Position Summary
The Operations Manager oversees the daily operations of SPOONS Café & Restaurant, ensuring high standards in hospitality service, operational efficiency, financial management, and team development.
Working closely with the Restaurant Manager, Head Chef, and Education Team, the Operations Manager ensures smooth coordination between restaurant operations and the vocational training environment. This role supports both business sustainability and the social mission of empowering young people through hospitality education.
The Operations Manager acts as a leader and ambassador of SPOONS Café & Restaurant, ensuring service excellence, staff development, and strong community engagement.
- Restaurant Operations Management
- Oversee daily operations of the restaurant, kitchen, and bar to ensure efficient and smooth service.
- Monitor labor and operational expenses through effective scheduling, budgeting, purchasing decisions, and cash control.
- Manage and monitor all F&B and non-F&B inventories in the kitchen, bar, and restaurant.
- Supervise merchandise sales and ensure proper tracking and reporting.
- Ensure opening and closing procedures, checklists, and requisitions are completed each shift.
- Ensure daily and monthly operational reports are accurate and submitted on time.
- Maintain high standards of cleanliness, sanitation, and health compliance.
- Monitor the physical condition of facilities and equipment and recommend improvements when necessary.
- Service Quality & Guest Experience
- Ensure excellent guest service and maintain high hospitality standards at all times.
- Promote a culture of customer satisfaction and professional service.
- Respond to guest feedback and complaints professionally and promptly.
- Organize regular team meetings to communicate operational updates and service improvements.

- Team Recruitment, Training & Supervision
- Participate in recruiting and hiring staff for the F&B service team and kitchen team, with final approval from the Executive Director.
- Train, supervise, and evaluate team members to maintain professional standards.
- Provide leadership, mentorship, and coaching to staff and trainees.
- Coordinate with the Head Chef for menu tastings and pre-service briefings to ensure staff knowledge of food and preparation methods.
- Facilitate specialized training sessions such as beverage knowledge, wine service, and cocktail preparation.
- Foster a positive team culture that encourages collaboration, professionalism, and continuous improvement.
- Marketing, Promotion & Events
- Work with the Development Manager and Executive Director to plan and promote restaurant events throughout the year.
- Support marketing initiatives including social media content, newsletters, website updates, and community events.
- Collaborate with the Marketing Assistant to monitor and respond to online reviews (e.g., TripAdvisor).
- Promote the mission and impact of SPOONS Café & Restaurant to guests, partners, and the community.
- Education & Training Support
- Collaborate with the Education Team to ensure effective integration between restaurant operations and hospitality training.
- Support practical training opportunities for students in a real working environment.
- Participate in curriculum review and development when relevant to hospitality operations.
- Contribute to student mentorship and professional development activities.
- Participate in school events, workshops, training programs, and partner engagement activities.

- Experience in hospitality operations or restaurant management for 3 to 5 years as a minimum
- Degree or professional training in Hospitality Management, Culinary Arts, Business Administration, or related field preferred.
- Strong communication skills in English and Khmer.
- Strong background in Food & Beverage operations.
- Experience in training, mentoring, or working with young adults is an advantage.
- Strong leadership and team management skills.
- Excellent organizational and operational planning ability.
- Knowledge of hospitality service standards and restaurant operations.

Position Summary
The Finance & Administration Supervisor is responsible for ensuring accurate financial management, strong internal controls, and effective administrative and HR systems at SPOONS Café & Restaurant.
Working under the direction of the Executive Director, this role oversees accounting, cash and bank management, financial reporting, compliance, and general administration to ensure smooth daily operations.
The position plays a key role in supporting both the business sustainability and social mission of SPOONS Café & Restaurant through transparent financial practices and efficient organizational support.
- Cash and Bank Management
- Ensure all payments, advances, and financial requests follow organizational policies and are properly documented.
- Review and process payments accurately and in a timely manner
- Manage cash, cheque, and bank transactions, ensuring proper recording and documentation.
- Maintain sufficient cash flow for operations, including forecasting and timely replenishment.
- Ensure weekly cash counts for SPOONS Cambodia and SPOONS Café & Restaurant.
- Reconcile bank statements, cash inflows/outflows, and POS systems (e.g., PixelPoint).
- Manage supplier payments through bank transfer (ABA) and cash.
- Ensure proper authorization and access control for banking systems.
- Maintain organized and secure filing of all financial documents.
- Accounting & Financial Records
- Record all financial transactions accurately in the accounting system (QuickBooks) on a daily basis.
- Ensure correct coding, classification, and narration of all transactions.
- Maintain accurate reconciliation of cash, bank accounts, and accounting records.
- Ensure proper integration of financial data between SPOONS Café & Restaurant and SPOONS Cambodia.
- Prepare and submit monthly financial reports to the Executive Director.
- Ensure regular backup of accounting databases and financial records.
- Budgeting, Reporting & Compliance
- Support preparation of annual budgets in coordination with department supervisors.
- Conduct monthly budget follow-up and variance analysis.
- Prepare annual financial reports, including financial statements and analysis.
- Prepare and submit ACAR reports and ensure compliance with regulatory requirements.
- Prepare internal and external financial reports for management, donors, and authorities.
- Ensure compliance with Cambodian regulations including Tax, MOI, MOC, MLVT, and NSSF.
- Manage monthly and annual tax declarations, including patent tax and stamp tax.
- Maintain and update the Chart of Accounts in QuickBooks.
- Ensure efficient office operations including procurement, supplies, and service coordination.
- Manage legal documentation including visa, MoU, and partner agreements.
- Oversee inventory management for stock and merchandise.
- Ensure maintenance and repair of facilities and equipment.
- Manage payments follow-up and aging balances from partners (tour companies, hotels).
- Support donor financial reporting and fund tracking.
- Ensure proper management of donations in coordination with the Admin/HR team.
- Organize trainings, workshops, and events as required.
- Human Resource Support
- Maintain staff personnel files, contracts, and leave records.
- Ensure confidentiality of HR records and staff information.
- Prepare monthly payroll and ensure accuracy of salary and benefits.
- Manage staff benefits including NSSF, insurance, seniority, and other entitlements.
- Support recruitment, onboarding, and staff orientation.
- Ensure performance reviews, probation assessments, and contract renewals are conducted.
- Maintain compliance with MLVT registration and labor regulations.
- Office Environment & Asset Management
- Maintain accurate records of all assets and conduct regular verification.
- Ensure proper use, maintenance, and repair of equipment and facilities.
- Manage contracts (rent, utilities, services) and ensure timely payments.
- Ensure office security and proper key management.
- Support sustainability practices including garden and green initiatives.
- Teamwork & Organizational Support
- Supervise and support the Finance & Administration team.
- Participate in organizational planning and coordination meetings.

- Experience with QuickBooks or similar accounting systems preferred.

- Knowledge of Cambodian tax and labor regulations.
