Development and Partnership in Action (DPA) is a Cambodian non-government organisation that has been implementing development programmes on Natural Resource Management, Climate Change and Food Security and Financial Sustainability in Cambodia for over 30 years. DPA currently has two main programmes: Partnership and Advocacy Programme and Integrated Community Development Programme. DPA is now looking for qualified Cambodians to fill up the following positions:

National Secretariat Officer

Position Circumstances

Position Summary

This position is based within DPA’s Agroecological Learning Alliance in Southeast Asia based in Phnom Penh and travel regularly to the target provinces

Duties & Responsibilities:
  • Performing ALiSEA National Secretariat functions (facilitating, coordinating ALiSEA network, organizing monthly thematic workshops, managing ALiSEA Facebook page and feed of the website, and supporting resource translations);
  • Facilitating and ensuring transversal exchanges between ALiSEA members;
  • Facilitating the elaboration and the implementation of ALiSEA strategic plans;
  • Organizing and managing the small grant scheme;
  • Organizing the mobilization of ALiSEA members in the design and implementation of the identified actions/solutions to upscale the transition to AE;
  • Facilitating the processes of capacity development trajectories of ALiSEA members and the visibility and dissemination of communication tools and publications;
  • Organizing and facilitating business matchmaking events, fairs and multi-stakeholder events.
Expected Profile of Candidates
Languages:
  • English - Good
Qualifications:
  • Bachelor's Degree in Agronomy, Agricultural Science, Communication or other related degrees as a minimum
Work History:
  • Agricultural and rural development sectors for 5 years as a minimum
  • Communication or public relation roles in previous employments for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Good skills in social media (especially YouTube and Facebook), and website management.
  • Good English skills, especially speaking and writing.
Soft Skills
  • Good negotiation skills and the ability to develop good working relationships
  • Good analytical and critical thinking, interpersonal skills, communication and problem-solving skills.
  • Dynamic with ability to work independently once instructions have been provided.
  • Committed and flexible approach and ability to work in a multicultural environment.
 
 

Provincial Project Manager

Position Circumstances

Position Summary

This position is based within DPA’s Integrated Community Development Programme based in Mondulkiri Province.

Duties & Responsibilities:
  • Be responsible for the effective and efficient management of the programme and its activities through the provision of overall guidance to the team on planning, implementation, monitoring and evaluation of the programme activities
  • Support, manage and motivate the team of Integrated Community Development Project in Mondulkiri Province to achieve the project overall and specific objectives
  • Conduct sufficient monitor visits to the project and provide effective inputs/feedbacks to the team for improvement and ensure milestones and targets set in the Logframe are achieved
  • With assistance from the management, ensure adherence to donor compliance and requirements on due diligence and governance including safeguarding
  • With the programme staff, prepare the annual operational plan and budget, and write progress reports
  • Coordinate human resources for staff capacity development
  • Establish and maintain external collaboration and coordination with other NGOs, concerned government departments and private sector
Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Agriculture or agribusiness or climate change and disaster management or other related fields
Work History:
  • Experience working with NGOs, preferably in the field of integrated community development for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Knowledge and experience on People-Led Development Process (PLDP) and Rights-Based Approaches (RBA) are critically required
  • Knowledge and experience in agriculture’s value chain and marketing are advantage
  • Knowledge and experience working with indigenous people, poor and marginalised people
  • Sound computer skills, including knowledge of MS Word, Excel, e-mail and Internet.
  • Very good in written and spoken English
Soft Skills
  • Strong leadership and management of programme, finance, administration, staff development and management and networking
