Role Purpose / Summary
Education Program Manager (EPC) requires a dynamic person who can motivates national and sub-national government and NGOs partners, stakeholders to develop strategic partners and collective effort for program interventions at scale. This position requires someone with well-developed advisory, facilitation, coaching, documentation and critical thinking skills who can collaborate and work with a diverse range of people, particularly sub-national government and school level.
The Education Program Manager is one the USW Cambodia’s program management team member, he/she will lead UWS Cambodia’s education program toward achieving Zero Education Poverty. He/she will actively engage in policy and strategy discussions at the national/regional level to enhance the enabling environment, leading to strengthen primary education for rural remote children in Cambodia.
Program Manager leads the Education team culture of adaptive management and learning and raises the profile and UWS Cambodia’s program model as one leading primary education in Cambodia.
Reporting to the Senior Program Manager, EPC will responsible and accountable for the overall management and planning of programs’ implementation of education programs, engage with fund-raising and partnership development management including program budget and team leadership.
He/she will oversee and provide technical management support to at least two program coordinators on program implementation including developing project plans and ensure quality of program implementation and key performance indicators are achieved as set in annual target.
In addition, the EPM will work closely with the funding raising team and relevant team members to develop program planning and budget as required by donors.
- Program Management & Implementation:
- Lead the preparation and provide guidance of implementation of the program-based work plans, M&E indicators in accordance with UWS procedure and guideline.
- Monitor and oversee the day-to-day implementation of the education program and ensure compliance with the agreed work plans and targets met with the donor's requirement.
- Ensure that all staff, partners and schools target have a clear understanding of UWS’s mission, vision, values, priorities and related policies.
- Conduct regular program reflection meetings with the education team, where it is necessary with relevant partners and stakeholders to enhance information sharing and improve efficiency and effectiveness of program implementation and operations.
- Maintain high standards of transparency and accountability in the course of program implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & UWS policies.
- Provision of regular updates on education program progress and challenges to team, line manager and global team to allow for timely interventions and corrective actions.
- Ensure the timely reviews and adjustments for the program implementation plans and budgets as may be required from time to time.
- Program Monitoring and Partnership Development:
- Work closely with the global program team, education program coordinators to design and develop new funding proposals.
- Coordinate with MEAL team to undertake participatory assessments, surveys and planning new projects initiatives including conducting relevant research, proposal writing and program documentations
- Help to shape national action plans for achieving Zero Education Poverty target that such plans draw on good practice programming from UWS and other NGOs.
- Lead documentation activities using a creative range of communication approaches to ensure that lessons reach key audiences and feed into policy dialogue in Cambodia and globally.
- Budgeting and Reporting
- Responsible for the education programme budgetary controls and oversights of programme budgets and expenses under unit portfolio.
- Undertaking monthly budget monitoring in order to ensure accuracy of financial reports, manage budget variances, explain variances and propose measures for managing the variances.
- Responsible and accountable for the preparation of timely and high-quality progress and end of project narrative and financial reports by having close collaboration and support of the finance department in accordance with the donor reporting schedule and formats.
- Team Leadership and Development
- Recruit and lead a dynamic team of Cambodian professionals to deliver Education programs in line with USW’s values
- Coach the team to excel and play a role as future leaders in their areas of expertise.
- Encourage the culture and practice of learning, creativity and innovation amongst the team members
- Child Safeguarding and Reporting
- Responsible for being the key contact person for SEOs/EOs in target provinces to raise concerns.
- Support the National CPS led to respond to cause for concerns in the province in collaboration with local authority and local authority children’s social care services.
- Adhere to the guidelines laid out in the UWS Child Protection Policy,
- Collaborate with the National Inclusion Lead Support Education Officers to implement inclusion and child protection and safeguarding procedures and policies in schools.

- ESSENTIAL
- Cambodian national and passionate working with children
- Master degree in the field of Education, development study, social sciences and related fields.
- Minimum of 7 years in senior education project and program management
- Strong experience in managing multiple grants and sound financial management
- Demonstrated leadership capacity and ability to manage staff and build strong and cohesive teams.
- Excellent interpersonal and communication skills with fluency in written and spoken English and Khmer
- Strong understanding of national education systems, policies, and best practices.
- Strong communications, coordination and passionate in working with governments and schools’ stakeholders
- Ability to documents case study, and produce narrative report in English
- Open-minded person, flexibility and travel in a long distance
- Candidates must display characteristics/skills relevant to the UWS child protection policy with supervisory skills to support and develop good practice of child protection and reporting mechanisms e.g. A commitment to child rights.

