Position Summary

Location: National Office, Phnom Penh

NOTE: ONLY CAMBODIAN NATIONALS MAY APPLY FOR THIS POSITION

POSITION DESCRIPTION:

The P&C Business Partner will provide strategic partnering, consultancy, and guidance to customer group leaders, managers, supervisors, and employees in various P&C functions including performance management, employee relations, P&C policies and procedures, compensation, benefits, recruitment, and training.

This position will also provide HR administrative and implementation support for topics such as recruitment, employee data maintenance, and benefits administration.

The P&C BP is assigned to WVI-C National Office based staff, Phnom Penh Office  (local staff management 110- 130 staff).

Expectations - Duties, Responsibilities
  • Act as thought partner and trusted advisor with managers to improve people-related priorities in the customer work unit, including departmental restructuring.
  • Communicate with staff and managers in the customer work unit regarding policy changes, payroll/benefits, or other P&C messages.
  • Ensure proper induction of all new staff happens within the first few days of employment.
  • Provide guidance, counsel, and training to employees and managers on issues of employee relations/conflict resolution
  • Serve as the primary lead in investigations in customer group area and recommend solutions in a quick and efficient manner
  • Provide specific guidance to staff and managers during performance management season to ensure the process is followed, and challenging situations are supported (ie. Needs Improvement)
  • Provide critical incident stress management/peer support when specific needs arise, and contribute to staff care efforts
  • Maintain knowledge of labor law requirements ensuring compliance
  • Support understanding and knowledge of staff well-being and healthy work environment.
  • Assist in the development and revision of P&C policies
  • Give input and feedback on tools the P&C Technical team developed, including piloting/testing and implementing across customer groups.
Requirements - Skills, Qualifications, Experience
  • Bachelor's degree (Master’s Degree preferred) in Management, Business Admin, Legal, or HR Management, etc.
  • 5+ years of experience in the development sector and 3+ years in managing and leading multi-functional teams.
  • At least 2+ years’ experience in the Human Resources field and management experience
  • Ability to maintain confidentiality
  • Ability to organize work priorities, manage competing priorities, and deliver on commitments
  • Ability to communicate with all levels of staff, orally and in writing
  • Broad P&C knowledge combined with critical thinking skills to relate P&C areas with broader WV and humanitarian context
  • Proficient in coaching, mediating, influencing, facilitating, presenting, training, analysis, and problem-solving
  • Computer skills, especially with Word, Excel, and PowerPoint as well as internet navigation and electronic records management
  • Knowledge of World Vision and the humanitarian industry
