National Public Financial Management Consultant

Announcement Description

The Public Financial Management Reform (PFMR) program of the Royal Government of Cambodia (RGC), which was launched by the Government through the Ministry of Economy and Finance (MEF) in 2004, is continuing its implementation with the recent MEF Consolidated Action Plan (CAP) 2021-2023. The first three stages of the PFMR program, including: (i) Budget Credibility, (ii) Financial Accountability and (iii) Budget Policy Linkage, are continuing. These three stages aim to strengthen the public financial management capacity of the Government. Stage 4, which concerns performance accountability, is being introduced in 2021 through some transition activities in preparation for its full implementation in the next couple of years. The transition activities include, among others; i. development of M&E mechanism based on the MEF performance management framework; ii. development of mechanism to strengthen the internal control, financial inspection and internal audit based on performance audit; iii. preparation of specific functions of audit and inspection in compliance with sub decree and the nature of work. The project is now seeking a National Public Financial Management Consultant.

Position Summary

Contract Duration

National Public Financial Management Consultant will be contracted for a period of 150 working days spread within the period from August 2022 to July 2023.

Requirements - Skills, Qualifications, Experience
  • At least a Master’s degree either in the area of economics, accounting, financial management, business management or Information Technology.
  • With professional experience of at least two (2) years in government financial management on budget preparation process, disbursement process, or budget implementation reporting, or have a working knowledge of the financial management of the Government particularly the financial management information system (FMIS) and related business processes;
  • Have experience in preparation of training plan and training implementation;
  • With demonstration to strong work commitment, teamwork and quality outputs;
  • Excellent interpersonal skills and willing to travel to schools in the provinces;
  • Strong analytical, oral and written communication skills and commitment to meeting tight deadlines;
  • With thorough knowledge of the standard computer program and basic knowledge of programming language or have experience in software development for finance-related system is an advantage
  • Excellent knowledge and fluency in Khmer and English and have the ability to translate from Khmer to English and from English to Khmer.

The Ministry of Education Youth and Sport invites expressions of interest from suitably qualified and experienced individual consultants to undertake the above-mentioned services. The Individual Consultant will be selected in accordance with the Kingdom of Cambodia's Updated Procurement Manual for all Externally Financed Projects/Programs, promulgated pursuant to Sub-Decree 74 on Promulgating the Updated Standard Procedures for Implementing all Externally Financed Projects/Programs, dated December 2019 and is open to all eligible bidders as defined in the guidelines.

In submitting their expressions of interest, the interested candidates are kindly requested to provide their updated curriculum vitae, indicating their personal and technical skills, academic qualifications, and experience in similar assignments, along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).

Interested candidates may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address or e mail during office hours from 8:00 to 12:00 and from 13:30 to 17:30 hours, Monday through Friday, except public holidays.
