The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned.

The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets.

The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services to strengthen capacity for health emergency prevention, preparedness, and response, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.

National Project Coordinator Consultant

Position Summary

Objective of the assignment

This is a full-time senior position in H-EQIP 2. S/he will report to the Project Director, with the main responsibilities of providing both technical and management assistance to the Project Director.

Duration of contract: 12 months full time, from date of signing contract, with possible extension based on quarterly performance evaluation and business needs.

Location

The selected National Consultant will be based at the Ministry of Health. Travel and short overnight stays in the provinces may be required from time to time. In this event per diem and travel will be payable at standard project rates.

Reporting Requirements

Outputs will be delivered to the Project Director and Project Manager and the MoH Project Management Team (PMT). The report must be copied to the Project Procurement Director who takes charge of contract management.

Duties & Responsibilities:
  • Coordinate in the development/update of Project Operational Manuals and other administrative and technical manuals as required for the Project;
  • Assist in the coordination of planning and monitoring of Project Funds and other sources of funds and help to integrate into the overall Annual Workplan and Budget (AWPB) for the health sector to be submitted timely to Ministry of Economy and Finance and the World Bank for review and approval;
  • Monitor implementation of Project activities for compliance with conditions of the Financing/Legal Agreements, project Operation Manuals, and project environmental and social safeguard requirements;
  • Assist in monitoring the disbursement of the project funds to the Implementing Units, contractors and suppliers without any delay;
  • Monitor project implementation progress and report issues to Project Management for problem solving;
  • Ensure that all Implement Units are aware of rules and procedures related to financial management and procurement;
  • Coordinate in preparation of correspondence in Khmer and English for communication within the ministry, with other line ministries, agencies, and Development Partners;
  • Work closely with relevant Implementing Units and stakeholders to ensure activities are carried out as per approved Annual Workplan and Budget (AWPB);
  • Assist in preparing presentations and note taking during the meetings
  • Assist in preparing terms of reference for individual consultants and firms, and assist the Project Management in recruiting consultants and arranging for signing of contracts;
  • Monitor performance of individual consultants and consulting firms;
  • Monitor implementation of the Project policies;
  • Assist in organizing, facilitating essential project meetings and Implementation Support Mission (ISM), including assuming responsibility for development and finalization of the agenda and for writing and distributing minutes; and
  • Perform other tasks as assigned by Project Director.

Qualifications:
  • Master's Degree in development management, business administration, or public health
Work History:
  • At least of experience in project management and implementation of donor assisted projects in health sector such as WB, ADB, etc…; for 10 years

  • Sound knowledge of Standard Operating Procedures (SOP) issued by the Government
  • Fluency in written and oral English and Khmer is required
 
 

Health Transformation Assessment Advisor

Position Summary

The Digital Transformation Assessment Advisor will play a pivotal role in guiding Department of Digital Health/DDH through its digital journey. This position is responsible for conducting comprehensive assessments of the organization's current digital capabilities, processes, and technologies, identifying gaps and opportunities for improvement. The Advisor will provide expert recommendations and actionable insights to inform the development and execution of digital transformation strategies, ensuring alignment with organizational goals and market trends.

  • Current State Assessment:
  • Conduct in-depth analyses of existing digital infrastructure, systems, applications, and tools across various departments.
  • Evaluate current business processes, workflows, and operational models to identify digital bottlenecks, inefficiencies, and manual dependencies.
  • Assess the MoH's digital maturity level, including technological capabilities, data management practices, organizational culture, and talent readiness.
  • Interview stakeholders at all levels to gather insights on digital challenges, needs, and aspirations.
  • Gap Identification & Opportunity Analysis:
  • Identify critical gaps between the current state and desired future digital capabilities.
  • Pinpoint opportunities for leveraging emerging technologies (e.g., AI, machine learning, IoT, cloud computing, blockchain) to enhance efficiency, innovate services, and improve decision-making.
  • Analyze market trends, peer digital strategies, and best practices to benchmark the organization's digital standing.
  • Recommendations & Roadmap Development:
  • Develop detailed reports outlining findings, key challenges, and strategic recommendations for digital transformation initiatives.
  • Propose technology solutions, process re-engineering, and organizational changes to drive digital maturity.
  • Contribute to the development of a phased digital transformation roadmap, prioritizing initiatives based on feasibility, impact, and return on investment (ROI).
  • Define key performance indicators (KPIs) and metrics for measuring the success of digital transformation efforts.
  • Stakeholder Engagement & Communication:
  • Present assessment findings and recommendations clearly and persuasively to senior leadership and cross-functional teams.
  • Facilitate workshops and discussions to build consensus and foster a shared understanding of digital transformation goals.
  • Act as a trusted advisor, providing expert guidance and support throughout the transformation lifecycle.
  • Perform relevant additional tasks as requested by the DDH Director.
  • Risk Management:
  • Identify potential risks associated with digital transformation initiatives (e.g., data security, system integration, change management) and propose mitigation strategies.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Business Administration, Information Technology, Computer Science, Management Consulting, or a related field.
  • Master's Degree in or relevant professional certifications (e.g., PMP, TOGAF, ITIL) is preferred
Work History:
  • Progressive experience in digital transformation, management consulting, IT strategy, or a similar advisory role for 5 years as a minimum

