National Technical Support Project Manager
Hours of work: 40 hours a week.
Travel requirements: Occasional travel to the provinces with overnight stays (2-3 days per month). Regular regional travel (1-2 times/year).
Salary grade: Starting salary $1,517 with additional benefits
Job purpose and brief
Purpose: To improve the quality of services to trafficking survivors nationally, through analysis of Ratanak and external partners work and development of national policy.
Job Brief: The National Technical Support Project Manager oversees the strategic direction and operational management of the NTS project and its team. This role involves fostering collaborative relationships with government entities and partners to effectively develop new policies and guidelines, and to advocate for positive change in those policies and guidelines for the benefits of the survivors of trafficking. Additionally, the Project Manager is responsible for analyzing and enhancing national frameworks related to anti-human trafficking efforts, with a steadfast commitment to improving the experiences and outcomes for survivors of human trafficking
- Staff Leadership and Management
- Provide effective leadership to project teams by setting clear standards, support mechanisms, and strategic priorities aligned with Ratanak's vision, mission, values, policies, and government regulations.
- Establish and oversee robust systems and procedures to ensure consistent communication, adherence, and seamless project implementation.
- Supervise and coordinate all components of the NTS project, including staff management, planning, execution, monitoring, and documentation, to achieve defined goals with optimal efficiency and quality.
- Lead monthly and annual planning, reflection, and strategic activities, while fostering positive teamwork and mentoring staff on operational tasks.
- Manage and develop national strategic and operational program plans, budgets, policies, and project proposals in collaboration with the Cambodia Field Office Director, ensuring alignment with Ratanak's strategy and government policies.
- Prepare necessary materials, manuals, and forms to facilitate planning, monitoring and evaluation (M&E), training, and reporting processes.
- Drive capacity-building initiatives, monitor their impact on staff performance, and support high-quality programming and deliverables in all project activities.
- Team Development and Management
- Delegate project tasks to suitable NTS support teams while inspiring, nurturing, and identifying training needs and growth opportunities for team members.
- Recruit and onboard new staff with thorough induction processes, drafting job descriptions (JDs) and terms of reference (ToRs) as needed.
- Conduct performance evaluations and skills assessments to align expertise with project requirements, fostering professional development and enhancing staff effectiveness.
- Research and Analysis
- Review and analyze national policy documents, as well as regional and global research, to ensure alignment with Ratanak’s mission.
- Oversee the execution of the research strategy, including conducting primary research within Ratanak, while generating insights from both primary and secondary sources.
- Document survivor experiences, identify policy gaps, evaluate practices against global standards, and analyze data to uncover key trends and patterns. Summarize findings into actionable recommendations with clear steps for resolution.
- Policy Development
- Collaborate with key stakeholders to draft national-level policies and procedures that align with existing guidelines and best practices.
- Represent Ratanak at national and regional meetings to present research findings, offer recommendations, and address policy concerns.
- Contribute to technical working groups at departmental and ministry levels, actively working to enhance the quality of care provided to trafficking survivors.
- Reporting and Documentation
- Provide accurate and timely information for Ratanak’s financial and programmatic reports to the Cambodia Office, International Headquarters in Canada, and relevant Cambodian government offices, ensuring adherence to established standards and timelines.
- Enhance the scope and quality of communication materials prepared for International Headquarters, while reviewing monitoring and evaluation reports to integrate lessons learned into the overall programming strategy.
- Financial Management
- Monitor and manage project budgets to ensure efficient resource utilization, alignment with objectives, and cost-effectiveness.
- Oversee financial monitoring and budgeting processes, ensuring activities remain on schedule and expenditures are tracked effectively.
- Develop detailed budgets based on comprehensive work plans, conducting regular reviews (monthly, quarterly, semi-annually, and annually) to address any concerns.
- Collaborate with the Finance and Administration Manager and the Cambodia Field Office Director to create annual budgets for project activities and resources.
- Continuously review financial reports (monthly, quarterly, semi-annual, annual) throughout the year to ensure optimal use of funds, and approve spending in accordance with established financial authority levels.
- Coordination and Strategic Contributions
- Organize and participate in meetings and briefings with Ratanak staff, adhering to defined terms of reference to ensure clear communication and coordination.
- Contribute strategically to the Ratanak senior management team, assisting in the development of immediate and long-term plans for the program.
- Government and Stakeholder Engagement
- Maintain consistent engagement with government bodies and groups at both national, sub-national, and regional levels, ensuring a strategic approach to collaboration.
- Develop and refine procedures and tools for relevant ministry departments, as outlined in annual plans, including supporting the implementation of database/client management systems.
- Represent Ratanak professionally at government meetings, partner engagements, and other forums both internally and externally.
- Participate in stakeholder meetings, workshops, and field visits as needed to ensure strong representation and alignment with project goals.
- Professional Development

- Person Profile:
- Experience and knowledge
- Degree and/or post-graduate qualification in social work, psychology or another relevant field.
- At least 3 years’ experience of working with government agencies.
- At least 3 years’ experience in program management in a relevant sector
- Knowledge of government formats and protocols
- Fluent in English (equivalent to IELTS Level 6 or above)
- Experience of using MS Office suite of programs to communicate and manage information effectively in a range of contexts.
- At least 2 years of active membership in a church community.
- Experience of developing policy at the national level.
- Thorough knowledge of national policies on trafficking and the rights of trafficking survivors
- Experience of developing tools and policies related to victim identification and protection.
