Cambodia Development Resource Institute (CDRI) is seeking to recruit an Economist to support CDRI-wide research programmes. The role includes identifying new strategic research opportunities, producing high-quality research publications, and participating in policy and other research discussion and dissemination activities. The role also requires him/her to explore and mobilise new research and partnership opportunities that align with CDRI Strategic Plan. This position is for twelve months and is renewable.

Duties
  • Conducts and lead through economics research and analysis on topics such as macroeconomics, labour economics, the economics of climate change, and green transition in Cambodia.
  • Analyses economic data using advanced statistical and analytical software and tools and economics models to identify trends and patterns.
  • Assesses the potential economic impact of proposed policies and regulations, identifying both potential risks and opportunities.
  • Produces well-written, accurate, and timely research reports and analytics for policymakers and both internal and external stakeholders to support evidence-based decision-making.
  • Contributes to or lead the design and implementation of various research outputs and publications, including policy briefs, working papers, research reports, blogs, and international journals.
  • Identifies and mobilises new research opportunities and partnerships that align with and support CDRI Strategic Plan.
  • Participates or leads in the delivery of internal and external research training and/or capacity building programmes to ensure ongoing learning and development of CDRI junior researchers.
  • Participates in conferences, seminars, and workshops to disseminate research findings and contribute to policy discussions.
Requirements
  • A master’s degree (PhD preferred) in macroeconomics, environment/energy economics, or other related fields.
  • Excellent research, written and oral communication skills in English and Khmer.
  • Strong knowledge of economics, development challenges, and research network in the region.
  • Proficiency in advanced statistical software and econometric modelling techniques.
  • Experience working in the research institute, academics, international development institution, and/or government.
  • A track record of research publication and proposal writing.
  • Ability to work independently, lead and coordinate research programmes, and collaborate effectively with a diverse team.
  • Highly motivated to learn new skills, optimistic, and passionate about problem-solving with applied knowledge.

The MEAL Officer will implement and manage our projects' monitoring and evaluation framework. This role is central and directly reports to the deputy executive director for research to ensure that the organisation’s activities achieve the desired impact and are accountable to our stakeholders. The MEAL officer will work closely with research teams to design M&E tools, collect and analyses data, and report on project outcomes.

Duties
  • Work with the consulting team to develop and implement a comprehensive M&E framework that aligns with both organisational and donor requirements.
  • Design and maintain M&E tools and systems, including data collection methods and databases.
  • Join field visits to collect data on project activities when necessary.
  • Analyse quantitative and qualitative data to assess progress and identify areas for improvement.
  • Prepare and disseminate clear and concise M&E reports for internal and external stakeholders.
  • Support project staff using M&E findings to refine and adjust project activities.
  • Provide training and capacity building for staff on M&E principles and practices.
  • Ensure learning from projects is captured, and feedback is included in the project cycle for continuous improvement.
  • Liaise with donors and stakeholders to meet reporting requirements and communicate the impact of the organisation’s work.

Requirements
  • Bachelor’s degree in a relevant field (e.g., Social Sciences, statistics, development studies, public health, etc.)
  • Proven experience in a similar role, preferably in a research or non-profit setting.
  • Strong understanding of M&E methodologies and frameworks and experiences with qualitative and quantitative research methods.
  • Advanced analytical skills and experience with statistical software (e.g. PSS, STATA) and data visualization tools (e.g., Tableau, Power BI).
  • Ability to design M&E tools and systems and to collect, manage, analyse and present data.
  • Excellent written and verbal communication skills, with the ability to produce high-quality reports.
  • Strong organisational skills and the ability to manage multiple tasks simultaneously.
  • Knowledge of project management principles and experience working with diverse teams.
  • Willingness to travel to project sites, if required.

S/he will work closely with CDRI research centres to lead and conduct in-depth research in public policy, public sector management, governance and administration to inform evidence-based policy recommendations in the Cambodian context.

Duties
  • Conducts and leads thorough research in public administration, including public policy, governance and administration in Cambodia.
  • Assess the effectiveness of current public administration policies, frameworks, and practices in Cambodia.
  • Reviews and analyses existing government policies and strategies across sectors to identify research gaps.
  • Produces well-written, accurate, and timely research reports and analytics for policymakers and both internal and external stakeholders to inform policies.
  • Contributes to or leads the design and implementation of various research outputs and publications, including policy briefs, working papers, research reports, blogs, and international journals.

  • In-depth knowledge of Cambodia’s public administration systems, governance structures, and policy environment.
  • Ability to conduct both qualitative and quantitative research.
  • A track record of research and academic publication and proposal writing.
  • Excellent research, written and oral communication skills in English and Khmer.
  • Ability to work independently, lead and coordinate research programmes, and collaborate effectively with a diverse team.
