Policy Legal and Advocacy Manager (1 Position)

Contract length : 1 year, renewable subject to effective performance and fund availability
The PLA Manager will work under direct supervision of the Head of Program and contribute to achieve outcome two “Enabling Environment and Democratic Space Enhanced for CSOs”.
S/he will work closely with other team members for day-to-day implementation of the components’ activities to specifically ensure the desired achievements of the space CSOs promoted for inclusive participation in development, implementation and reform legal compliance frameworks and key relevant national and sub-national policies. She/he is a member of CCC management team, providing leadership direction and daily management to reach the outcomes and key indicators of the component.
- Key Expected Results:
- Enabling Environment Advocacy: Lead initiatives to enhance the environment for civil society organizations (CSOs) in Cambodia.
- Policy Advocacy: Focus on advocating for policies that support CSOs and align with sustainable development goals (SDGs).
- Legal Compliance: Ensure adherence to relevant legal frameworks affecting CSOs.
- Research Coordination: Oversee and coordinate research efforts to inform advocacy strategies.
- Partnership Facilitation: Build and manage multi-stakeholder partnerships to strengthen advocacy efforts.
- Team Management: Lead and manage a team to implement program activities effectively.
- Monitoring and Evaluation: Ensure robust monitoring and evaluation of program outcomes and activities.

- Major Responsibilities:
- Research Coordination: Oversee consultants in conducting research studies on the enabling environment and inclusive partnerships for civil society in Cambodia.
- Strategy Development: Assist CSOs in formulating strategies to address significant gaps in the enabling environment and ensure better compliance with legal frameworks.
- Monitoring and Documentation: Coordinate CSOs in monitoring and documenting the implementation of legal frameworks, tracking policies affecting them, and raising awareness about these policies.
- Stakeholder Facilitation: Facilitate multi-stakeholder partnership meetings with CSOs, government entities, and development partners to advocate for compliance and reform of key legal frameworks.
- Advocacy Coordination: Coordinate CSOs to gather collective inputs for effective advocacy on policies affecting their operations.
- Youth Ambassador Recruitment: Recruit and provide capacity-building support to SDGs Youth Ambassadors.
- Public Awareness Initiatives: Conduct awareness-raising initiatives on SDGs/CSDGs targeting young people, CSOs, civil servants, and the private sector.
- SDGs Implementation: Coordinate CSOs in the implementation and monitoring of SDGs and CSDGs, promoting engagement with global and regional networks.
- Business Due Diligence Awareness: Identify needs and raise awareness among CSOs and stakeholders regarding business due diligence, coordinating their inputs for policy monitoring and implementation.
- Partnership Meetings: Organize and facilitate multi-stakeholder meetings focused on business due diligence.
- Component Staff Management and Development:
- Leadership and Management: Provide overall leadership and management for the component team, ensuring effective performance appraisals and collaboration with other units within CCC.
- Team Development: Lead team reflections, meetings, and learning sessions to improve the quality and synergy of the component team, fostering ownership and accountability.
- Visibility Enhancement: Collaborate with the communications team to enhance CCC’s visibility and promote key component events.
- Task Management: Ensure the completion of tasks as assigned by the Head of Program.
- Monitoring and Evaluation:
- Reporting: Produce donor narrative reports and component progress reports, ensuring sound financial management for the component.
- Oversight: Oversee result-based planning, budgeting, implementation, and monitoring tools, tracking funding and cost recovery mechanisms.
- Ongoing Monitoring: Conduct continuous monitoring and management, ensuring accurate and timely reporting of all component activities in accordance with donor and CCC requirements.

Master's Degree in public policies, or Master of Law, or Development
- Minimum of relevant experience in program management and or related field for 5 years
- Experience in conducting/facilitating multi-stakeholder forum/ training/ workshops with the involvement of stakeholders (Government, CSO, Private Sector, etc.)
- Experience in conducting survey/research in the context of NGO sector
- Experience and knowledge in conflict resolution is a plus
- Good knowledge in governance within NGOs sector is a plus
- Experience in advocacy, legal and policies development.
