The long-term goal of Felm is to contribute to improved resilience and inclusion of people from marginalized groups in the program target area with focus on climate resilience, inclusive education and church cooperation. Felms aims at strengthening the right to education for children and youth from marginalized groups who are still facing barriers in education systems due to their vulnerabilities e.g., related to poverty, disability, gender, language.

Felm works with CSOs, FBOs and local churches with the same thematic areas. The church cooperation entails thematic support to theological education, strategical consultation and the supporting of gender justice the church community.

Felm is a faith-based INGO and have been working with Cambodian organizations since 2000. We operate in 20 countries in Asia, Africa, the Middle East and Latin America. Job Purpose

Finance officer will provide financial monitoring, grant management, accounting of Felm’s operation in Cambodia, ensuring Felm’s financial management system are effectively implemented in accordance with Felm’s financial policies and procedures. Finance officer ensures that partners meet donor’s reporting requirements and the financial operations are in compliance with Cambodian laws and regulations. Finance Officer will work under the line management of the country director. Finance officer will also collaborate with Felm staff in the region to strengthen good governance and finance with Felm and its partners.

Duties
  • Accounting responsibilities
  • Supply and Logistics Oversight:
  • Ensure compliance with logistics and procurement policies. Provide guidance and support to logistics staff in daily operations.
  • Strengthening Internal Controls:
  • Assist all staff in enhancing the internal control system to meet organizational and donor compliance.
  • Establish clear processes to ensure accountability.
  • Develop accounting and expense policies to promote operational efficiency. Identify and resolve invoicing issues, accounting discrepancies, and other financial challenges. Evaluate cost-reduction opportunities for improved financial performance.
  • Tax Compliance:
  • Liaise with tax auditors to mitigate tax risks and ensure compliance with tax regulations.
  • Budget Management:
  • Prepare and manage the budget management plan. Monitor cash flow and manage outstanding overdue accounts.
  • Financial Analysis and Reporting:
  • Perform financial analysis, forecasting, and reporting. Identify and resolve issues, gaps, and variances related to financial performance.
  • Accounting System Implementation:
  • Ensure the accounting system is effectively implemented according to generally accepted accounting principles (GAAP).
  • Cash Management:
  • Act as cashier, managing petty cash for daily operational expenses.
  • Grants and financial management
  • Budget Monitoring
  • Monitor budget implementation across various phases. Report to the country manager on spending progress, highlighting any overspending or underspending.
  • Financial Reporting
  • Prepare financial management reports in accordance with Felm’s standards and donor requirements.
  • Internal Controls and Auditing
  • Ensure compliance with internal control systems, policies, and donor requirements related to financial management.
  • Support Auditing Processes
  • Collaborate and support auditing of both Felm and partner financial management systems. Actively contribute to addressing audit findings.
  • Partner Assessment and Governance
  • Conduct Partner Assessment:
  • Collaborate with program officer to evaluate partner governance. Assess legitimacy, organizational structure, and logistics/financial management systems. Identify and analyze associated risks to ensure compliance with Felm’s standards.
  • Financial Proposal Review
  • Validate financial proposals from partners in consultation with the country director. Ensure alignment with organizational and donor requirements before endorsement for approval.
  • Financial Monitoring and Evaluation
  • Conduct financial monitoring and evaluation alongside the program officer, based on the established monitoring plan. Make recommendations for improvements or initiate urgent investigations if financial irregularities are suspected.
  • Capacity Building
  • Offer training and support to partners on financial management. Ensure adherence to generally accepted accounting standards, Felm’s financial management policy, and donor requirements.
  • Compliance and Reporting
  • Verify compliance with Felm’s financial management system, donor regulations, and legal requirements. Prepare, consolidate, and propose annual budgets for Felm’s operations and financial support to partners.
Requirements
  • Accounting degree from an university.
  • Minimum 3 years finance and accounting experience, most preferably with INGO.
  • Experience in identifying and developing fund raising opportunities
  • Strong computer skills Word, Excel, accounting software and AI.
  • Strong competencies in managing priorities, complexity, system and legal compliance.

