAL framework, and contributing to the generation of reports and actionable insights for program improvement. This position also offers opportunities to develop skills in monitoring and evaluation, capacity building, and stakeholder engagement.

Type of Contract: Full – Time Unspecified Duration Contract (UDC)

Working Hours: 40 hours per week

Duties
  • Data Collection and Management
  • Coordinate and support the regular collection of accurate and reliable data from UWS schools.
  • Ensure timely and complete data submission by Education Officers (EOs).
  • Maintain and update the MEAL database, ensuring data integrity and consistency.
  • Provide guidance on the use of data collection tools (e.g., Kobo Toolbox, lesson observation forms tools).
  • Conduct regular data verification and validation through Data Quality Audits (DQAs).
  • Monitoring and Evaluation
  • Conduct routine monitoring visits to UWS schools to assess program implementation and adherence to standards.
  • Support the implementation of key assessments (e.g., EGRA, EGMA, SDR, Child Functioning Assessments).
  • Assist in the design and execution of evaluations, including baseline, midline, and endline assessments.
  • Gather qualitative data through interviews and focus group discussions with key stakeholders, including mothers’ groups, girls’ clubs, SMC and community.
  • Reporting
  • Compile and analyse data to generate monthly, quarterly, and annual MEAL reports.
  • Support the preparation of donor reports by providing accurate data to MEAL coordinator.
  • Contribute to the development of case studies and success stories highlighting program impact.
  • Accountability and Learning
  • Implement accountability mechanisms, including feedback and complaint systems for communities and schools.
  • Ensure that feedback from stakeholders is documented, reviewed, and acted upon.
  • Facilitate learning and reflection sessions with program teams to enhance program quality based on MEAL findings.
  • Support the Senior Program Manager and MEAL Coordinator in capturing lessons learned and best practices.
  • Coordination and Collaboration
  • Collaborate closely with the Program Team to align MEAL activities with program goals and priorities.
  • Coordinate with external partners and stakeholders (e.g., government officials, local NGOs) on joint monitoring and data-sharing efforts.
  • Participate in internal and external meetings to share MEAL findings and contribute to strategic planning.
  • Other Tasks
  • Support other organizational activities as required, including research, and external communication.
  • Perform other tasks assigned by the MEAL Coordinator.
Requirements
  • ESSENTIAL
  • Is a Cambodian national
  • Bachelor’s Degree in data analytics, Science, Rural development, Environemnt, economics, education, computer science or a related field preferred. 
  • Previous experience in an M&E role for NGOs in Cambodia would be advantageous, but not required.
  • Excellent verbal and written communication skills in Khmer; good verbal and written communication skills in English
  • Is prepared to travel within Cambodia, including at short notice
  • DESIRABLE
  • Female candidates are strongly encouraging to apply
  • 2 years experiences working in MEAL fields and a degree in data analytic
  • Good facilitation and communication skills, in particular working with sub-national government
  • Good documentations skills and be able to write report in English
  • Sound interesting in development works in particular primary education in remote areas
  • Flexible and Open-minded person, willing to learn new things
  • High commitment and demonstrates a good accountability
