The Royal Government of Cambodia (RGC) through Skills Development Fund as an implementation agency (IA) has received financing from the World Bank toward the cost of the Skills for Better Jobs Project (SBJ) and intends to apply to any part of the proceeds for consulting services.

Position Summary

The Objective of the assignment is expected to provide professional and expert support in procurement to the WB SDF PIU of MEF to ensure the successful and timely implementation and completion of SDF project’s procurement related activities. The selected consultant shall at all times observe the highest standard of professional ethics and integrity and promote a results-oriented approach in the area of his/her responsibilities and accountability.

The consulting services (‘’the services’’) duration is 12 Months on full time basis and 6 months on intermittent basis, counting from the contract start date, and subject to possible extension based on consideration of annual assessment of the consultant performance, availability of funds and the needs for the project.

The Skills Development Fund now invites eligible individual consultants to indicate their interest in providing the service. Interest Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:

Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in management, Commerce, Business Administration/Logic, or other related fields with at least 8 years of general experience;
Skills & Knowledge:
General & Technical Skills
  • At least 5 years of professional working experience in procurement of goods; works and consultant services, including the preparation of bidding/proposal documents, evaluation of bids and proposals, contracts preparation and management of contracts under bilateral/multilateral funded projects/programs including WB, SDB, EU, and other development donors
  • Familiarity with government procurement Standard Operating Procedures (SOP), Procurement Manual for All Externally Financed Projects/Program, Sub-decree dated December 2019 is an asset
  • Have the ability to work independently and to provide training to other staff when needed
  • Good command of English and Khmer in both speaking and writing

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
