The Cambodia Nutrition Project (CNP), with a total financing of $53.00M from June 2019-June 2024, is a multi-sectoral project which aims to improve utilization and quality of priority maternal and child health and nutrition services for targeted groups in Cambodia. The project will finance ‘priority maternal and child health and nutrition

services’, a subset of interventions drawn from the MOH Investment Case for Reproductive Maternal Newborn Child Adolescent Health and Nutrition (RMNCAH-N) in Cambodia. These priority services are aimed at reducing neonatal mortality, improving maternal and child nutrition, and improving routine immunization coverage (referred to herein as ‘priority RMNCAH-N outcomes’). The priority services were defined in accordance with the expectation of the Royal Government of Cambodia (RGC) to converge interventions with known effectiveness to increase sustainability and efficiency of RMNCAH-N financing. Target groups include pregnant and lactating women and children in the first 1,000 days of life in Mondul Kiri, Ratanak Kiri, Kratie, Stung Treng, Preah Vihear, Kampong Chhnang, and Koh Kong provinces. These seven provinces were prioritized in the RMNCAH-N Investment Case due to their high burden (in absolute and relative terms) of lagging health outcomes, their relatively high deprivation using multidimensional poverty indicators, and their gaps in supply-side service readiness.

The Ministry of Health (MOH) is recruiting the following Individual National Consultant to carry out and assist the MOH in implementing the Cambodia Nutrition Project (CNP):

Duties
  • CNP provincial coordinator will be based at the designated province that the applicant applied (with reference number)
  • Provide technical support and capacity development support to PHD, ODs, HCs, MCHN.
  • Coordinate and joint with provincial and OD assessors for carrying out coaching activities at health centers as needed.
  • Support in building the capacity of the provincial MCHN team to provide quality training on the comprehensive nutrition interventions especially focusing on the 1,000 days of life, and training follow-up.
  • Support the provincial MCHN team for developing provincial Annual Operational Plan
  • Participate in provincial and district coordinating meetings, as assigned by the Provincial Health Director.
  • Support provincial health promotion unit to ensure all SBCC materials are properly delivered to the health centers and the communities (maternal, infant and young child nutrition practices, HEF promotion to poor people, etc.)
  • Support the provincial health departments for day-to-day tasks, including but not limited to: coordinating with the central level, relevant provincial/district departments, and staff for smooth CNP implementation; supporting in M&E.
Requirements
  • Minimum Bachelor degree in health professions (medicine, midwife, nursing preferred)
  • Broad experiences in MCH and nutrition, or equivalent is highly preferred.
  • At least 3 years of relevant experience working with NMCH center, provincial health department and/or development partner.
  • Demonstrated ability to establish and maintain strong working relationships with colleagues from different sectors.
  • Ability to travel and perform effectively under pressure and with time constraints
  • Excellent communication/coordination and interpersonal skills, with excellent written and spoken Khmer and English
  • Knowledge and skill on Microsoft Excel, Word, and PowerPoint are required.
 

How to Apply

The Ministry of Health invites expressions of interest from eligible, qualified, and experienced individual national consultants to undertake the above-mentioned services which are further detailed in the Terms of Reference for the assignment from the address mentioned in the contact detail during office hours from 7:30 to 12:00 and from 14:00 to 17:30 hours, Monday through Friday, except public holidays.

In submitting their expressions of interest, consultants are requested to indicate the name of position which he/she is applying for. Interested consultants must provide their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
