National Short-Term Financial Consultant

Position Summary

Assignment Objectives:

The objective of this assignment is to support API in reviewing the accounting documents to ensure that all expenditures are properly supported, accurately recorded, and fully compliant with API policies, donor requirements, and applicable Cambodian Government regulations, including requirements of the General Department of Taxation (GDT), National Social Security Fund (NSSF), Labour Law, Ministry of Labour and Vocational Training (MoVT), and other relevant regulations.

Duration of Assignment:

The duration of the assignment shall be three months from the date the contract is signed by both parties and the work plan is agreed upon.

Place of Assignment:

The consultant shall work full-time at the API Office from Monday to Friday, from 8:00 a.m. to 12:00 p.m. and from 1:00 p.m. to 5:00 p.m. Field visits or spot checks may be required as part of the financial monitoring process, subject to agreement with API.

Duties & Responsibilities:
  • The consultant shall be responsible for carrying out the following tasks:
  • Review accounting documents for the period 2026 to ensure that all transactions are supported by proper documentation and comply with API accounting and financial management procedures.
  • Conduct financial monitoring and spot checks directly with beneficiaries, suppliers, and service providers in relation to expenditures incurred in 2026.
  • Review expenditures under the I-SAF Phase II Project to assess accuracy, completeness, eligibility, and compliance with applicable requirements.
  • Identify findings, risks, gaps, and areas for improvement in financial documentation, payment processes, tax compliance, statutory obligations, and internal controls.
  • Prepare reports, recommendations, action plans, and follow-up updates for the API team.
  • Expected Outputs:
  • Accounting documents are reviewed, verified, and properly supported by relevant documentation.
  • Payments to beneficiaries, suppliers, and service providers are checked and confirmed as accurate, properly authorized, and free from unresolved liabilities or irregularities.
  • Expenditures are assessed for compliance with API policies, donor requirements, GDT, NSSF, Labour Law, MoVT, and other applicable regulations.
  • Financial monitoring findings are documented with clear evidence, observations, and recommendations.
  • An action plan is developed and followed up with relevant staff to address identified issues.
Expected Profile of Candidates
Languages:
  • English - Good
  • Khmer - Good
Qualifications:
  • Bachelor's Degree in Accounting, finance, auditing, business administration, or a related field
Work History:
  • Financial management, accounting, internal audit, compliance review, or financial monitoring, preferably with NGOs or donor-funded projects for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong knowledge of Cambodian tax regulations, NSSF requirements, Labour Law, MoVT requirements, and NGO financial compliance practices.
  • Demonstrated experience reviewing accounting documents, supporting documents, procurement files, payments, advances, and liquidation records.
  • Ability to work full-time at the API Office and travel for spot checks or monitoring visits when required.
Soft Skills
  • Good analytical, reporting, communication, and follow-up skills.
