UWS was founded in Cambodia in 2008 and currently operates 96s schools across seven provinces, Rattanakiri, Steung Treng, Kratie, Mondulkiri, Koh Kong, Oddar Meanchey, and Preah Vihear. UWS Cambodia contributes to strengthening primary education systems through working with national and local governments to improve quality and inclusive primary education and facilities for children in remote areas. To date, UWS has reached over 11,000 students, built capacity in 140 primary schools, and 44 schools were completed transitioned to national education systems.

Location / Duty Station: Koh Kong Province with frequent travel (up to 50%) to school projects in remote communities

Role Purpose / Summary

The Senior Education officer will lead and support Education Officers to effectively implement project activities in line with the work plan, targets and budget of project activities including implementation of school transition, capacity building and community engagement workshops in their territory. He/She will responsible to the overall engagement and coordination works at the district level through networking and working closely with district education officer, commune leaders, NGOs partners, private sector partners to effectively coordinate and collaborate to sustain school functioning.

This role involves ensuring the effective delivery of curriculum, supporting teachers through training and professional development, and fostering community engagement to enhance educational outcomes. The Senior Education Officer works closely with local authorities, community groups, and other stakeholders to create a sustainable, inclusive, and high-quality educational environment. Their efforts contribute to bridging educational gaps, promoting gender equality, and empowering communities through education

Duties
  • People Management and Leadership:
  • Responsible for leading and managing up 3 Education Officers (EOs)
  • Support and coach Education Officers (EOs) to monitor and deliver school development programme, engage community school principal for providing a good quality inclusive education
  • Provide timely response to the needs and feedback to EOs on their performance plan making sure the committed target is achieved.
  • Program Delivery and Support:
  • A focal person at the districts/provincial education meeting and represent UWS.
  • Organise the workshops, meetings, events, and capacity building with different levels of government bodies and key stakeholders to share best practices and build strong collaboration with relevant stakeholders.
  • Participate within the education team to develop a national and regional education plan/strategy
  • Develop and managing monthly/quarterly work plan, reporting, and budget with EOs to ensure program activities are delivery on time in good quality.
  • Establish/maintain relationships with networks and collaborate various educational stakeholders such as government bodies, NGOs, international organisations, and communities. 
  • Support EOs to build the capacity of SSCs and school principals to develop clear and achievable Annual Operation Plans that respond to the needs of communities and improve teaching quality and quality transition. 
  • Develop reports to relevant Department of Education to showcase UWS work and support to the target schools.
  • Program Quality Assurance:
  • Coordinate with MEAL team to conduct UWS School Development Report and other M&E tools to monitor teaching quality
  • Conduct monitoring trips and spot checks across target schools for quality checking and to identify EO’s M&E training needs. 
  • Coordinate and participate in development of quarterly reports for provincial education departments and for UWS Cambodia country reports in targeted schools. 
  • Coordinate and support the Transition team to implement and coordinate schools transition process within the target schools by developing clear schools transition action plans setting (pre, during, and post transition) and keep tracking the progress/challenges by working closely with EOs and key stakeholders to maintain good practice and implementation of school transition. 
  • Regularly meet with Eos to listen to concerns/challenges and provide technical and advisory support to overcome the challenges.
  • Mobilise community resources by actively engage and collaborate with local authorities and commune level for mobilising local funding for the schools developments, inclusive education
  • Support EOs to build the capacity of SSCs and school principals to develop clear and achievable Annual Operation Plans that respond to the needs of communities and improve teaching quality and quality transition. 
  • Child Safeguarding and Reporting
  • Responsible as the regional Child Protection Lead and be the key person for EOs in the province to raise concerns and respond to cause for concerns in the province in collaboration with local authority and local authority children’s social care services.
  • Building EOs capacity to deliver CPS interventions and uphold the UWS CPS Policy, ensuring EOs are on track to achieve school-level CPS implementation targets.  
  • Adhere to the guidelines laid out in the UWS Child Protection Policy,
  • Collaborate with the National Inclusion Lead Support Education Officers to implement inclusion and child protection and safeguarding procedures and policies in schools.
  • Any other reasonable tasks as required by the line manager.
Requirements
  • ESSENTIAL
  • Cambodian national and passionate working with children
  • Bachelors in the field of Education, development study, social sciences and related fields.
  • At least 3 years’ experiences working in social work, child protection, youth development, gender and social inclusion, education program, sector in particular primary education
  • Experience managing capacity building program as well as train to staffs and local government partners
  • Good Command in English
  • Strong communications, coordination and passionate in working with governments and schools’ stakeholders
  • Ability to documents case study, and produce narrative report in English
  • Open-minded person, flexibility and travel in a long distance
  • Candidates must display characteristics/skills relevant to the UWS child protection policy with supervisory skills to support and develop good practice of child protection and reporting mechanisms e.g. A commitment to child rights. 
  • Ability to produce high quality reports, presentations and other communications to a range of current and potential stakeholders.
  • Computer literate Excellent verbal and written communication skills (in Khmer and English)
