Announcement Description

The Land Allocation for Social and Economic Development Project III (LASED III) is based on three legal frameworks that each define an operational framework for implementation. The legal framework for granting Social Land Concessions (SLCs) was established in 2003 by adopting the Land Law and the sub-decree No. 19 which defines the criteria and procedures for establishing a SLC. For Indigenous Communal Land Titling (ICLT), the legal framework was developed through sub-decree 83 which outlines the procedure of communal land title registration. In addition, Commune Land Use Planning (CLUP) was established through sub-decree 72 on the commune land use planning. The LASED III project obtained funding support from the World Bank and includes ICLT, SLC and CLUP. Further, LASED III will support approximately 30 Indigenous People (IP) communities that have received ICLT and 15 IP communities that have applied for but not yet received ICLT.

LASED III will continue the support for the Royal Government of Cambodia’s (RGC) Commune Social Land Concession (SLC) program provided by LASED and LASED II, and will also support RGC’s Indigenous Communal Land Titling (ICLT) program, in both cases through land titling and associated infrastructure and livelihoods activities. The executing agency for LASED III is the Ministry of Land Management, Urban Planning and Construction (MLMUPC) while implementing agencies include Ministry of Agriculture, Forestry and Fisheries (MAFF) and Provincial project teams.

Position Summary

Contract duration: 14 Months contract and possible to extend. Initial 3-month probationary period. extendable based on satisfactory performance in the preceding contract assessed by the project.

Objective of the Assignment

The National Procurement and Contract Management Consultant is to assist Procurement unit at MAFF-PCO and work collaborate with other consultants to follow the Term of Reference and action plan to records in a timely, efficiently and transparency manner compliance with Procurement Management Manual, Standard Operations Procedure (SOP), Donor’s Procurement Regulations and Loan Agreement. Also, in line with the Project Implement Manual (PIM), Annual Work Plan and Budget (AWPB), Procurement Plan (PP). The consultant is ensuring all required reports submission by the project such as procurement progress, procurement plan, procurement activities plan will be properly submitted on time to Governments and World Bank.

Reporting

The consultant will work under the supervision and report to the MAFF/LASED III project director and project manager. As necessary, he/she will coordinate his/her inputs with experts from other involved implementing agencies and stakeholders. Duty Station will be at MAFF in Phnom Penh, with expected regular field trips.

Duties & Responsibilities:
  • Assist to ensure the approved annual project procurement plan is implemented as planned and the procurement plan is updated regularly;
  • Assist Procurement Officer to ensure proper processing and conducting for procurement of works, goods and services on time;
  • Assist Procurement Officer to ensure the procurement activities under LASED III-MAFF are compliance with Procurement Management Manual, SOP, World Bank’s Procurement Regulations and Loan Agreement;
  • Assist Procurement Officer to prepare bidding documents of goods, works, services and the documents for the recruitment of the consultant services, bid advertisement/request for EOIs and bid evaluation reports in accordance with provision of the Project Financing Agreement and Procurement Regulations;
  • Provide technical support to the Procurement Review Committee in conducting bid opening, preparation of the minutes of bid opening, evaluation of the bids, and preparation of bid evaluation report with recommendations for the award of contract of goods, works, services and consultant services;
  • Assist Procurement Officer to prepare Contract Variation Orders, handle procurement monitoring, record keeping procurement process both in paperwork and system (STEP) and all correspondences relating to procurement process, bidding, bid evaluation, and contract arrangement;
  • Timely update related procurement document in STEP and STEP Monitoring and Management
  • Assist Procurement Officer to prepare quarterly and annual procurement monitoring report and provide the recommendation report on procurement implementation; regular reports on procurement and contract management to submit to relevant stockholders within the project;
  • Provide on the job training and training on procurement works to project’s staff to build their capacity and enable them to carry out procurement activities;
  • Assist the project manager to manage all contracts of goods, works and services for project implementation;
  • Provide assistance, guidance, and reports on procurement implementation;
  • Any other duties as required by the Project Director/Procurement Manager.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Business Administration & Management/Civil Engineering, Law or relevant field
Work History:
  • Carrying out procurement of goods, works and consultant services under bilateral/multilateral funded projects/programes including World Bank, Asian Development Bank, EU and other development donors for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience of procurement with the Royal Government of Cambodia’s Standard Procurement Manual and Bidding Documents for Externally financed Projects will be an advantage.
  • Experience working with Government’s Public Services​/​Projects / Programs is an advantage.
  • Ability and demonstrated experience in providing procurement training is giving an advantage.
  • Fluency in written and spoken English and Khmer.
  • Comprehensive computer skills with minimum in use of Microsoft Office and access.
