Summary of position:
The Operation Assistant will be a full-time position, responsible for organising their own daily schedule, and implementing the tasks in their job description, respecting the annual work plan, and working very closely with all the other sector team members, especially the MRO-Battambang Office. He/she will be responsible for overseeing the work of whole sector among project bases.
Position type:
This position is for a Cambodian National, the terms of employment are stated clearly in the M’lup Russey Local Staff Employment Manual. M’lup Russey Organization has the right to change notice in JD update if any requirement from Management Team Member.
Work environment/dynamics:
M’lup Russey rents an office building. The Operation Assistant will have a workspace in a room with the Battambang Team. Team dynamics are friendly and supportive, and Khmer is used almost exclusively as the language of day-to-day communication.
- Child & Youth Network Project
- Support project team operations through field work, documentation, and represent MRO emergency needs while coordinating support for team operations
- Operation Assistant be accountable for MRO-Battambang Office
- Ensure MRO vehicles are maintenance and clean
- Willing to be a driver, while MRO staff requested for supporting on mission
- Maintain proper filing systems for project-related documents in both hard and soft copies.
- Manage petty cash and ensure monthly reconciliations and proper use of funds in accordance with M’lup Russey policies.
- Assist in preparing and submitting vouchers, receipts, and procurement documentation.
- Support procurement of office supplies, materials for activities, and follow-up with vendors.
- Maintain and update inventory/vehicle maintenance and office supply and stationery.
- Represent M’lup Russey at meetings and willing to take role as minute taker.
- Any other tasks that may be requested by Supervisor
- Community Support Project:
- Collect story of change from churches and Key Community People (KCP) target group in Battambang, Pursat and Siem Reap provinces. (Bi-monthly collecting stories of change).
- Assistant and support in event related to community project.
- Bachelor's Degree in management/accounting or law
- At least in this operations role of admin and human resource field for 1 year
- Computer skills with ability to use Microsoft Office Products, Photoshop, Illustrator, experience with Video conferencing software such Teams and Zoom, an asset.
- Computer spreadsheet and database word processing skills
- Experience in small group facilitation and participatory methods
- Current driver’s license, and knowledge skill to drive both auto and manual car
- Ability to work independently and adapt to changing priorities
- Ability to work collaboratively in-person or remotely
- Excellent understanding well about the procedure of procurement
- Willing to travel and stay for short periods outside in some of province
- Excellent team worker
- Developed communication skills, written and verbal.
- Ability to take initiative
Alternative Care Project Officer

Essential duties and responsibilities:
The Alternative Care Project Officer will work full-time overseeing social work as Case Management and Alternative Care support to OVC placed in Kinship care and Emergency Foster Care Families in Battambang, Pursat, and Siem Reap with other provinces required MRO. He/she will be in charge and the organizing his/her daily schedule, carrying out the tasks listed in his/her job description, responsible for the organization due to his/her annual work plan, and collaborating closely with the other members of the project team. He/she will also work under the BTB Project Managers Supervisee and will be responsible for overseeing the work of whole sector among project base on Alternative Care work for prevention family separation / strengthen OVC families.
- Emergency Foster Care, Case Management, Kinship Care and Alternative Care Support
- Work closely with Phnom Penh Project Team to Establish Emergency Foster Care in MRO target area.
- Case Management System Facilitator and Responsible
- Assist another sector related SCOPE of work.
- Assist in developing the Alternative Care Support project’s strategic direction with clear Case Management system in liaison with the project Manager.
- In liaison with Project Manager, identify partners and establish partnerships with potential NGOs willing to participate in the Alternative Care project and Case Management system.
- Responsible for managing Alternative Care Support Project and facilitating Case Management system and ongoing support/follow up for reintegrated children.
- Develop and document procedures and guideline on Alternative Care and Case Management Process to be followed by M’lup Russey.
- Ensure that OVCs have been supported, protected, and improve in the Foster Care and kinship Care Support.
- Establish reporting mechanisms to enable monitoring of beneficiary performance.
- Ensure that Case Management and Alternative Care Service Support are delivered to OVC in accordance with policies and set the criteria in working close cooperation with relevant DoSVY, WCCC, and Authorities.
- Ensure the maintenance of detailed beneficiary records.
- Link with other members of the project team to share information on beneficiaries.
- Arrange for purchase of materials/equipment required by the project. Ensure availability of materials and equipment required for client support.
- Conduct monitoring and following up on the progress of the Alternative Care and Case Management Project. Review the performance of the service against its stated aims, feedback from program participants and observed best practice.
- Report /update the issues having impact on delivery of Alternative Care and Case Management project to the Project Manager.
- Ensure that the Case Management process/Social Work practice reflect values, policies, practices and procedures in accordance with M’lup Russey standards.
- Monitoring and keep follow up the OVC /OVC family current situation and help them to play a vital role to support the OVC.
- Responsible Khmer Report for DoSVY at the area set above Support Supervisor to complete a Government Report for by Semi and annually.
- Willing to travel around for work in BB, PP and other areas
- Another task will be needed to assist by supervisor.
