Overview

The Coordinator, Community Engagement position will plan and develop dynamic partnerships to enhance the effectiveness and expand the scope of IJM Cambodia’s project impact. This position will envision, develop and execute IJM Cambodia’s strategy to mobilize, connect and equip community leaders and stakeholders. These actors will serve as agents of change to identify labor trafficking in their communities and refer cases; support survivors of trafficking who return home; grow provincial and national movements and inspire community groups to raise their voices to the Cambodian government to protect migrant worker survivors.

Key Result Areas

The success of this role is measured by key result areas which are listed below:

  1. Gain mastery over IJM’s community and civil society in Cambodia to lead and drive forward IJM Cambodia’s work in target areas over the coming years.
  2. Develop and implement a distinct strategy for engagement with community and civil society – which aligns with IJM’s Vision 2030, FO program lifetime strategy, CGE, and Casework program objectives – so that those networks effectively activate and catalyze local and national leaders to strengthen government responses to protect migrant worker survivors.
  3. Identify and develop opportunity to collaborate with key community and civil society in strategic locations for IJM’s Casework and Partnerships engagements and build relationships of trust with these partners, connecting them with relevant IJM personnel and/or formal IJM casework partner NGOs.
  4. Equip and connect with community and civil society to identify and refer TIP cases to IJM.
Duties
  • Leadership: Responsible to communicate and drive community and civil society and strategies in alignment with overall Partnership strategies. Contributes to new partner initiatives and processes to enhance and expand the scale of IJM’s program in Cambodia.
  • Strategy & Knowledge Development & Implementation: Responsible to develop strategies that lead to community, civil society stakeholders engaging with IJM and IJM’s clients to amplify the program impact and accelerate achievement of goals.
  • Develop strategies to target key local community and civil society to enhance IJM
  • Cambodia’s casework, partnership and system reform efforts, specifically:
  • Community members understand how to identify trafficking and refer cases.
  • Returning survivors have a web of support in their communities.
  • Vulnerable populations experience greater connectedness with police and other government departments and increased trust in the public justice system.
  • IJM’s partners gain access to our community networks, and vice versa.
  • Equip these communities and civil society with the ability to drive system reform through targeted advocacy efforts, messaging, etc.
  • Networking & Partnership: Responsible to map, develop and maintain relations, alliances and coalitions within and outside the organization with key relevant partners for active engagement and enhancement of IJM’s programs.
  • Leverage existing networks and relationships to provide concrete casework and advocacy gains for IJM’s anti-trafficking work.
  • Represent IJM at conferences, workshops and other forums, growing the network of leaders and influencers who are supportive of and excited by IJM’s work in Cambodia.
  • Develop and maintain relationships with local community, civil society and church leaders – leveraging those relationships to support and advance all IJM Cambodia’s goals.
  • Training and Development:
  • Coordinate the development of tools, curricula and other content to equip community and civil society with tools and knowledge to support why and how they can combat labor trafficking in their communities, and deliver trainings in strategic locations to strategic audiences, ensuring impact of trainings are measured and assessed.
  • Work closely with the Senior Coordinator, Government Relation, to initiate relevant projects in mobilizing and empowering community actors and promote IJM Theory of Change in community events.
  • Events and Logistics:
  • Organize and host strategic events to promote meaningful dialogue and conversations around IJM’s theory of change with stakeholders.
  • Lead community engagement events strategically and effectively.
Requirements
  • Education & Experience:
  • Graduate degree in humanities, social work, law, human rights, international development or related field, or equivalent work experience.
  • At least five years’ experience engaging diverse community groups and/survivor networks to drive project impact.
  • Experience addressing trafficking in persons in Cambodia strongly preferred.
  • Experience working alongside complementary NGOs to deliver program objectives.
  • Project management experience and capacity-building experience desirable.
  • Technical Competencies:
  • Excellent, proactive networking skills, able to obtain concrete outcomes from network connections.
  • Skills in community/grass-roots capacity building and engagement.
  • Great interpersonal skills with the ability to work well as part of a team.

