Project Title: (ASEAN Swiss TVET Initiative (ASTI))
GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.
The ASEAN-Swiss TVET Initiative (ASTI) is a regional project implemented by GIZ International Services (Ins) and Helvetas and funded by the Swiss Agency for Development and Cooperation (SDC). The project aims to equip young women and men, particularly those facing educational or employment challenges, with relevant labor market skills by developing and standardizing Work-Based Learning (WBL) to enhance their employability and integration into formal TVET systems. Currently, the project is operational in Cambodia and Lao PDR.
To achieve these objectives and ensure the quality and effectiveness of the WBL program's implementation, the ASTI project in Cambodia has closely collaborated with the Directorate General of Technical and Vocational Education and Training (DGTVET) of the Ministry of Labor and Vocational Training (MoLVT), working through the Department of Standard and Curriculum (DSC) as the government counterpart. Additionally, two leading employer representatives—CAMFEBA and IBC—serve as Business Chamber Partners (BCPs), alongside TVET providers partnered with both BCPs, to develop, plan, and deliver the WBL program for pre-employment training of youth and upskilling of low-skilled workers.
The collaboration between the Cambodian Federation of Employers and Business Associations (CAMFEBA) and the ASEAN-Swiss TVET Initiative (ASTI) project, aims to strengthen skills development in the construction sector. As part of this initiative, a Partnership Agreement (PA) has been established to train 60 unskilled youth, aged 17–24, in MIG welding, painting, and fitting.
GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).
