Announcement Description

The Second Higher Education Improvement Project (HEIP2) activities are funded by the International Development Association (IDA) Credit of US$80 million equivalent and US$1.7 million from the Royal Government of Cambodia. The project is expected to be implemented over a six-year period, starting in 2025 and ending in 2030.

The project’s primary beneficiaries include nine targeted public Higher Education Institutions (HEIs) and relevant Ministry of Education, Youth, and Sport (MoEYS) departments. The public HEIs include five within Phnom Penh: the Institute of Technology Cambodia (ITC), the Royal University of Agriculture (RUA), the Royal University of Phnom Penh (RUPP), the National Institute of Agriculture – Prek Leap (NIA), the Royal University of Fine Arts (RUFA), and four other provinces: the Svay Rieng University (SRU), the National University of Battambang (NUBB), the University of Heng Samrin Thbongkhmum (UHST), and the National University of Cheasim Kamchaynear (NUCK).

Position Summary

Contract Duration

The National Procurement Specialist Consultant will be contracted for fifty (50) months from the contract signing date, with the possibility of extension depending on satisfactory performance, project needs, and fund availability. The contract is subject to a three-month probation period. Performance will be evaluated annually, in addition to the assessment during the probation period by the Director of the Project Financial Unit. The Procurement Review Committee will discuss the performance review results when considering contract extensions.

Duties & Responsibilities:
  • The Consultant was responsible for the following tasks.
  •  Procurement Planning and Implementation
  • Ensure procurement activities comply with the World Bank's regulations and Cambodian Procurement Manual.
  • Prepare bidding documents for goods and work, requests for expression of interest (EOI), invitations to bid, and contract award notifications.
  • Assists in preparing Bid Evaluation Reports (BERs) and Consultant Evaluation Reports(CERs).
  • Prepare contract agreements according to procurement guidelines.
  • Prepare handover and physical inspection of goods, work, and payment documents
  • Work closely with all HEIs procurement teams to follow up
  • on all procurement processes and ensure that all committed procurement packages are procured in a timely manner.
  • Prepare the minutes of meetings, reports, emails, and other communication in English and Khmer. 
  • Ensure that the implementation of procurement activities aligns with the procurement plan in a timely manner.
  • Manage all procurement activities in the Systematic Tracking of Exchanges in Procurement.
  • Other duties required by the project procurement team.
  • Contract Management
  • Prepare and keep updating the procurement tracking and monitoring form and contract register.
  • Monitor contract implementation and advise on any contractual issues, including delays and breaches in contract conditions.
  • Verify consultants', suppliers', and contractors' invoices against contract conditions before approval and payment processing.
  • Ensure that all insurance, bank performance guarantees, and advance payment guarantees are valid per contract requirements.
  • Capacity Building:
  • Provide training and capacity-building support to the procurement team and other relevant stakeholders to ensure monthly adherence to international procurement standards
  • Promote ethical practices and a result-oriented approach within the procurement team.
  • Documentation and Reporting
  • Ensure all procurement documents are properly filed and accessible for reference.
  • Prepare monthly, quarterly, and annual reports on procurement activities and submit them to the procurement unit chief and the Project Management Team (PMT).
  • Provide inputs for the final project report, including lessons learned and recommendations for future procurement practices.
  • Stakeholder Engagement:
  • Facilitate communication and coordination between contractors, government officials, and beneficiaries.
  • Conduct regular stakeholder meetings to address these issues.
  • Ensure smooth collaboration to prevent delays and resolve disputes.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in Procurement, business administration, law, civil engineering, or a related field as a minimum
Work History:
  • At least relevant experience in procurement, focusing on procurement processes in the public sector or international development projects for 8 years as a minimum
  • At least experience with World Bank-funded projects or other international organizations for 5 years is preferred
Skills & Knowledge:
General & Technical Skills
  • Familiarity with the Royal Government of Cambodia and World Bank’s procurement regulations and procedures.
  • Strong knowledge of procurement policies, procedures, and best practices.
  • Microsoft Office Application Proficiency
  • Familiarity with digital and AI literacy (e.g., using e-procurement systems, contract management software, and data analytics for procurement) is an asset, as this knowledge can enhance the efficiency of procurement and contract management following modern technologies.
  • Excellent communication and negotiation skills in both Khmer and English.

The Individual Consultant will be selected following the World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised September 2023. The Kingdom of Cambodia's Updated Procurement Manual for all Externally Financed Projects/Programs, promulgated according to Sub-Decree 74 on Promulgating the Updated Standard Procedures for Implementing all Externally Financed Projects/Programs, dated December 2019, and open to all eligible consultants as defined in the guidelines.