Overview

The Monitoring & Evaluation Contractor position is responsible for designing and implementing IJM Cambodia’s M&E frameworks and procedures and ensuring the capture and accurate recording of program data. This position will compile, review, and analyze information about program activities and results. This will allow for timely decision-making, ensure accountability, and provide the basis for evaluation and learning. Strong M&E and data practices will drive program improvements, produce evidence in support of IJM’s model, and enable IJM to activate agents of change within Cambodia, regionally, and globally.

  1. Delivers and maintains a comprehensive M&E Framework that provides office and Hub leaders the ability to accurately analyze program effectiveness and communicate impact to external stakeholders;
  2. Assist HUB team to conduct research and program analysis to support leadership decision-making and enable the program to achieve its goals;
  3. Rapidly increases the volume, quality, and accuracy of IJM Cambodia’s labor trafficking data from 2016 – present;

  • Designing, managing, or monitoring a program
  • Conducting data quality audits or quality assurance assessments
  • Capturing, synthesizing, and analyzing qualitative and quantitative data
  • Technical Competencies:

Overview

The Legal Volunteer is responsible for using his/her skills and experience to effectively collaborate with IJM’s multi-disciplinary casework teams, support IJM representation of IJM Cambodia’s clients in civil cases and ensure successful prosecutions in labor trafficking criminal cases.

  1. Support IJM Cambodia’s representation of clients in civil litigation and other legal proceedings, draw up legal documents, and manage or advise clients as directed;
  2. Conduct research, brief writing and verbal advocacy on behalf of IJM’s clients.
Duties
  • Roles and Responsibilities:
  • Assist IJM attorney to follow up IJM court case both first instance & provincial courts;
  • Draft legal document and submit to the court including monitoring court documents;
  • Pick up all court documents (summon belong to victims or attorney invitation);
  • Write report of all court proceedings (IVJ preparation, IVJ, Trial Preparation and Client Initial Meetings);
  • Prepare both electronic and physical case fi1es;
  • Provide verbal translation for Khmer - English.
  • Maintain confidentiality of privileged and sensitive information related to IJM internally and in accordance with the attached non-disclosure Agreement.
  • Perform other associated duties as required.
  • Training and Development:
  • Contribute to curriculum design and support training at legal education workshops, as assigned.
  • Documentation, Reporting & Data Management:
  • Provide monthly and quarterly report, data management in JDS, etc.;
  • Conduct research, attend meetings; interview clients and witnesses, gather evidence; and appear before courts, legislative bodies, and other authorities, and handle other details in preparation for a trial.
  • Clerical and Administration:
  • Participate in all Casework department administrative and planning processes, including weekly team meetings, annual goal and work plan design and implementation, mid-year and year-end evaluations.
  • Updating Casework Spreadsheets including Casework Trackers (referrals/existing cases) as requested by supervisor and M & E.
  • Fieldwork Projects:
  • Provide effective, appropriate and ethical legal support to IJM’s clients in labor trafficking-related civil cases;
  • Attending court to obtain lawyer’s documents and meet with judges/clerks to collect the court documents.  
  • Follow up with courts to track trial and appeal dates, and notify relevant staff
  • General tasks:
  • Provide written and verbal translation in English/Khmer for legal documents;
  • Prepare for court includes keeping abreast of the latest laws and judicial decisions.
Requirements
  • Education & Experience:
  • University degree in law (LLB) or a related field;
  • Experience working in professional, multi-disciplinary and multi-cultural working environments;
  • Experience working with government officials or ministries preferred;
  • Experience working on labor trafficking cases highly preferred.
  • Technical Competencies:
  • Exceptional verbal and written communication skills in Khmer and English;
  • Analytical skills;
  • Computer proficiency in Microsoft Office.
  • Non-Technical Competencies:
  • Effective team player and works respectfully and collaboratively with social workers, law enforcement, and other professional partners in a multicultural environment;
