PE&D, the consortium leader, has been present in Southeast Asia since 1984, the year of its creation, and has projects in Vietnam and Cambodia. In the 1990s, it also conducted projects in the Philippines for street children and primary health care in Laos. It is therefore an area that the association knows well. In addition to its experience in the fight against trafficking in Nepal, PE&D has been implementing and developing a methodology called Family Development Program in Vietnam (HCMV) and Cambodia for 20 years. This social work methodology has proven its strength in developing the capacities of families to better respond to the needs of their children.

Faced with the increase in the number of children at risk, PE&D considers that it is urgent to carry out prevention and protection actions in four Southeast Asian countries, by bringing together two French NGOs involved in this field.

With its experience in the coordination of multi-country programs (3 over the last 10 years) and in consortium (5 over the last 8 years), PE&D will be responsible for the coordination of the project, the animation of the transversal activities, the consolidation of the monitoring/evaluation, the budgetary control and the realization of the reports. PE&D will carry the voice of the consortium to the networks of child protection actors in Southeast Asia.

Position Summary

  1. Location: Phnom Penh, Cambodia, with regular missions in Poi Pet and few missions abroad
  2. Monthly gross salary (salary + taxes): 1200 to 1500 USD based on qualifications and experiences, + benefits
  3. Expected start date: February 2025

Terms of the mission

The coordinator is responsible for the good execution and quality of the whole project, according to the project proposal approved by the Agence Française de Développement (AFD) .

Under the responsibility of the Country Director of PE&D in Cambodia, s/he will be responsible of the global follow-up and coordination of the project and of the organization of the exchanges between the different country teams.

As such, s/he will be responsible to

Expectations - Duties, Responsibilities
  • Follow-up and update the implementation strategy of the PEGASE project in coordination with the project managers, incl
  • Follow-up of the general M&E Framework with the support of the M&E officer
  • Follow up of the global time plan
  • Development of additional tools if necessary
  • Supervision of the online shared documentation system
  • Development the ToR for the final evaluation together with the M&E officer
  • Continual assessment of the relevancy of the strategy and recommend changes if needed
  • Design, together with the project managers and the country director, the next phases of the project
  • Prepare and facilitate the exchanges between the different countries, incl
  • Organization of a quarterly steering committee gathering the national teams
  • Organization of exposure visits
  • Organization of an online annual capitalization workshop
  • Facilitation, together with the psychosocial expert, of 4 working groups (child rights-based approach, gender equity, social work, relations with local authorities)
  • Prepare the reports, incl
  • Reporting to the executive committee of the project , which includes the Executive Director of PE&D, the Director of International Operations of Asmae and the PE&D Country Director in Cambodia
  • Compilation of the narrative reports and production of a qualitative report for the donors or for any other purposes
  • Coordination with the finance manager of the project on financial reports
  • Promote and raise some funds for the project, incl
  • Provide news, testimonies, photos, videos…on the project for communication purposes
  • Write project proposals
  • Networking with regional groups and collectives and representing the project to national authorities
  • The coordinator is also the project manager for Cambodia. As such, s/he will be responsible for
  • Supervision, capacity building and guidance of the implementing partner
  • Monitoring, evaluation and recommendation to optimize the local implementing strategy
  • Reporting and budget follow-up of the activities in Cambodia
  • In this framework, s/he will work in tight coordination with the partner team, the PE&D financial manager for Cambodia and the PE&D M&E officer for Cambodia
  • The coordinator is also in charge of the administrative (agreement with the local authorities, authorizations for visits…) and budget follow-up for Laos
Requirements - Skills, Qualifications, Experience
  • Expected competencies
  • Project management (planning, monitoring, evaluation, budget) in I/NGO for at least 5 years
  • Experience in leading a multi-partner project
  • Experience in dealing with high level representatives from civil society and public institutions
  • Great knowledge on child protection and gender equity approaches
  • Experience in project management of projects financed by international public institutions/donors
  • Experience in the organization of international events appreciated
  • Experience in supporting vulnerable families and knowledge of the other countries of the project valued
  • Excellent oral and written skills in English and Khmer
  • Good command of IT tools (Word, Excel, PPT, etc.).
