GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development. 

The ASEAN-Swiss TVET Initiative (ASTI) is a regional project designed by the Swiss Agency for Development and Cooperation (SDC) in close collaboration with ASEAN and key stakeholders in Cambodia, Lao PDR, and Myanmar. Proposed under the Initiative for ASEAN Integration (IAI) and endorsed by the ASEAN Senior Official Meeting on Education (SOM-ED), ASTI is currently being implemented at the national level in Cambodia, Laos, and Myanmar.

The project aims to equip young women and men, particularly those with limited education, early school leavers, and low-skilled workers, with relevant labour market skills to enhance their employability and integration into formal TVET systems. This is achieved by supporting the conceptualization, development, and implementation of a standardized Work-Based Learning (WBL) concept and its integration into the formal TVET systems of Cambodia, Lao PDR, and Myanmar (CLM).

Through partnerships with relevant ministries, ASTI assists the national governments of Cambodia and Laos in their efforts to expand WBL opportunities within TVET for the target groups. Additionally, ASTI supports industry representatives (Chambers/Associations), implementing companies, and training institutions in setting up and conducting WBL programs. ASTI maintains a strong regional dimension, including activities involving other ASEAN Member States (AMS).

Position Overview

We are seeking a qualified Cambodian candidate for the position of Junior Vocational Training and Labour Market Advisor, stationed at the project office in Phnom Penh.

The TVET Junior Advisor position plays a pivotal role within the ASTI project, focusing on providing technical support, fostering effective communication, and contributing to monitoring and evaluation activities.

Reporting:

The TVET Junior Advisor will report to the national TVET advisor and the ASTI Regional Team Leader and collaborate closely with the ASTI project team.

Duties
  • The post holder will undertake key responsibilities as follows:
  • Technical Support and Contribution:
  • Collaborate with the national TVET advisor to support ASTI project’s Business Chamber Partners (BCPs) CAMFEBA and IBC, and their member companies, in initiating and executing Work-Based Learning (WBL) initiatives.
  • Assist in organizing capacity-building training sessions for BCPs, national TVET stakeholders, government counterparts, TVET service providers, and industry representatives as per WBL guidelines.
  • Participate in conducting orientation workshops and capacity-building training for WBL participating companies in collaboration with BCPs (CAMFEBA and IBC) to ensure effective implementation of WBL and compliance with guidelines. Conduct dissemination workshops to share insights and best practices.
  • Support and contribute to the development of competency-based occupational standards, curricula, and resources for successful WBL program implementation, in coordination with relevant stakeholders.
  • Assist in providing technical assistance to In-Company Trainers (In-CT) of participating companies and training institutions in planning, executing, and monitoring WBL activities, in coordination with Job Coaches from BCPs.
  • Assist in gathering inputs for preparing the Yearly Plan of Operation (YPO), Operational Reports, and activity reports as required.
  • Aid in drafting meeting minutes for engagements with stakeholders as needed.
  • Participate in the review and finalization of reports and guidelines produced by the project team and Short-term Experts.
  • Communication and Knowledge Management
  • Support the establishment of the knowledge management system for ASTI.
  • Support in contributing to knowledge management by collecting and distributing relevant information and communication material about project activities.
  • Communicate effectively with BCPs, stakeholders from the private sector, and government to facilitate the implementation of WBL.
  • Monitoring and Evaluation
  • Assist in the collection and collation of monitoring and evaluation (M&E) data.
  • Contribute to monitoring and evaluating project activities, assisting the Team Leader in drafting relevant reports.
Requirements
  • Bachelor’s degree or equivalent in Economics, Social Sciences, Education, Engineering, Business Administration, or related field.
  • Minimum 3 years of professional experience in the TVET sector or related area.
  • Proficiency in written and spoken English, fluency in Khmer.
  • Strong communication skills with stakeholders in government and the private sector on TVET-related issues.
  • Excellent organizational, interpersonal, and management skills; a team player.
  • Experience working with diverse teams and coordinating with partner organizations.
  • Willingness to travel extensively to support partners in the field.
  • Full computer literacy.
