The Mekong Children’s Heart Care (MCHC) Project is jointly implemented by the Mekong Institute (MI), Fuwai Hospital of the Chinese Academy of Medical Sciences, and the Ministries of Health of Cambodia and Lao PDR. The project aims to strengthen early detection, diagnosis, and treatment of congenital heart disease (CHD) among children in Cambodia and Lao PDR, with funding support from the Government of China through the Global Development and South-South Cooperation Fund.

The National Project Associate Officer (PAO) supports national-level implementation of project activities in Cambodia. Working under the guidance of the National Project Coordinator, the PAO coordinates closely with the Ministry of Health, hospitals, schools, and project partners to ensure effective implementation, documentation, and reporting of project activities.

Position Summary

Duty Station: Ministry of Health (MOH), Phnom Penh, Cambodia

Purpose of the Position

The National Project Associate Officer (PAO) provides administrative, logistical, coordination, and communication support to ensure the timely and effective implementation of project activities, including CHD screening, referral, treatment, training, and outreach. The role also supports project communication and visibility activities, including the maintenance of the project’s Facebook page in the local language, in line with project and donor requirements.

Project Duration

The project is expected to run until June 2027.

Reporting Line

The National Project Associate Officer reports to the Project Director, Mekong Children’s Heart Care Project.

Duties & Responsibilities:
  • Project Coordination
  • Support the coordination and implementation of project activities at national and sub-national levels, including meetings, trainings, school-based screening missions, and treatment-related activities, in close collaboration with the Ministry of Health, hospitals, schools, and local partners.
  • Stakeholder Coordination and Communication
  • Support communication and coordination with key stakeholders, including government agencies, medical institutions, educational authorities, media, and project beneficiaries. Assist with official correspondence and provide translation or interpretation support as required.
  • Monitoring and Reporting Support
  • Support routine data collection and verification for screening, referral, treatment, training, and outreach activities. Maintain organized project records and support the preparation of narrative, technical, and progress reports.
  • Financial Documentation Support
  • Support the Ministry of Health, under the designated focal person, in collecting, organizing, and filing financial supporting documents related to project activities. Assist with consolidation of documentation for financial reporting in coordination with MI’s finance and compliance teams.
  • Logistical and Administrative Support
  • Support logistical arrangements for project activities, including transportation, accommodation, venues, and materials. Maintain organized electronic and hard-copy filing systems and provide general administrative support as required.
  • Project Communication and Social Media Support
  • Under the supervision of the Project Manager and Project Director, support the maintenance and regular updating of the project’s official Facebook page. Responsibilities include drafting and translating project posts into the local language, posting approved content, and ensuring that project activities and key messages are accurately and timely reflected in line with agreed communication guidelines.

  • Perform other tasks and responsibilities as reasonably assigned by the National Project Coordinator, Project Manager, or Project Director, in line with project objectives and operational needs.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
  • Thai is preferred
Qualifications:
  • Bachelor's Degree in Public Health, Social Sciences, Business Administration, or a related field.
Work History:
  • At least two (2) years of experience in project coordination or administrative support, preferably in health or development projects for 2 years
Skills & Knowledge:
General & Technical Skills
  • Experience in project communication or social media management is an advantage.
  • Strong organizational and coordination skills
  • Ability to work with diverse stakeholders
  • Proficiency in Microsoft Office and Canva
  • Strong communication and writing skills in English and Khmer (Thai is an advantage)
Soft Skills
  • Ability to work independently and as part of a team
  • Willingness to travel as required
