The Operation Manager of the Cambodia Women Entrepreneurs Association (CWEA) is responsible for the overall operational, Finance and administrative management of the organization. The Operation Manager will lead the association’s efforts to support and advocate for women entrepreneurs, ensuring CWEA’s mission and vision are effectively implemented. This role requires an experienced leader with a strong background in business development, administration, finance & accounting, and leadership, particularly in empowering women in the business sector.
The Operations Manager is responsible for overseeing the day-to-day operations of CWEA, ensuring efficient and effective management of administrative functions, accounting processes, membership services including operating program for members, and access-to-finance initiatives. This role plays a key part in strengthening internal systems, supporting members, and improving organizational performance.
- Administration & Office Management
- Manage day-to-day operations of the association, ensuring efficient use of resources, compliance with legal and regulatory requirements, and alignment with organizational goals.
- Lead, manage, and develop staff, volunteers, and contractors to achieve high levels of performance and motivation.
- Oversee daily office operations to ensure smooth and efficient functioning
- Develop and implement administrative systems, policies, and procedures
- Manage organizational records, documentation, and filing systems
- Coordinate internal communications and staff support functions
- Supervise administrative staff and service providers
- Accounting & Financial Management
- Prepare and present annual budgets, financial reports, and operational plans to the Executive Director and the Board of Directors.
- Oversee daily accounting operations, including bookkeeping and cash flow management
- Ensure accurate financial records and timely reporting (monthly, quarterly, annual)
- Manage budgeting processes and monitor expenditures against approved budgets
- Ensure compliance with financial policies, donor requirements, and regulations
- Ensure the compliance report to tax and ACAR (monthly and yearly).
- Coordinate audits and liaise with external accountants/auditors
- Support members in understanding financial products, loan processes, and requirements
- Membership Management
- Develop and maintain an up-to-date membership database
- Oversee member onboarding, registration, and retention strategies
- Ensure delivery of quality services and communication to members
- Organize member engagement activities, meetings, and events
- Respond to member inquiries and support their needs effectively
- Ensure that CWEA programs meet the needs of its members and align with the association’s strategic objectives.
- Operations & Systems Improvement
- Identify opportunities to improve operational efficiency and service delivery
- Implement digital tools and systems for administration, accounting, and membership
- Track performance indicators and prepare operational reports
- Ensure compliance with organizational policies and legal requirements
- Bachelor's Degree in Business Administration, Finance, Management, or related field
- Experience in operations, finance administration, or management roles for 5 years as a minimum
- Strong knowledge of accounting principles and financial management
- Experience in membership-based organizations or NGOs is an advantage
- Familiarity with access-to-finance programs, microfinance, or SME support is preferred