Job Purpose

HR & Admin Officer will work under the line management of the country in collaboration with partners and other relevant key stakeholders to coordinate support functions to Felm program in Cambodia. This role is not limited to human resource function, logistic/administration function, receptionist and government relation functions, but may assist the general functioning of Felm office in Cambodia

Duties
  • Human resource function:
  • To coordinate day-to-day HR functions at Felm office to ensure efficient execution of the HR management policies, procedures and strategies to support program team and partners if requested.
  • Conduct recruitment processes according to recruitment policy and procedure.
  • Coordinate and conduct onboarding orientation to new staff with effective and comprehensive induction package including vision, mission, goal, policies, procedures, scope of job, key stakeholders, target areas, etc.
  • Recording, updating, storing both soft files and hardcopies all staff documentation ensuring data protection at workplace.
  • Prepare workforce planning including all human resource planned activities.
  • Keep updated laws and regulations and advise the Country Director about the legal compliance and legal risks associated with Felm’s operation.
  • Advise, coordinate and jointly solve all human resource issues at workplace. Mitigate risks from unnecessary escalation and impacting on Felm’s operation, image and reputation.
  • Ensuring staff’s health, safety and security at the office as well as travel on Felm’s related work. Monitor the security situation and report to the Country Director immediately if there is a change of situation. Propose appropriate security measure for safety and security of all Felm’s staff in Cambodia. Contribute to update country Welcome Package and Security Plan.
  • Be the protocol person in welcoming guest/visitor at Felm office.
  • Perform other human resource tasks as required.
  • Government compliance
  • Prepare invitation letter / visa support letter for Visitor who visit Felm in Cambodia.
  • Assist in preparing visa application/extension documents for Felm expatriates' staff and foreign visitors to MOFAIC, immigration office or embassies.
  • Liaising and ensuring reports to the respective ministries are submitted in time with the country director.
  • Manage all contracts (including preparation and issues) for leases, car rental, ensure that bills for utilities, hotels and transport are paid on time.
  • Administrative Function:
  • To ensure the office environment professional order, tidiness, discipline, and safe for all staff
  • Maintain and update filing/archiving and library.
  • Maintain and update suppliers list for office. Manage supplies stock and equipment: check, count, control, record and update report every semester.
  • Conduct appropriate procurement process for any goods and services for Felm office in compliance with Felm’s procurement procedure.
  • Review and update administration systems as required.
  • Overseeing the induction/orientation of staff, including the updating of the Welcome pack.
  • Manage and take minutes of meetings.
  • Assist Finance officer to release payment to suppliers.
  • Update staff contact list and share to relevant stakeholders.
  • Translate documents as requested.
Requirements
  • Bachelor’s degree in a relevant field
  • At least 3 years experiences of similar functions.
  • Computer literacy especially Excel and Advance Excel.
  • Excellent written and spoken English and Khmer.
  • Legal knowledge is most desirable.
  • Good working knowledge on procedures, systems and practices in office management.
  • Excellent communication and interpersonal skills.

Job Purpose

Program Officer will work under the line management of the country director to collaborate with partners and other relevant key stakeholders. The purpose is to coordinate grant management, program support to partners in Cambodia, ensuring Felm’s effective program implementation and mutual learning related Felm strategic themes and the local context. Program officer will also facilitate peer-learning and co-creation between Felm partners and other key-stakeholders. Program officer is also responsible for media and communication of Felm in Cambodia.

Duties
  • Partnership and Grant Management Responsibilities
  • Partner Assessment
  • Conduct thorough assessments of partners focusing on governance, legitimacy, and financial management systems to ensure compliance with Felm’s standards.
  • Proposal Review
  • Validate partner project proposals in collaboration with the country director and finance officer prior to endorsement.
  • Monitoring and Evaluation
  • Implement ongoing monitoring and evaluation of partner projects with the finance officer to ensure alignment with project plans and milestones. Provide recommendations for improvement as necessary.
  • Capacity Building
  • Offer training and support to partners on project management, advocacy, and effective output measurement to enhance project delivery.
  • Project Milestone Monitoring
  • Oversee the progress of projects against milestones and offer support to ensure successful delivery.
  • Reporting
  • Prepare narrative reports for stakeholders, including Felm management, donors, and the Cambodian government, as outlined in contracts and agreements.
  • Log-frame Development
  • Develop logical frameworks for projects and ensure partners are equipped to implement them effectively.
  • Fundraising Participation
  • Engage in fundraising efforts, including donor mapping, relations, and proposal writing.
  • Peer Learning Facilitation
  • Promote knowledge sharing and co-creation within the Felm partner network.
  • Media and Communication Responsibilities
  • Produce material for Felm communication and fundraising efforts. Ensure all media statements are approved by the Country Director before publication. Contribute to the quarterly newsletter showcasing Felm’s and partners’ activities in Cambodia.
Requirements
  • University degree relevant with project management, communication and media.
  • At least 3 years relevant employment experience in program/project management, communication and media work.
  • Understanding of communications strategies and demonstrated willingness to build experience.
  • Excellent command of written and spoken English language. Khmer language is a must.
  • Good knowledge of the NGO and media environment in country.
  • Good computer skills which can work for project management and communication.
  • Good at project and partnership management.
