Payroll Outsourcing and Tax Compliance Services

Objective
The objective of this engagement is to:
- Ensure timely and accurate payroll processing for TAF employees.
- Ensure compliance with Cambodian tax laws, labor regulations, and National Social Security Fund (NSSF) requirements.
- Reduce administrative burden and compliance risks associated with payroll administration.
- Provide expert advice on payroll-related tax matters and regulatory updates.
- Support on monthly tax compliance service fee (responsible for complying with tax obligations, including tax registration, tax payment, declaration, and other obligations imposed by the government of the Kingdom of Cambodia.
Scope of Services
The selected service provider shall provide, but not be limited to, the following services:
Payroll Administration
Process monthly payroll for all TAF employees based on information provided by TAF. Calculate on Gross salary, Net salary, Tax on Salary (ToS), Seniority indemnity (where applicable), Overtime payments (if applicable), Benefits and allowances, Deductions and adjustments, Final settlement payments, individual employee payslips, and tax calculation report.
Tax Compliance Services
- Prepare for tax on salary declarations
- Withholding tax calculations related to payroll matters and other payroll-related taxes, withholding tax & VAT -Taxable Purchase Expenses, and uploading into e-filing are required by Cambodian law.
- NSSF Compliance: support TAF in meeting NSSF obligations, including:
- Monthly NSSF contribution calculations
- Advisory support on NSSF regulatory changes
Advisory Services
The service provider shall proactively inform TAF of any regulatory changes that may affect payroll administration or compliance obligations.
Contract duration
The initial contract period will be one (1) year, with the possibility of renewal based on satisfactory performance, service quality, compliance, and organizational requirements.
Eligibility
- Interested firms must meet the following minimum requirements:
- Be legally registered and authorized to operate in Cambodia.
- Have a minimum of 5 years of experience providing payroll outsourcing and tax compliance services.
- Demonstrate expertise in Cambodian labor law, payroll administration, Tax on Salary (ToS), withholding tax, and NSSF compliance.
- Have experience serving NGOs, international organizations, development agencies, or multinational companies.
- Maintain secure systems and procedures to protect confidential employee and payroll data.
- Provide a qualified team, including a payroll specialist, tax advisor, and dedicated client focal point.
- Submit at least three client references for similar services provided within the last three years.
- Disclose any actual or potential conflicts of interest.
- Comply with The Asia Foundation's policies, including Code of Conduct, Anti-Fraud and Anti-Corruption, PSEAH, and confidentiality requirements.
- Submit all required supporting documents, including business registration, tax patent, company profile, key personnel CVs, technical proposal, and financial proposal.
