Assignment Objectives
The objective of this consultancy is to build the capacity of approximately 20 consortium partners under the EU-funded SCOPE-PFM project to effectively and independently use the Online Monitoring and Evaluation (M&E) Data Management System. The consultant will design and deliver tailored training, provide ongoing coaching and user support, and facilitate feedback coordination to ensure that all partners are confident in using the system’s features for data management and reporting.
Tasks and Responsibilities of the Consultant(s):
The consultant must be responsible in a professional and timely manner to deliver the expected results as outlined in 4.1,4.2, 4.3, and 4.4 of the 4. Expected Results section, and include:
- The best practices suggested by the consultant.
- Develop and hand over the necessary documents.
- Ensure compliance with relevant API’s internal policies.
Duration of Assignment
The consultancy will run from December 2025 to May 2028, totaling 30 months. The consultant is expected to complete all deliverables under the four key result areas as part of ongoing support to consortium partners.
- The consultant is expected to work at least 5 days per month, with a flexible time frame.
- During the first three months (December 2025 to February 2026), the consultant may work up to 10 days per month to support intensive onboarding, training, and system familiarization.
- The remaining months will follow a minimum commitment of 5 days per month, adjusted based on consortium needs and activity schedules.
This flexible arrangement allows the consultant to respond to training demands, feature updates, and partner support needs while ensuring consistent progress toward capacity development and system adoption.
Eligibility
- Eligible applicants include:
- Individual consultants with demonstrated experience in capacity development, training delivery, and user support for digital systems, particularly Monitoring and Evaluation (M&E) platforms.
- Applicants must have a strong background in:
- Adult learning methodologies and participatory training approaches
- Coaching and mentoring in digital tools or data systems
- Documentation and development of user-friendly training materials
- Working with civil society organizations or multi-partner projects
- Familiarity with M&E concepts, data management, and system usability is essential.
