Cambodia’s coastal fishing communities are amongst the most vulnerable, due largely to high dependence on natural resources, direct exposure to climate vectors (i.e. storms, sea level rise and changing rainfall), overall poverty, remoteness and marginalization. Women have even less adaptive options available to them, as traditionally they have less influence over the decision-making processes, including those related to climate adaptation. The project will build on baseline of existing policy, legal, and technical measures and investments and provide additional financing to generate effective adaptation models and establish support frameworks that empower vulnerable communities, as the anticipated challenges and costs to address them will increase with climate change.

The project will work towards the achievement of four interlinked components to contribute to the project objective:

  • Component 1: Strengthening policy coordination and capacity development for an adaptive enabling environment
  • Component 2: Sustainable Ecosystem Management for coastal resilience
  • Component 3: Fishing Community Adaptation Capacity strengthened
  • Component 4: Knowledge Management

The project is funded by Global Environmental Facility (GEF) with an amount of USD 4,350,000.00 covering 5 years period and is being implemented by the Food and Agriculture Organization of the United Nations, Ministry of Environment and Fisheries Administration (FiA) of the Ministry of Agriculture, Forestry and Fisheries (MAFF).

Position Summary

DUTY STATION: Kampot with travel to other project sites when required.

DURATION: 12 months

OBJECTIVE AND JUSTIFICATION OF THE PROJECT

The FAO-LDCF project entitled “Climate Adaptation and Resilience in Cambodia’s Coastal Fishery Dependent Communities”, (“CamAdapt”), with the objective “Coastal fishery-dependent communities adapt to climate change through strengthening coastal ecosystem and adapting their livelihoods” will help Cambodia’s coastal communities become more resilient to climate variability and change.

REPORTING LINES

The Communication Specialist will report directly to:

  • National Project Manager and
  • Work closely with Technical Leads, Monitoring, Evaluation & Learning (MEL) Team, and implementing partners.

TECHNICAL FOCUS

The Communication Officer will lead communication, visibility, and knowledge-sharing efforts for the CamAdapt Project. The position ensures that project achievements, lessons learned, and results are effectively documented and shared with stakeholders, partners, and the public.

Duties & Responsibilities:
  • The NTECS will have a strong technical background in editing technical and project reports to ensure that they meet FAO standards and support the implementation of the project’s Communications Strategy.
  • Specifically, the NTECS will:
  • Develop and implement the project’s communication and visibility strategy.
  • Produce communication materials such as success stories, fact sheets, newsletters, infographics, and social media content.
  • Manage project-related digital platforms and coordinate with media outlets.
  • Support communication activities for workshops, events, and field missions.
  • Ensure compliance with donor branding and marking guidelines.
  • Take high-quality photos and short videos during field activities.
  • Carry out any other relevant duties as required to achieve the above tasks.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in Communications, Journalism, Public Relations, or a related field.
Work History:
  • At least of experience in communication for development, climate change, or donor-funded projects (FAO/GEF experience preferred) for 5 years
Skills & Knowledge:
General & Technical Skills
  • Strong writing and editing skills in English and Khmer language.
  • Experience producing digital content, photography, and videography.
  • Ability to translate technical information into clear, engaging messages.
  • Communication and Visibility Strategy.
  • Annual Communication Work Plan.
  • Monthly communication progress reports summarizing outputs, analytics, media mentions, and upcoming priorities.
  • At least 6 human-interest stories per year highlighting project results.
  • Knowledge products such as briefs, infographics, case studies (minimum 8 per year).
  • Event communication packages (press releases, talking points, social media kits).
  • High-quality photos and short videos documenting field activities.
  • Updated database of media contacts and key communication partners.
  • Maintain strict confidentiality and uphold the communication and branding standards of the project and donor.
  • Ensure all communications reflect sensitivity to gender, social inclusion, and local context.
