The Health Equity and Quality Improvement Project Phase 2 (H‑EQIP 2) support the Royal Government of Cambodia in advancing Universal Health Coverage (UHC), improving financial protection and access to services for the poor and vulnerable, and strengthening the health system. The project is funded by the World Bank, Pooling Partners (DFAT, GFF, KfW, KOICA), and the Royal Government of Cambodia.

Under H EQIP 2, the National Payment Certification Agency (NPCA) is mandated to strengthen the quality of health services. This requires a robust Quality Assessment (QA) framework that links service quality, specifically for Non-Communicable Diseases (NCDs), directly to performance verification.

Position Summary

NPCA seeks to engage a National Technical Assistant (TA) for Quality Verification and NCD Protocol Improvement to lead the institutional and regulatory design of this QA function.

Contract Duration

The Senior Analysts will be contracted for a period of twelve (12) months from the contract signing date, with the possibility of extension depending on satisfactory performance, project needs, and fund availability. The contract is subject to quarterly performance reviews. The duty station will be at NPCA headquarters in Phnom Penh, with frequent travel to provinces as required.

Duties & Responsibilities:
  • The Senior Analysts will be responsible for:
  • Evaluate existing Quality Verification (QV) frameworks and identify gaps.
  • Define the operational model for a QA function within NPCA, ensuring interoperability with PMRS and other digital health platforms.
  • Map current national QA mechanisms to avoid duplication of efforts.
  • Conduct feasibility review of international QA models (e.g., South Korea’s HIRA) and adapt them to Cambodia.
  • Define specific, measurable NCD quality indicators and standardized data collection protocols.
  • Collaborate with NPCA’s ICT team to translate clinical logic into digital systems.
  • Produce analytical reports on QV and NCD performance verification.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in Public Health or a related medical field as a minimum
Work History:
  • Professional experience in the public health or medical field for 7 years as a minimum
  • Direct experience at a health insurance institution or in quality-of-care monitoring for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong understanding of clinical guidelines (MPA/CPA).
  • Proven experience with digital health systems; experience with NQEMT2 is highly desirable.
  • Strong technical report writing and experience in developing regulatory frameworks.
  • Fluency in written and spoken Khmer and English, with strong report writing, presentation, and interpersonal communication skills.