Education Officers (5 Positions)
Department: Education Program
Location / Duty Station: Ratanakiri and Stung Treng, includes extensive travel to school projects in remote communities
Role Purpose / Summary
The Education officer will provide coordination and technical support to target school principal, district education officer to effectively implement project activities in line with the school development annual work plan, targets and budget of project activities including implementation of school transition, capacity building and community engagement workshops under their assigned school target/community. He/she will be responsible to the overall engagement and coordination works at the commune and school level through strengthening functionality of school management committee for improving the quality of education as well as sustain education services in their target community.

- Program Delivery, Monitoring and Reporting:
- Deliver the school development programme in UWS schools, building the capacity and supporting school principals, government and community teachers, school support committees (SSCs), girls’ clubs, mothers’ groups and commune councils to provide a quality and inclusive education.
- Collaborate with school principals and SSCs to develop annual school development plans.
- Build UWS' network and collaboration with various educational stakeholders such as government officials, NGOs, international organisations, and community.
- Actively participate in coordination meetings, working groups, and consultative forums with local government bodies to exchange knowledge, share experiences, and advocate for quality education.
- Responsible for reporting, monitoring and evaluating school development, ensuring timely completion of quarterly school development reports, and other relevant data as requested by the MEAL team.
- Monitor and track individual students’ learning outcomes and progress, empowering teachers to tailor teaching and learning strategies.
- Build the capacity, skills and train teachers, schools management, and community bodies and school staff to effectively govern and sustain schools to gradually transition schools to community.
- Engage communities and work closely with parents, community leaders, and local organisations to increase the awareness, encourage involvement, create partnership that promote and support educational initiatives in project activities.
- Collect case studies to capture lessons learned and good practices to advocate for quality and inclusive education.
- To adhere to UWS’ policies and procedures, such as the UWS Child Protection and Safeguarding Policy and Inclusion Policy, and to provide school staff with training on the policies and procedures.
- Program Quality Assurance:
- Support MEAL team to conduct UWS School Development Report and other M&E tools to monitor teaching quality
- Conduct monitoring trips and spot checks across target schools for quality checking and to identify EO’s M&E training needs.
- Coordinate and participate in development of quarterly reports for provincial education departments and for UWS Cambodia country reports in targeted schools.
- Support the Transition team to implement and coordinate schools transition process within the target schools by developing clear schools transition action plans setting (pre, during, and post transition) and keep tracking the progress/challenges by working closely with EOs and key stakeholders to maintain good practice and implementation of school transition.
- Mobilise community resources by actively engaging and collaborating with local authorities and commune level for mobilising local funding for the schools developments, inclusive education.
- Support EOs to build the capacity of SSCs and school principals to develop clear and achievable Annual Operation Plans that respond to the needs of communities and improve teaching quality and quality transition.
- Child Safeguarding and Reporting
- Support the National and regional CPS led to respond to cause for concerns in the province in collaboration with local authority and local authority children’s social care services.
- Building school teachers/teachers/principal and government partners capacity to deliver CPS interventions targets.
- Adhere to the guidelines laid out in the UWS Child Protection Policy,
- Collaborate with the National Inclusion Lead Support Education Officers to implement inclusion and child protection and safeguarding procedures and policies in schools.

- EXPERIENCE, KNOWLEDGE AND COMPETENCIES
- ESSENTIAL
- Is a Cambodian national
- Bachelor’s degree in the field of education, social sciences, community development and related fields
- Experience of child protection and safeguarding and GEDSI related projects
- Strong communication and interpersonal skills, able to effectively adapt information for different audiences.
- Extensive experience building school staff and community body capacity and delivering training to improve education and teaching quality.
- Computer literate.
- Basic level of English is advantageous.
- Persistent, enthusiastic, adaptable and willing to take on new ideas and initiatives. Is patient, understanding, and a team player.
- Is prepared to extensively travel to remote communities within Cambodia, including at short notice.

- Oversight and Maintenance
- Support the Building Manager in overseeing the construction and maintenance of UWS schools and all WASH facilities including the construction materials.
- Ensure school environments are well-decorated and properly maintained.
- Oversee the maintenance of UWS equipment, including vehicles and motors.
- Work closely with the finance and procurement team for the material purchase order and support in the procurement process.
- Training and Meetings
- Attend training sessions provided by UWS and participate in monthly meetings.
- Attend all meetings requested by UWS management.
- Collaboration and Community Engagement
- Work closely with the Project Team during visits by International Schools and donors.
- Serve as a liaison between UWS and School Management Committees.
- Collaborate with remote communities to support UWS building programs, including overnight stays when necessary.
- Mobile resources and labor from the community to support the building process where it is needed.
- Reporting and Documentation
- Collect and analyses data as required.
- Write reports in both Khmer and English.
