REPORTS TO Operations Manager
HOURS Full time Monday to Friday, 8am – 5pm with a one hour lunch break.
PURPOSE
The Human Resources and Operations Officer will support Free To Shine’s mission by integrating HR expertise with business development, policy development, and the pursuit of governance accreditation. This position is essential in driving the organisation’s efforts to achieve compliance with the ACFID (Australian Council for International Development) accreditation standards, ensuring professionalism, accountability, and transparency in all organisational activities.
- Organisation Development
- Support the Operations Manager in achieving the activities in the implementation plan to safeguard and strengthen organisational capacity.
- Build and maintain strong relationships with partners, stakeholders, and local networks to advance organisational objectives.
- ACFID Accreditation
- Support the Operations Manager in meeting ACFID accreditation standards.
- Under the guidance of the Operations Manager prepare documentation, statements, policies and evidence against the compliance indicators, verifiers and good practice indicators.
- Develop and maintain accurate records and systems to support accreditation and re‑accreditation processes.
- Support the Operations Manager in the submission of evidence to attain ACFID accreditation
- Ensure policies, procedures, and documentation support continuous compliance.
- Liaise with ACFID representatives to ensure compliance and remain informed about changes and best practice developments.
- Policy Development
- Develop, implement, and review HR policies and procedures in line with Cambodian labor law, ACFID Code of Conduct, and international best practice.
- Identify policy gaps and draft and update policies including recruitment, safeguarding, performance management, occupational health and safety, and professional development.
- Ensure all policies promote diversity, equity, inclusion, and the well-being of staff and beneficiaries.
- In collaboration with the Operations Manager, lead the communication, implementation, and training related to new and updated policies.
- Human Resources (HR)
- Improve our HR assets and processes, including but not limited to recruitment, retention, performance management, professional development, employee wellbeing
- Review our HR policies and procedures to comply with local labor laws and organisational standards, fostering a fair, inclusive, and respectful workplace.
- Improve recruitment and onboarding processes to attract, engage, and retain qualified staff.
- Manage the full recruitment lifecycle, including developing engaging job announcements, shortlisting, interviewing, checking references, and inducting new employees.
- Maintain accurate and confidential employee records in line with data protection standards.
- Maintain accurate records of staff leave balances, contact and emergency details, quarterly satisfaction, progress and performance review schedules, contract renewal/end dates for fixed-term employees, and any warnings or disciplinary actions.
- Provide managers and staff with timely, accurate HR advice and support.
- Respond to work health and safety incidents, hazards, and breaches, ensuring prompt reporting to the Operations Manager or Country Director and appropriate follow‑up action.
- Conduct workforce needs assessments and support capacity‑building initiatives.
- Coordinate and track annual staff training, ensuring completion and documentation of mandatory courses, including Child Protection and Professional Boundaries training.

- Risk Management
- Support the Operations Manager in ensuring identified risks are appropriately mitigated, responded to and reported on.
- Support the Operations Manager in auditing operational processes and functions for risk and monitor the implementation of audit recommendations
- Assess compliance with internal policies, procedures, and relevant regulations.

- English - Fluent
- Bachelor's Degree in Human Resources, Business Administration, Public Policy, International Development, or related field.
- At least work experience in HR and or Business Development for 5 years
- Demonstrated experience in HR, business development, or policy and governance roles, in Cambodia, ideally in an INGO.
- Familiarity with Cambodian labor law, and ACFID accreditation.
- Strong communicator with experience drafting policy and delivering training.
- Excellent English writing, comprehension and speaking ability.
- Proven relationship-builder, able to liaise with external agencies, partners, and government.
- Attention to detail, systems orientation, and ability to work autonomously or as part of a team.
