The Asia Foundation (TAF) in Cambodia is preparing an upcoming project to support Cambodia's response to technology-enabled scams. The project is currently under development and subject to final agreement with the funding partner.

The project is expected to work with relevant government institutions to strengthen the practical implementation of Cambodia's framework for combating technology-enabled scams. It will include technical analysis, development of training materials, capacity building, and engagement with justice, law enforcement and related institutions.

TAF is seeking a part-time national Technical Lead to provide technical leadership and support the implementation of the project.

Position Summary

Program: Countering Technology-Enabled Scams

Period of Assignment: October 1, 2026 – September 30, 2027

Type of Assignment: In-person at The Asia Foundation Office

Travel: Some travel within Cambodia is required.

Reporting and Coordination

The Technical Lead will report to the Country Representative or an assigned supervisor and coordinate closely with relevant TAF team members. Progress, deliverables, and any implementation issues will be discussed through regular check-ins during the assignment.

Duration and Working Arrangement

The consultancy will run on a part-time basis from October 1, 2026 to September 30, 2027. This is an in-person position, and the consultant will be expected to work from TAF's office in Phnom Penh based on an agreed part-time schedule. Some travel within Cambodia may be required to support project activities.

Subject to performance, funding availability, and TAF's program needs, there may be opportunities for additional assignments with TAF after the end of this consultancy, including work related to technology-enabled scams or other relevant programs.

Duties & Responsibilities:
  • The consultant will work closely with the TAF project team and will:
  • Provide technical leadership and guidance for the implementation and coordination.
  • Develop and regularly update project work plans and activity schedules.
  • Coordinate with government counterparts and other relevant stakeholders.
  • Coordinate national and international experts engaged by the project.
  • Support the development and review of training materials and other technical products.
  • Organize and support training programs, workshops, consultations, and meetings.
  • Monitor project implementation and follow up on agreed actions.
  • Lead the preparation of technical and project reports, including activity reports, progress reports, and other project documentation as required.
  • Coordinate with TAF program, finance, and operations teams to ensure timely delivery of activities.
  • Carry out other relevant tasks as agreed with the supervisor.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in law, public policy, international relations, development studies, or a related field
  • Master's Degree is preferred
Work History:
  • Project management, rule of law, justice, law enforcement, governance, trafficking in persons, technology-enabled scams, or related areas for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience working with Cambodian government institutions.
  • Experience coordinating training, workshops, technical assistance, or capacity-building activities.
  • Good written and spoken Khmer and English.
Soft Skills
  • Strong coordination, organizational, analytical, and writing skills.
  • Ability to work independently and manage multiple activities.
  • Good interpersonal skills and ability to work with government counterparts, technical experts, civil society organizations, and other stakeholders.
