The Health Action Coordinating Committee (HACC) is a national network of civil society organizations working on health sector in Cambodia. Established since 1995, HACC has been played a significant role in coordinating and networking among NGO work on HIV and AIDS and then started in early 2017, HACC has expanded its role to coordinate and networking among NGO work on general health in Cambodia. HACC is a unique NGO network on health in country to provide regular and useful information sharing on health; to network and coordinate with NGOs and stakeholders in response to health; to represent of NGOs’ voice at national forums; to raise health awareness campaigns, heath related issues and advocacy for change on any gaps in response to health. In addition, HACC also contributing to strengthening community and health system for effective in response to general health issues in Cambodia.

To implement this project, HACC is looking for a Networking Coordinator full-time based in Phnom Penh and sometime travelling to the other province with the following key responsibilities and qualifications as bellowed:

Position Summary

Reporting to: Program Manager

Probationary Period: 3 months

Expectations - Duties, Responsibilities
  • Community system strengthening (CSS)
  • Collaborate with project staff and community representatives to execute project activities
  • Provide technical support and guidance to community networks of PLHIV and Key Populations (KPs) within the HIV program
  • Prepare requests and clearances for all activities undertaken
  • Produce high-quality reports on project activities
  • Assist the CSS team with tasks as directed by the supervisor
  • Non-Communication Diseases (NCD) Project Coordination
  • Coordinator any NCD project and the implementation with HACC staff
  • Engage with national and sub-national key stakeholders to ensure effective collaboration
  • Liaise with Ministry of Health, Development Partners and project donors to achieve project goals and objectives
  • Develop work plans, budgets, and reports, including M&E tasks for the project
  • Support the preparation of requests and manage clearances
  • Monitor budget expenditures regularly by activity (Budget Monitoring).
  • HACC Secretariat Coordination for NGOs Network
  • Facilitate with CSO as member to participate in any activities as organized by the Ministry of Health, concerned Ministries, Development Partners and NGOs
  • Coordinate with civil society organizations (CSOs) for information sharing and advocacy works
  • Maintain and regularly update the NGO membership information and contact database
  • Organize annual membership meetings, quarterly HACC meetings, and key stakeholder meetings
  • Participate in meetings with Ministries, Development Partners, UN agencies, and other stakeholders, sharing reports with members via email, Telegram, Facebook, and the website
  • Innovate activities that benefit NGO members
  • Promote and encourage more health NGOs and private sector organizations to be HACC members.
  • Additional Responsibilities
  • Manage and lead the implementation of various projects to be assigned by management team
  • Mobilize resources from key stakeholders to support awareness campaigns
  • Engage in resource mobilization efforts with key stakeholders
  • Complete tasks as assigned by Program Management.
Requirements - Skills, Qualifications, Experience
  • Bachelor or Master of Public Health, Health Science or related field
  • Strong experiences in coordination, organizing awareness campaigns, networking, communication and fundraising
  • Exeperiences in leading the forums on various topics in health sectors
  • At least 3 year’s experiences on health
  • At least 3 years’ experience on project management
  • Good English writing and speaking
  • Good collaboration and support with all stakeholders
  • Be able to travel to provinces
