We are seeking an experienced and highly qualified Civil Engineer to serve as Operations Manager. In this role, you will lead the Operations Department and be authorized to sign testing reports and issue construction inspection and certification licenses. The successful candidate will provide technical leadership, ensure compliance with national and international standards, and build trust with stakeholders through rigorous oversight and professional integrity
Duties & Responsibilities:
- Act as the company’s Accredited Checker, authorized to issue construction Inspection and Certification licenses.
- Lead and oversee operation team in conducting test and inspections, Audit, and Certifications for construction.
- Ensure compliance with Cambodian regulation, code of practice, and international standard.
- Review and approve technical reports, inspection findings and Certification documents.
- Provide guidance and mentorship to junior engineers and technical staff.
- Engage with government authorities, client and stakeholder to maintain credibility and transparency technical staffs.
- Contribute to business development by strengthening the company’s reputation and expanding service offerings.
- Perform any Other tasks assigned by Management from time to time.

Expected Profile of Candidates
Qualifications:
- Master's Degree
- Bachelor's Degree in Civil Engineering
Work History:
- Experience in construction material testing and analysis/structural design, must be able to work independently for 4 years as a minimum
Skills & Knowledge:
General & Technical Skills
- Proven track record in construction inspection, certification and compliance.
- Experience with large-scale infrastructure projects.
- Familiarity with international standard (ISO, ASTM, ACI, etc.)
- Ability to translate technical finding into clear, stakeholder-ready reports.
- Strategic mindset with a passion for raising industry standards.
Soft Skills
- Excellent leadership, communication, and stakeholder management skills.
- Professional integrity and credibility to act as an Accredited checker.
