Good Neighbors Cambodia (GNC) is the field country office of Good Neighbors International working in 41 countries in the world. GNC is implementing long-term development program focusing on sponsorship, child protection, education, health, WASH, income generation & partnership building and advocacy in 6 Community Development Programs and 1 Social Enterprise in 4 provinces and 1 city of Cambodia. GNC is now working with key sustainability partners and relevant departments of government and NGOs to promote positive impacts for vulnerable people, especially children.

Announcement Positions

Fundraising and Strategic Development Officer (1 Position)

Duties
  • Official Development Assistance Grants
  • Identify ODA donors that align with the strategic direction of GNC
  • Conduct desk reviews and online research on ODA donors, grant application criteria, and compliance demands
  • Support the development and writing of ODA donor analysis
  • Support the writing of ODA project proposals
  • Prepare supporting documents for ODA grant application processes
  • Foundation and Corporate Sponsorships
  • Identify international and local companies with CSR departments that support projects in the education, health, WASH, climate change, and livelihood sectors
  • Identify international foundations that support projects in the education, health, WASH, climate change, and livelihood sector
  • Design and print capability statements illustrating GNC’s identity, results and projects
  • Join meetings with local companies CSR department representatives
  • Support the writing of project proposals for international and local companies and foundations
  • Partnership Development
  • Identify potential project partners that align with the strategic direction of GNC
  • Build relationship with potential civil society and/or private actors who have ODA experience
  • Attend meetings with potential partners
  • Prepare partnership documents
  • Support the design of pilot projects with new partners in areas of education, health, WASH, climate change, and livelihoods
  • Oversee the implementation of pilot projects with new partners
  • Develop partnership R&R plan
  • Child, Family, and Community Sponsorship
  • Support the designing of new individual sponsorship program, including idea development and sponsorship program implementation
  • Support the development of sponsorship content, including videos, photos, and newsletters
  • Support the liaison with GNC’s provincial staff and beneficiaries in ensuring that sponsorship related activities are properly implemented
  • Design, Monitoring and Evaluation
  • Support monitoring and evaluation activities carried out by the Grant Implementation Department, including Participatory Rural Appraisals, baseline studies, and evaluations
  • Prepare Monitoring and evaluation ToTs for the Grant Implementation Department
Requirements
  • A bachelor's degree in Political Science, International Relations, Social Work, Marketing, or related fields.
  • At least 2 years of demonstrated experience related to project implementation in the development sector or a university graduate with a solid GPA (above 4.0)
  • Possess strong command of the English and Khmer language (reading, writing, oral)
  • Working knowledge of qualitative and quantitative data
  • Fast learner and possesses the ability of self-directed learning
  • Interest in and ability to read complex documents in English language is an advantage
 

Grant Implementation Officer (1 Position)

Duties
  • Development Project Management (70 %)
  • Project Implementation
  • Manage the implementation of projects related to education, WASH, health, agriculture, and climate change (may require some field visits)
  • Facilitate project activities with beneficiaries and stakeholders, e.g., students, government officials, villagers, and communities
  • Oversee and support field project managers in solving project implementation challenges
  • Prepare financial documents for activity implementation
  • Manage and track budgets
  • Support procurement and bidding processes with external contactors
  • Prepare field visits to GNC project sites, including agenda preparation, booking hotels, and preparing financial documents
  • Design, Monitoring and Evaluation (15 %)
  • Support the development and implementation of a monitoring and evaluation framework
  • Develop data collection tools
  • Collect quantitative and qualitative data
  • Write monthly, annual, baseline, and 5-year evaluation reports
  • Support the development of need assessments for new projects
  • Support the design of new projects
  • Conduct M&E training and workshops for GNC provincial staff
  • Grant Writing (15 %)
  • Support the donor analysis process
  • Write concept notes and grant proposal for new small-scale development projects
  • Support the writing of grant proposal for large-scale development projects
Requirements
  • A bachelor's degree in Political Science, Public Administration, International Relations, Sociology, Social Work, Education, or related fields.
  • At least 2 years of demonstrated experience related to project implementation or a university graduate with a solid GPA
  • Working knowledge of qualitative and quantitative data
  • Possess strong command of the English and Khmer language (reading, writing, oral)
  • Strong communication skills with community members, government stakeholders, schools, donors, and international staff.
  • Fast learner, self-starter, and possesses the ability of self-directed learning
  • Strong interest and willingness to learn skills related to fundraising and marketing
 

Grant Implementation Department Manager (1 Position)

* Note: All MEL responsibilities are carried out with support and guidance from Fundraising and Strategic Development Manager, including regular MEL training.

Duties
  • Grant Project Implementation
  • Manage all grant projects in the department’s grant project portfolio, including educational, climate change, health, and WASH projects
  • Conduct procurement process in collaboration with internal departments, ensuring compliance with organizational policies and donor regulations
  • Conduct activities and events with grant project beneficiaries
  • Prepare ToR and Agreements with suppliers, consultants, and partners for grant projects
  • Liaise and collaborate with field managers in project target areas to ensure effective implementation and reporting of grant projects
  • Oversee, conduct, and approve financial activities related to budget spending of grant project budgets
  • Track and adjust grant project budgets
  • Collect and upload grant project data to database and ensure that relevant departments have readily available access to grant project data
  • Write monthly, bi-annual, and final reports for all grant projects and share with donors
  • Liaise with government officials, school directors, and other relevant stakeholders
  • Oversee, arrange, arrange and support donor teams visiting Cambodia
  • Conduct small-scale need assessments in target communities for new grant projects

  • Ensure that monitoring data for grant projects and community development programs is collected regularly

  • Gifts-in Kind Distribution
  • Plan and coordinate the distribution of gifts-in kind with internal departments and filed managers in target areas
  • Collect summary data from the gifts-in kind distribution, including number of beneficiaries, photos, and videos
  • Lead the writing of gifts-in kind donor reports
  • Grant Team Leadership, Communication, and Capacity Development
  • Take the lead and delegate all task related to the scope of responsibility of the department to the Grant Implementation Department Team
  • Set the vision and create a department culture conducive to maximizing the effectiveness of the Grant Implementation Department Team
  • Provide guidance that enables the Grant Implementation Department Team to effectively contribute to the department’s objectives and effective completion of their tasks
  • Ensure effective communication and planning with internal departments and field offices in order to successfully completing cross-department tasks
  • Ensure the Grant Implementation Department Team is continuously improving their capabilities and maintaining a high degree of job satisfaction
  • Organize regular meetings and reflection meetings with the Grant Implementation Department Team
  • Conduct regular staff talks with Grant Implementation Department Team to assess and optimize performance
Requirements
  • Bachelor’s degree in Political Science, International Development, Social Work, or related field (a Master’s degree is an advantage)
  • At least 5 years of experience in project management
  • At least 2 years of experience in Monitoring, Learning, and Evaluation
  • At least 2 years of experience in managing a team
  • Foundational knowledge of project cycle management
  • Strong command of the English language is a must (strong command of Khmer language is an advantage)
  • Strong analytical, research, and report writing skills in English
  • Foundational understanding of the development sector
  • Being a fast learner is imperative
