Swisscontact - the Swiss Foundation for Technical Cooperation is an independent, non-profit foundation based in Zürich, founded in 1959 by leading figures from the Swiss private sector and Swiss universities. It is exclusively involved in international development, active in more than 38 countries with 120 programmes with more than 1,000 staff members. Swisscontact has been present throughout South-East Asia for more than 30 years. Swisscontact has been operating in Cambodia since 2013, establishing its office in the country in April 2016.

The Enhancing Entrepreneurial Ecosystem and Investments (3Ei) is a five-year initiative (2023 –2027) implemented by Khmer Enterprise and Swisscontact and co-financed Khmer Enterprise, the Swiss Agency for Development and Cooperation (SDC) and the Korea International Cooperation Agency (KOICA). The 3Ei initiative aims to mobilize impact investing capital flowing into Cambodia by supporting small and growing business growth that generate social and environmental impact. The initiative also seeks to strengthen entrepreneurial ecosystem and enhance coordination among ecosystem builders. The overall goal of the 3Ei is for the private sector to actively contribute to the Cambodia's socio-economic development and attaining the goals of the Sustainable Development Goals (SDGs).

To support us in the project activities we are looking for two a motivated Project Coordinator and Monitoring and Results Measurement (MRM) Officer to be a part of our team.

Duties
  • Task 1: Lead on the Strategy and Implementation of assigned interventions
  • Lead the Implementation for activities for the assigned interventions
  • Lead on the strategies to develop, execute, refine, and retest business strategy to ensure effective and fruitful implementation of the intervention
  • Provide overall management support for daily project operation related to contract administration and finance, project management and MEL systems, and internal and external communications relating to the assigned interventions
  • Supervise the team members, including work plans, regular meeting, progress review, coaching, and backstopping. 
  • Task 2: Partnership management and building 
  • Build and manage partnership within entrepreneurial ecosystem and community including but not limit incubators and accelerators, banks, MFIs, investors, advisory firms, strategic partners, and other NGOs in the Cambodia  
  • Build and maintain an effective team that is able to deliver expected results 
  • Build and maintain excellent relations with donors including KOICA, SDC, Khmer Enterprise and other potential donors  
  • Task 3: Report and Communication  
  • Actively contribute to building brand and reputation of Swisscontact in Cambodia and beyond 
  • Support engagement with the program donors such as KOICA, SDC, and Khmer Enterprise including donor report writing; 
  • Support Deputy Team Leader with project management responsibilities such as team meetings, strategy, planning, review, and progress reporting; and  
  • Perform other duties as required by Supervisor
Requirements
  • Minimum Bachelor’s degree in business administration or entrepreneurship or another relevant subject.
  • Basic knowledge and experiences in entrepreneurship, start-up, business development and innovation.
  • At least 3 years of experiences working professionally especially with multiple stakeholders
  • Ability to work independently, with high motivation, responsibility, and professionalism to deliver work activities to a good standard
  • Ability to adapt to different working styles of different stakeholders
  • Fluent in Khmer and with advanced English
  • Computer literacy including internet/e-mail, office application (words, excels, PowerPoint etc). A tech savvy personality is desired
  • Willingness to learn and improve oneself on different topics and dimensions
 

Monitoring and Results Measurement Officer (1 Position) Apply Now

Duties
  • Contribute to improve overall program MRM system management, primary online monitoring system (EMON) and live dashboard. Contract and manage external consultant to develop EMON system.
  • Utilize MRM tools such as results chains, measurement plans, key performance indicators, and monitoring tasks, as well as provide trainings to project team members.
  • Conduct evaluation to measure beneficiary impact and system change that is being achieved under 3Ei.
  • Coordinate the collection and entry of MRM related data and communicating MRM data in real time.
  • Support project lead and teams to report programme result numbers in donor and external reports.
  • Work closely with the Donors’ Monitoring and Evaluation team.
  • Support the implementation of ESO tracking platform development (where skills applicable).
  • Support the team to conduct baseline and end-state assessment of the implementation (where skills applicable).
  • Contribute to 3Ei meetings and participate in Swisscontact capacity development activities.
  • Perform other duties as required by Swisscontact and defined by the project lead.
Requirements
  • Bachelor’s degree in Public Administration/ Social Science/ Business Administrations/ Tourism/ Agriculture or relevant subjects
  • 1-3 years of professional work experiences in MRM, M&E or similar capacity.
  • Experience in establishing and maintaining effective partnerships with programme teams
  • Sound numeracy and good analytical skills and experience in coordinating interdisciplinary project teams preferred
  • Excellent written and oral communication skills in Khmer and English
  • Ability to adapt and work in a multicultural and diverse environment with and without supervision
  • Although 3Ei is a project on Entrepreneurship, thus Experience in business, startups, social enterprises, or working with accelerators and incubators is advantageous
  • Computer literacy especially on Microsoft Word, Power Point and Excel. Experience in using Power Business Intelligence (Power-BI), PowerApps, Microsoft 365 would be considered a strong asset.