National IT Programmer

Position Summary

The position is to Manage and Maintain the Health Management Information System (DHIS2/NCOD) to ensure Data Management on GESI

PURPOSE

The National IT Programmer is to provide technical support for the ongoing operation, troubleshooting, and improvement of the GESI electronic reporting template within the upgrade NCOD and DHIS2 platform, ensuring timely and quality data capture and use.

The National IT Programmer is expected to work closely with Director of Department of Planning and Health Information (DPHI), HIS Team and Health Information System Bureau, DPHI, Ministry of Health to support on the effective health system. S/he is under guidance by Director of Department of Planning and Health Information.

Duty Location: DPHI, MOH

Report to: Dr. Ly Vichearavouth, Director of the Department of Planning and Health Information

Duties & Responsibilities:
  • This area can be strengthened and include the key technical areas of support ICT system for the Health Management Information System, Develop the databases, Develop the core key indicator report for the project. The National IT Programmer will be responsible for the following tasks.
  • Troubleshot and resolve issues related to the digital platform used for GESI data collection in the NCOD, HMIS/DHIS2 system.
  • Develop and update the NCOD system integration with dashboard web portal related to GESI indicators as annually.
  • Monitor the performance and functionality of the GESI reporting template.
  • Provide technical maintenance and troubleshooting support to ensure uninterrupted use of the digital reporting system.
  • Regularly review the system for data quality, completeness, and consistency.
  • Provide technical assistance and guidance to system users to ensure correct and consistent use of the digital reporting template.
  • Conduct refresher or orientation training sessions for new users as needed.
  • Provide monthly progress updates and technical reports to the DPHI.
  • Recommend enhancements or adaptations of the tool based on user feedback and system performance.
  • Provide technical support and conduct data analysis to inform the development of national health congress reports, including the Cambodia Demographic and Health Survey (CDHS) and other relevant data sources.
  • Support integration with other health information systems and data sources.
  • Perform regular maintenance of the DHIS2 server, including backups, updates, and security checks.
  • Improve the stability of HC1 and HO2 forms in the HMIS-DHIS2.
  • Writing clean, scalable, and maintainable code.
  • To back-up the database and develop the API.
  • Improve the performance, security, and maintain the big data.
  • Design and develop new system features and tools as requested by the supervisor.
  • To undertake any other duties assigned by supervisor.

  • Master's Degree in Science in Information Technology
Work History:
  • Experience with web application development, database management system, and Object-Oriented Programming, framework preferably in the Cambodian health sector for 7 years as a minimum
  • Worked experience at least with MoH project for 5 years
Skills & Knowledge:
General & Technical Skills
  • Knowledgeable of system development with HTML, CSS, JavaScript, PHP, MySQL, PostgreSQL, JQuery, Vue.Js., React, Angular, Bootstrap, Laravel and API development.
  • Knowledgeable of React Native, Flutter, Swift, Java for better mobile application development.
  • Knowledge of version control systems (Git, SVN, etc.).
  • Knowledge of data storage technologies, including JSON, XML, MySQL, and NoSQL databases.
  • Experience in server security management and optimization of server performance.
  • Ability to work and thrive in a fast-paced environment, learn rapidly and master diverse web technologies and techniques.
  • Proven working experience in web programming.
  • Understand front-end and back-end code as well as the database structure of current HMIS database in order to revise this database effectively.
  • Knowledge Mobile App development is plus.
  • Familiarity with donor-funded projects (e.g., USAID, DFAT, WHO, World Bank) is an asset.
  • Proficiency in English, both spoken and written.
