Open Development Cambodia manages an open data website is the leading open data digital platform in Cambodia, which provides up-to-date and reliable data and information publicly available in a 'one-stop shop' in both Khmer and English. Following open data principles, the data and information are available to everyone at no cost and can be used, reused, and shared under a Creative Commons License. The purpose of ODC is to promote the use of accurate data for evidence-based decision-making processes, enhance government accountability and transparency, as well as encourage citizens’ participation in public affairs. ODC was conceived by the East-West Management Institute (EWMI) and officially registered as a local NGO in August 2015.

Natural Resource Management Project Officer

Position Summary

Coordinates with: Program and Partnership team, Communication & Partnership team, IT and Website team, Editorial-Research team, Data & GIS team, and other staff 

The Natural Resource Management (NRM) Project Officer supports the coordination and implementation of ODC's Natural Resource Management projects. The position is responsible for coordinating project activities with consultants, implementing partners, and stakeholders; organizing trainings, workshops, outreach activities, and field visits; monitoring project progress against work plans and indicators; and preparing project reports and related documentation.

Duties & Responsibilities:
  • Support the planning, coordination, implementation, and monitoring of Natural Resource Management (NRM) projects to ensure activities are delivered on time and in accordance with project work plans and donor requirements.
  • Assist in project administration, including workplan, budget tracking, procurement, logistics, and maintaining project documentation.
  • Coordinate with consultants, technical partners, and service providers on the development, maintenance, and enhancement of digital platforms, tools, and related project activities.
  • Organize and facilitate project meetings, consultations, workshops, trainings, and field activities with communities, Indigenous Peoples, Community Forestry groups, civil society organizations, government agencies, and other stakeholders.
  • Build and maintain effective working relationships with project partners, local authorities, research institutions, donors, and relevant stakeholders.
  • Coordinate with the Communications Team to develop communication materials, social media campaigns, videos, success stories, and other knowledge products to promote project achievements.
  • Support the publication of Natural Resource Management content on ODC’s platforms, including datasets, news, announcements, laws, policies, reports, and library resources, in collaboration with the Editorial Team.
  • Coordinate research activities, including baseline, midline, end-line studies, surveys, and assessments with research partners and consultants.
  • Collect, compile, analyse, and maintain project data and evidence to support monitoring, evaluation, learning (MEL), reporting, and donor compliance.
  • Prepare project reports, meeting minutes, activity reports, financial supporting documents, and other project-related documentation as required.
  • Support fundraising efforts by contributing technical inputs to concept notes, project proposals, and donor reports when requested.
  • Represent ODC in meetings, workshops, conferences, and field visits, and contribute to networking and partnership-building activities.
  • Perform other duties assigned by the supervisor.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in environmental science, Natural Resource Management, Forestry, or another relevant field
Work History:
  • Project implementation within civil society organizations, community-based organizations, government agencies, research institutions, development organizations, and communities for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience coordinating project activities, stakeholder engagement, trainings, workshops, and fieldwork is an advantage.
  • Experience conducting or supporting research related to environment, forestry, natural resources, climate change, land governance, or indigenous peoples is preferred.
  • Knowledge of Geographic Information Systems (GIS), remote sensing, spatial data, or open data platforms is an asset.
  • Strong organizational, coordination, and project management skills with the ability to manage multiple tasks and meet deadlines.
  • Proficiency in spoken and written Khmer and English.
Soft Skills
  • Good understanding of environmental and natural resource management issues in Cambodia.
  • Excellent communication, interpersonal, and stakeholder engagement skills.
  • Strong analytical and problem-solving skills with the ability to work independently and collaboratively.
  • Ability and willingness to undertake regular travel to project sites and rural communities.
  • Strong commitment to transparency, accuracy, and the principles of open data.

Local Operator

Position Summary

Reports to:  Program officer, Program and Partnership manager, and Executive Director/Editor-in-Chief.

The Local Operator will serve as the primary focal point for providing technical support to survivors of Technology-Facilitated Gender-Based Violence (TFGBV), particularly women, girls, and LGBTIQ+ community in Cambodia. He/she will deliver timely, survivor-centered assistance to the target groups in this project through the virtual helpline channels. While supporting the TFGBV’s survivors, the Local Operator will regularly document the TFGBV cases on the TFGBV database, reported by the survivors through the helpline channels, shared by the Project Team, or available on social media platforms. The database will be used to offer the project’s partners to access and produce annual report on TFGBV in Cambodia.

Duties & Responsibilities:
  • Serve as the primary local operator for receiving and responding to requests for technical support related to TFGBV.
  • Provide timely, confidential, and survivor-centered technical assistance to the target groups experiencing TFGBV in collaboration with relevant organizations.
  • Document the TFGBV cases reported by TFGBV survivors, shared by Project Team, or widely spread on the social media platform, including the regular update on the actions taken on the cases.
  • Upon request from the Project Team, approach the survivors encountering with TFGBV online to inform them about our free and confidential services.
  • Collaborate with the Project team to grant the project’s partners to access the TFGBV database from the documentation.
  • Ensure that all the guidelines and procedures developed for the Helpline channels are strictly followed.
  • Ensure the security and privacy of the data stored in the database.
  • Continuously assess and improve data entry processes and procedures to increase efficiency and effectiveness.
  • Maintain the existing data backup strategy to ensure data loss prevention.
  • Manage user access rights to ensure data security and privacy.
  • Create and maintain materials and resources on digital security best practices for sharing with the survivor of TFGBV to navigate the digital platforms safely.
  • Strongly adhere the principles of privacy to protect the confidentiality of survivors and implement the survivor-centered approach in all processes.
  • Support the project team in preparing and producing annual reports, particularly by providing data input from the TFGBV database.
  • Where appropriate, represent ODC and promote the services to relevant stakeholders.
  • Provide regular reports or update to the project focal person of the project on the status of the database and any issues that arise.
Expected Profile of Candidates
Languages:

  • English - Good
Qualifications:
  • Bachelor's Degree in law, ICT, gender studies, or a related field
Work History:
  • Digital safety, technical support, case management, cybersecurity, gender-based violence, human rights, or related areas for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experience in managing online support channels of the helpline for survivors.
  • Experience providing technical supports to survivors of TFGBV or other forms of online violence.
  • Good understanding of TFGBV and its various forms, including image-based sexual abuse, cyberbullying, impersonation, sextortion, hate speech, online account compromised, among others.
  • Experience in documenting and managing incident data, preferably involving gender-based violence or online safety.
  • Availability to respond to technical support requests in a timely manner from TFGBV survivors.
  • Strong knowledge and commitment to data protection, privacy, and information security principles.
  • Experience managing database, including data entry, data quality control, user access management, and data backup procedures.
  • Ability to communicate effectively and sensitively with survivors of TFGBV, using survivor-centered and trauma-informed approach.
  • Fluency in Khmer and good working knowledge of English.
