BACKGROUND

Non-Timber Forest Products (NTFP) is a local Non-Government Organization based in Ratanakiri Province, North-East Cambodia. Since we were established in 1996, we have played a critical role in helping indigenous people secure their rights to their land and natural resources. We also recognize the vital importance of preserving the cultural heritage of indigenous people, often inextricably linked with their lands and forests.

RATIONALE

With co-funding support from World Renew, NTFP will conduct a Situational Assessment (SA) in 25 indigenous villages across Andong Meas, Ta Veng, Veun Sai, and Ou Chum districts. The assessment will inform the design of a new project to strengthen food security, livelihoods, local food systems, and nutrition. As it will assess to the main challenges, problems, needs, limitations, and opportunities that indigenous target groups experience related to the food system, food security, livelihood, and nutrition and to identify the key actors and resources in the food system of these indigenous villages.

The SA aims to generate a comprehensive understanding of:

  1. Food systems and key actors
  2. Livelihood strategies and resilience
  3. Socioeconomic and environmental context
  4. Gender, inclusion, and power dynamics
  5. Food security and nutrition conditions

The assessment will apply a qualitative, participatory, and sentinel village approach, ensuring both depth and representativeness across the 25 villages.

The consultant will be recruited to provide technical leadership, ensure methodological rigor, and strengthen analysis and reporting quality.

PURPOSE AND RESPONSIBILITIES OF THE CONSULTANCY

Purposes:

  • Lead and strengthen the design, implementation, and analysis of the Situational Assessment
  • Ensure methodological rigor and data quality
  • Support the identification of key needs, gaps, and opportunities
  • Contribute to the development of actionable findings for future project design

Responsibility and Key deliverable:

  • Inception report (methodology and workplan): Collaborating in the development of the evaluation plan, including reviewing relevant literature, current project documents and defining the methodology.
  • Data collection tools package: FGD guides (WNG, VSLA, Farmers, Cashew groups), KII and guides, Village profile templates.
  • Instrumentation: Assisting in the development of participatory data collection instruments or tools.
  • Training materials and facilitation: Providing on-site training to the assessment team during the data collection phase.
  • Analytical framework and summary findings: Reviewing the data analysis plan, supporting the processing of information, and assisting in the interpretation of the collected data.
  • Facilitated consultation workshop: Provide facilitation in consultation workshops to gather input for drafting the report (validation and prioritization of key issues).
  • Technical review of draft SA Final Report: Consultation for reviewing and commenting on the draft report to ensure the findings are clear, concise, and relevant to the project proposal's development and conduct the dissemination workshop.
  • SA report submission in English and Khmer as required

DURATION AND LEVEL OF WORK

  • Expected duration: June–August 2026
  • Estimated level of effort: 17–21 working days

Eligibility

  • The consultant should have:
  • At least 3-5 years of experience conducting situation analysis, need assessment, baseline, evaluation, or research related to food security, livelihood, agriculture, climate resilience and nutrition.
  • Strong track record in conducting remote surveys. A minimum of 5 years’ experience in related area.
  • Participatory methods (FGD) and participatory rural appraisal (PRA) tools
  • Food systems, livelihoods, agriculture, value chain, or market systems
  • Gender and social inclusion analysis
  • Experience working with indigenous communities is an asset
  • Strong analytical and report writing skills
  • Proven track record in similar assignments;
  • Ability to lead assessment team, coordinate with NGOs, partners, government, local authorities, communities, and deliver quality outputs on time.
  • Strong commitment to research ethics, informed consent, confidentiality, safeguarding, and do-no-harm principles.
  • Availability of a high-quality team.
  • Fluency in written and oral English.
