National Web Developer Specialist

The objective of this assignment is to provide general assistance in supporting new M&E and MIS system and to assist in the development of a range of applications using the MS ASP.NET MVC 5, MSMSQL server, CSS3, Java, Bootstrap, jQuery, AJAX and JSON, etc. These applications will need to be designed and carefully structured to ensure their long-term relevance and scalability. The national web-based specialist will be engaged to carry out activities of the MIS of LASED III. It is expected that the national GIS web application Specialist will work at the M&E MIS unit to develop the M&E and MIS database online. The specialist will collaborate with the M&E MIS unit, National MIS consultant and relevant others in the project.
- Main Tasks. The specialist will carry out the following tasks, in close consultation with the M&E MIS unit and National MIS consultant.
- Commune Social Land Concession (SLC) module
- Indigenous Communal Land Titling (ICLT)
- AWPB, project activities and outreach events module
- Land Use Planning (CLUP) and Poor Households (Poor HHs) module
- Dashboard Module, and other modules assigned by the unit.
- Expected outputs. Candidates for the position will be expected outputs the following:
- Final and agreed upon UI/UX design, ensuring full system integration into the MLMUPC data management system.
- Tested and sustainably running database system for recording and reporting all related LASED III data and information.
- Training material and user guide, and system maintenance, and hand over of a fully functional MIS at the end of employment term.
- The Web-Based Specialists shall have:
- Demonstrated ability to provide input to business processes re-engineering, elaboration and implementation of new systems
- Detailed understanding of IT support services including IT hardware/infrastructure support, ERP support, other IT applications support, web design and maintenance
- Demonstrated an experience in the Back-end such as MS SQL server 2014++, PostGIS, and SQLite, Geoserver and Geodatabase
- Knowledge and experience in familiar utilizing the Arc GIS and QGIS, and GPS
- Knowledge and experience in web-server and system administration, authentication and encryption, logging and reporting, security configuration, and redundancy/disaster management planning
- Extensive experience with different types of digital media and content channels (video, images, audio, etc.)
- Ability to multi-task, learn new material, and manage time effectively in a dynamic and fast-paced working environment
- Ability to design system and application requirements based on users output requirements
